• Handling prime contract with the Client for Worlds Biggest Reverse Osmosis Water Desalination plant with a Project worth of over $800 Million.
• Managing Consortium agreement with EPC Partner company for the Project including coordination of day to day issues of contractual nature.
• Managing contractual, legal, insurance claims and contractual correspondence.
• Drafting, negotiating, awarding and managing contracts for all kinds of services.
• Managing major Subcontract and Procurement packages including contractual relationship and claims etc
• Review Contract/Call Off requisitions and complete all validations and checks on tender documents for subcontracting as per company procedures to ensure comliance, laision with relevant departments.
• Plan, tender and award long term/ 5 years contracts for services.
• Develop bidder list, expression of interest, and tender packages for works to be contracted.
• Review the scope of work and formulate best tendering strategy as per the requirement.
• Formulate tender strategy depending on nature of work to be subcontracted.
• Perform Commercial Bid evaluations also coordinate for technical bid evaluation.
• Negotiate with subcontractors on commercial and contractual terms and conditions and award.
• Prepare Recommendation of Approval/ Business Justifications and get approvals as per the DOA for the best techno commercial proposals, based on award strategy.
• Perform mobilization including kick off and interface meetings of Subcontractors and post award contracts administration including obtaining all financial, legal, insurance documents, monitor progress, concerns & claims, invoicing.
• Perform closeout of contracts, finalize outstanding contract issues, issue of final modifications, invoices and coordinate completion.
• Complete appraisals of contractor performance at the end of each project.
• Run various department reports including contract expiry reports, financial reports etc.
• Preparing and issuing bid packages/ Tender documents for outsourced services.
• Evaluate commercial bids/ qualifications from subcontractors as per devised award strategy.
• Recommend, obtain approvals, Interface with management, F&A, Legal, Operations for awards.
• Ensure all commitments are in line with Halliburton products and/or Services policies and procedures.
• Post award administration of awarded subcontracts including processing of payments & variations.
• Generate contractual reports regularly including expiry and contracts financial/ consumption reports.
• Prepare and manage contracts ERP (SAP), review and follow up on business optimization plan.
• Manage and keep up to date Halliburton contract repository with active and expired contracts.

Client: Joint Venture between Japan Gas Corp. (Japan) and Technimont (Italy)
Project title: Integrated Gas Development Scheme Habshan - 5, Project Value: $4.5 Billion
I was serving a dual role with the sole responsible of handling the construction contract worth $200 million with client JGC (Japan Gas Corporation) and all the major sub contracts.
Key Responsibilities managing Prime Contract with the Client
Deputed as site Contracts Engineer and assisted Project Manager in facilitating compliance to the main contract.
Review of project correspondences received from client and advise any problem areas or variations to contract.
Draft all contractual correspondence for notifications, Claims (Including EOT - Time impact Analysis, Window Analysis) variations, change orders.
Ensuring that clear and accurate records of contractual matters are maintained.
Actively monitor project progress against dates defined in the main contract.
Successfully negotiated claims with client and protect the interests of the company.
Key Responsibilities managing Subcontracts / Commercial
Prepare ITT packages; drafting contractual correspondence; change control management; advising project team on contractual issues.
Coordinate with subcontractors for mobilization, advance payments, submission of performance bonds/bank guarantees/insurances.
Monitor progress of subcontractors by devising detailed control sheets, verify progress invoices and maintain payments record.
Archive in an organized way record of contractual correspondences, minutes of meetings, commercial & contractual documents.
Devise & update subcontracting budget including balance cost to complete (BCTC) based upon latest forecast quantities/plans.
Investigate & introduce new subcontractors/suppliers and perform assessment and pre-qualification.
My responsibilities included to review tenders from clients/ owners and seek clarifications and negotiation of terms and conditions of the same. I was also entrusted with tendering process of specialty works to be subcontracted.
Pre/ Post Award Administration
Review tender documents from clients/ owners and analyze the terms and conditions.
Provide contract administration support to ongoing project execution both in Pakistan and middle eastern projects.
Performing contractual audits and suggesting corrective / preventive measures.
Formulate Scopes of work/ Division of responsibilities, Drawings, Specifications for subcontracting.
Preparation of technical claims arising from increase or changes in scope.
Extension of time claims.
Tendering Responsibilities:
Issue and review/ evaluation of pre-qualification of contractors with experience & financial situations.
Issue Expression of Interest to selected contractors, analyze responses and finalize bidder list.
Preparation and issuance of tender documents tenders.
Analyze bids and prepare award recommendations to management for approval.
Preparation and issuance of Letter of award to successful Contractor.
Finalize the contract agreements in accordance with negotiated terms.
