Proposal & Estimation Responsibilities:
• Study and review of ITT (invitation to tender) documents to analyse and accurately assess all ITT requirements.
• Prepare a bid preparation schedule for submission of bids; identify people responsible for various activities within predetermined timelines, and a common understanding of the scope.
• Meeting with client representative to clarify scope and propose recommendations.
• Conducting site visit for detailed understanding of scope of required work.
• Preparation of RFQs for subcontractors and vendors.
• Development of detailed resource loaded Level - IV plan for overall project, encompassing all scope requirements.
• Follow-up with the procurement department for vendor offers and obtain vendor responses for the technical clarifications raised. Ensure generation of all deliverables by Engineering Disciplines as per Bid requirement (BOQs, Technical Documents to be attached to Bid, costing for various equipment and bulks etc).Shortlist and identify target vendors for various key equipment/ packages
• Prepare and compile a Risk Register wherein various risk elements of the project are listed and update the risk mitigation strategy for each risk element in consultation with Proposals Manager and discipline engineers.
• Prepare the cost estimate during Tendering / Execution for management review and approval and liaise with discipline engineers for further assistance.
• Preparation of Cash flow of the Project as per Payments milestones / T.C’s.
• Review of project Schedule and cost estimates to be submitted along with Bid
• Prepare technical and commercial proposals as per client requirement with respect to project execution plans, organization charts job specific technical write ups, bank guarantees, commercial and technical qualifications and prepare responses to the client post bid queries.
• Development of BAC (bid acceptance committee) packs for GATE approval process and management signoff.
• Preparing bid package for site execution team for awarded proposals.
• Detailed lesson learned review after proposal submission and implementation in upcoming proposals.
• Ensuring that Corporate Systems are set up and maintained in line with project schedules and project planning package.
• Review and approve Sub-Contractor’s Planning Package, which includes Level-IV schedule, Progress S- Curves, Manpower Deployment etc.
• Prepare progress measurement system for projects and ensuring that progress measurement systems are in line with COMPANY’s project control procedures and rules of credit defined in the procedures.
• Monitor the reported progress and schedule status and identify areas of concern impacting the progress and schedule of the project and advise project management on the proposed corrective actions.
• Identify critical and sub-critical activities of the project and analyze their impact on the overall completion schedule considering the actual status and trends.
• Preparation of variation request/claims for extension of project
• Prepare look ahead schedule and ensure that it covers all the activities as per baseline schedule and actual progress.
• Review and approval of Sub-Contractor monthly invoice.
• Preparing Weekly/Monthly and dashboard reports for Client and Senior Management.
