(i) Current Position as Regional Manager/ Chief Engineer since the April 2020 which covers the Main Cities of Capital Colombo District
-Was in charge as a Chief Engineer/Manager for two Area Engineer Regions of Maharagama and Kesbewa, with the pipe network of more than 2, 500 kms for the service connections of more than 185, 000 including Water Towers, Reservoirs and Treatment Plants. In addition, lead the team to provide more than 20, 000 new service connections for Accelerated New Connection Program under “Water for All” Project in the region in spite of Covid19 Pandemic challenges during the year 2020.
- Currently, in charge as a Chief Engineer/Manager for two Area Engineer Regions of Dehiwala and Moratuwa, having the pipe network of more than 800 kms for the service connections of more than 115, 000 including Towers and Reservoirs.
- Overseeing the duties of Two Area Engineers, O&M Engineer, M&E Engineer, Regional Accountant and System Administrator those who are directly reporting to me
- Responsible for the O&M Annual Income and Expenditure Budget of Over Rs. 4.5 Billion
- Control and Manage human resources, machineries and materials
- Overall in charge of the Regional activities of NWSDB including the NRW (Non-Revenue Water) Management, Pipeline Network Development, Cost Management, Post Contract Management, Assets Management, Water Quality Management and Implementation of Water Safety Plan as the leader of the operational Team.
- Chairing the Regional Manager Procurement Committee and being the Chairman for Technical Evaluation Committee appointed by the RPC (Regional Procurement Committee)
Worked as Area Engineer (Dehiwala) which covers the cities of Dehiwala, Kalubowila, Kohuwala, Mt. Lavinia, Ratmalana from November 2015 to April 2020.
- In charge as a Senior Engineer for service connections of around 65, 000 including two Towers with the capacity of 1, 500 m3, two Reservoirs with the capacities of 17, 726 m3 & 6, 800 m3 and the total distribution system of 370 km pipe networks
- During my tenure, Dehiwala Area Engineer’s office witnessed Nationwide First Place for the Best Consumer Relations Office in 2017 under my Leadership
- Planning, Organizing and Monitoring activities to reduce NRW
- Preparing annual budget for operation and maintenance and Assess the MIS reports and provide feedback to improve the services
- Reviewing the water quality reports and take remedial action if required
- Taking responsibility to attend & complete the Major/Pumping Main breakdowns with the OIC
- Identifying the appropriate pipe line extension/replacement work under Rehabilitation funds
- Monitoring & Controlling financial activities & billing and collection progress to achieve targets
Worked as a Project Engineer at the National Water Supply and Drainage Board (NWSDB) for the JICA funded Eastern Province Water Supply Development Project from February 2012 to November 2015.
- Total Project Cost is Rs. 6, 526 Million for the Distribution system of 540 km at Ampara District.
- Completely done the Structural Design of a 1000 m3 Intz-Type Elevated Water Tower for the Koneshwapuram Distribution System.
- Designed for the Distribution system of Panama using WATERCAD.
Worked as a Project Engineer to the JICA funded Rural Road Project under the Eastern Provincial Council for the Ampara District Project Implementation Unit from May 2011 to February 2012.
- Total Project Cost is Rs. 1, 500 Million under three phases in the entire Ampara District for the Construction of 105 km Concrete Roads.
- Liaise with the superior staff and Consultants (RDC- Resources Development Consultants) to ensure the Quality of Work, Certifying the Payments and to achieve the progress within the time frame in the entire Ampara District.
Worked as a Site Manager for M/S Edward & Christie (Civil Engineering and Road Development Contractors) from June 2010 to May 2011.
- Construction of a Building Complex for the Faculty of Technology under the South Eastern University Development Project funded by Kuwait Government.
- Total Project Cost is Rs. 117 Million (31500 Sq. ft) and I was the total in charge of the entire project.
- Responsible for resources allocation, material requests, liaising with subcontractors, Liaising with client and consultant and legal authorities.
- Planning and Organizing the construction works and required resources for the entire project
- Assuring the required quality of the product by leading and controlling of construction work.
Worked as a Project Engineer in the District Project Management Unit, NECORD (North East Community Restoration and Development) Project funded by ADB (Asian Development Bank), Ampara from April 2007 to October 2008 and as acting District Deputy Project Director from October 2008 to June 2010 (Until the successful completion and winding up in the Eastern Province).
- The Project consisted for NECORD- I & II, CAARP, NECORD-Ext, TAARP in various sectors such as Construction of Buildings (Education, Health, Agriculture, etc.), Roads, Irrigation projects, Water Supply Projects, Community Development Projects and various other sectors for the cost of Rs. 2600 Million scattered in more than 180 sub projects.
- Preparation of sub project proposals for submission to the Provincial Project Coordinating Committee (PPCC) for its concurrence.
- Scrutiny of project proposals submitted by various agencies for their correctness with Departmental estimates, BOQ and Plans.
- Preparation of bid notices for publication in the papers inviting bids.
- Preparation of Tender Documents to be issued to the contractors.
- Serving as member of Technical Evaluation Committee (TEC) to evaluate the bids.
- Preparation of Contract Agreements.
- Supervision of all contract works and checking quality control in the field.
- Recommendation of Contract Payments.
- Preparation of Annual Work Plan.
- Preparation of Management Information System (MIS) both financial and physical.
Worked as a Site Engineer for KFW project at the National Housing Development Authority (NHDA), City Office, Kalmunai for Home Owner Driver Housing Project from August 2006 to April 2007.
- Monitoring the Progress of the Home Owner Driven TSUNAMI Housing project.
- Giving Technical advices to the beneficiaries regarding the Quality control.
- Cost Management and cost control against limited Budget.
Worked as a Construction Engineer for IMC (International Medical Corps) for the reconstruction and Rehabilitation of Tsunami Recovery Project from March 2006 to August 2006.
- Preparing Bill of Quantities for the Construction and Renovation of Health related infrastructure works.
- Technical Consultation for the Construction of Gramodaya Health Centers
- Responsible for quality assurance and control with procurement process
Worked as a Project Engineer for GOAL- An International Humanitarian Organization for Reconstruction and Rehabilitation of Tsunami Recovery Project from February 2005 to February 2006.
