Specific Duties - HR Responsible:

Salary Management:

Prepare monthly salary payments as well as tax and social security contributions/reports for employees of the sub-delegation in Nyala in a timely and accurate way.
Take into consideration all parameters influencing the above preparations such as overtime, 13th month salary, end-of-contract provisions etc.
Manage, update and check employees' contractual details (function, CC, salary, loans, salary advances etc.)
Make necessary adjustments (changes, deductions etc.) of before the calculation of the salaries (changes, deductions etc.)
Prepares calculations of overtime, daily workers' salaries, 13th month salary, end-of-contract provisions in an accurate way and by respecting ICRC regulations and local legislation.
Act as a relay for the office in Gereida in terms of tax and social security contributions/reports as well as labour office issues.

Human Resources Management
Assist the Administrator in the overall running of the management of human resources issues at the sub-delegation: information sharing/flow with different departments, assist in staff meetings, play an active role performance (appraisal exercise, warnings etc.) and conflict management.
Report HR-related information, which is relevant for the management of human resources to the Administrator.
Draft documents in English and Arabic in relation with employment (contract, amendments, file notes, warnings, performance appraisals, dismissal letters, end-of-contract payment sheet, work certificates) and other correspondence independently.
Actively contributes to the implementation and to the respect of ICRC Sudan staff regulations as well as HR policies and tools.
Act as first contact for interlocutors in HR-related matters: lawyer, tax and social security office interlocutors, labour office interlocutors etc.
Maintain regular and good contact with the most important interlocutors and stays updated in terms of tax, social security or legal issues and reports important information and/or changes to the Administrator.
Propose and contribute actively to the elaboration, implementation and application of management tools and HR-related projects.
Ensure the application of the ICRC medical policy according to the ICRC Sudan staff regulations in cooperation with the HR Secretary.
Maintain contact with interlocutors related to the medical file.
Ensure the smooth transfer of patients and maintain the information flow with all involved parties (other sites and departments).
Participate in the evaluation of personnel needs.

Recruitment
Participate actively in recruitment and selection process: draft job openings, collect application files, perform an initial screening of the files, forward them all - together with the assessment's results - to the Administrator, invite candidates for interviews, participate in the interview, contribute to the evaluation of the interviewed candidates and the selection etc.

Training
Organize resp. handle applications for institutional and non-institutional training courses (field integration, leading a team, presentation techniques, working with the ICRC, computer, language etc.)
Maintain contacts and develop network with external training partners.
Participate in the elaboration, design and organization of internal and external training sessions.

Notify AirOps on pouches and their weight.
Prepare the bordereau d'envoi, seal the pouch and hand it over to AirOps.
Check that the pouches have been received at the other end through proper filing of the bordereau d'envoi.

Pouch Management (Incoming)
Receive the pouch and acknowledge reception to AirOps.
Distribute the mail to the designated people.
Fill in the borderau d'envoi and send it back to the sending office as an acknowledgement of reception.

Local Mail Distribution
Record incoming mail and stamp it.
Distribute the mail to the designated people.
Perform translations from Arabic into English

Stationery
Manage the stationery stock: ensure sufficient availability of items and maintain adequate range of products, replenish the stock with regular orders through Log.
Receive stationery orders from departments.
Deliver stationery items as requested and approved by head of departments.
Deduct delivered items from stock inventory.
Perform regular stock controls and order more items timely and when necessary.

Other Tasks
Perform necessary paperwork and assures follow-up mainly independently.
Make copies when requested and necessary.
Register and treat information with confidentiality and accuracy.
Replace the Receptionist and Welcome Officer when absent.

Physical & Electronic Filing
Keep the personal files updated with relevant documents while ensuring the reflection of all relevant information in ARIZONA.
Give access to the personal files to entitled staff members and ensure confidentiality of personal data and files.
Register and maintain information in ARIZONA with accuracy and confidentiality (personal, address and contact details, trainings, appraisals, warnings, holidays, absences, dependants, contractual details such as grade, function, CC, salary, loans etc).
Provide reports (lists, statistics, absences, holiday balances etc.) extracted from ARIZONA.
Provide reports (i.e. holiday balances) to the heads of department necessary for the effective management of their staff.

Secretarial Duties
Translate all kind of HR-related documents.
Issue and renew ICRC ID cards when requested or necessary.
Support staff members in HR-related matters and filling HR-related forms (appraisals, holidays, overtime etc.)
Keep records of salary advances and medical advances updated and ensure their consolidation/reimbursement by forwarding the necessary information to the HR Assistant (deduction from salary, consolidation at closure of medical case).

Medical Cases
Liaise with the reference clinics/doctors in regard of the monthly claim and propose improvements to the system if necessary.
Issue sick reports for the employees and their dependants and keep copies in their personal files (if there is a sick leave).
Keep the medical referral file updated while ensuring high confidentiality.
Contribute to the management of transfer patients (employees from/to other sites).
Check the accumulated amounts for medical bills of the employees and their dependants. Ensure they do not exceed the maximum amounts of medical coverage according to the staff regulations before submitting the bills to the administrator.

Other Duties
Report HR-related information, which is relevant for the management of human resources to his superiors.
Contribute to maintaining the HR and Forms section in the document library updated.
Contribute to maintaining the staff regulation and polices related to HR updated.
Be aware of human resource ethics and code of conducts.
Supports the HR Assistant in his contribution to the operation of the HR department and replaces him in case of absence.
Conduct other activities requested by the direct superior.
