1. Oversea the coordination of HSES activities.
2. Provide support and assistance to implement HSES policy.
3. Ensure that requirements of SMS are incorporated in HSES.
4. Collaborate with Engineering Quality Assurance and Flight Safety on SMS issues.
5. Ensure that the HIRAC, Safety Case Study, MOC in accordance with SMS are applied in HSES.
6. Make provisions to support, assist and train and develop the required Safety Culture to implement the SMS in Ground Operation.
7. Provide periodic reports and KPI on HSES performance.
8. Plan and supervise regular internal audits.
9. Control and distribute procedures and associated documentation, including recognized HSES standards and procedures.
10. Verify the hazard assessment, environmental aspects and impacts of activities, products and services identified by respective departments.
11. Monitor and communicate any changes or updates in the legal and other requirements related to the Company’s health hazard assessment and environmental impact.
12. Report any recommendations from respective Heads of Department during management review meetings to ensure continual improvement.
13. Perform all additional functions as directed by SQAD.

Monitor day to day HSE and drilling operation onboard jack up rig
Prepare, review and updates the project specific HSE Plan inclusive Emergency Response and Preparedness plan to cater any untoward unexpected incident in the project.
Manage heavy onshore fabrication and marine construction activities with multiple discipline and vendors. Coordinate project HSE requirement, deliverables and KPI for the involved vendors. Ensure and changes in plan or engineering being properly managed through risk assessment and communicated through the involved parties and closely monitored.
Involve with the cycle of HSEMS system from establishment, implementation, monitoring, and review process. Manage the Project HSE Plan with and Emergency Plan.
Actively plays role as the champion for Project Risk Assessment and management plan. Ensuring conducive working place in term of safety, health and welfare for all employees and direct / agency contractors within the worksite. Ensuring HSE risks associated with project activities are being properly controlled and consistent with the requirements detailed in the HSEMS.
Providing HSE assurance through fit for purpose preventative and corrective measures e.g. Risk Assessment, Job Hazard Analysis, PTW, procedural controls, inspection, audit, incident investigation and implementation of corrective actions.
Involved with continuous improvement process for company service quality. Lead and involve in internal and external Quality Audit for ISO9001 and OHSAS18001. Ensure completion of HSE, Quality management and HSE management assets summary.
Trained and familiar with investigation tools such as Tripod Beta, Root Cause Analysis, Simplify Investigation Method and Fault Tree analysis to name a few. Any emergency events will be reported and track accordingly.
Advise and monitor site team members on implementation of HSE Plan, monitor safe working practices, safe working areas and maintaining and ensuring proper personal protective equipment adequately provided to site team members and visitors. Involve in work boat/barge inspection and rectified any pending action on HSE part.
Developing and implementing agreed safe working procedure, availability of necessary hardware and inculcate proactive awareness behavioral measures to ensure that the normal and emergency HSE risks associated with the project or operation are eliminated where possible and being controlled to at least to the most tolerable levels.
Review and track routine safety inspections against agreed procedures and practices. Particularly, focus to be aimed at identifying and correcting unsafe acts and any near miss as well encouraging/welcoming safe act.
Leading Incidents Investigation reported by site team members and work with discipline lead, clients/sub-contractor within the process with the aim of identifying the root cause and preventive action and monitor the effectiveness of such preventive measure.
Prepare and deliver training module for all staff inclusive HSE Engineers, Supervisors and ordinary staff.
