Main Purpose :
Coordinate, implement and supervise all technical logistics and supply activities of the MSF project according to the standard policies, in order to optimize the response to the needs of the target population.
- Generic Job Accountabilities :
Preforming logistic tasks to the projects with a single logistics team and supply unit/Team
• Maintaining a clinic and x-ray facility .
• Maintain clinics, with all tools and biomed Equipment’s .
• Maintaining several offices, houses, pharmacies and a warehouses
• Managing the activities of a large team of drivers, and logistic supervisors with base and facilities officer, supply team members .
• Managing the activities or a team of guards in clinics and expat accommodation.
• Managing the activities of a team of radio operators.
• Maintenance of a biomedical fleet including a laboratory and an x-ray room
• Coordinate, in close relation with the Medical referent in the project and the logistics coordinator, the supply chain processes and systems (order processing, order and stock management, cold chain, procurement systems), keeping accurate and updated information on stocks (expiry dates, security level, pipeline and lead times) in order to ensure availability of all the medical and non-medical material and related services under optimal conditions.
• Design and supervise a support structure for timely curative maintenance and minor repairs/improvements for all MSF equipment’s and facilities.
• Plans and budgets (together with PC) for replacement of equipment on time.
• Supervises and guarantees quality of construction and rehabilitation projects
• Supervise the storage, packing and management of stocks
• Implementing all administrative related activities linked to logistics (orders, insurances, vehicle contracts, etc.).
• Participating in the planning and implementation, together with the Logistics Coordinator, the Project Coordinator and the HR Coordinator, the HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential,
Development and communication) of the logistics staff in the project / capital in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities.
• In close collaboration with the Project Coordinator, define/update the project security
policy, implementing the technical aspects of the risk reduction policy and the technical
Feasibility of the evacuation plan, in order to ensure people’s security.
• Supervise the effective management and maintenance activities of both the vehicle fleet
and the communication equipment (radio, HF, VHF, RBGAN, computers, etc.) in order to
Ensure its good condition and usability.
• Plan and supervise, in close coordination with the HR department, the associated
processes (recruitment, training/induction, evaluation, potential detection, development
and communication) of the staff under his/her responsibility in order to ensure both the
sizing and the amount of knowledge required and to improve people capabilities
• Supervise and train the teams of drivers, mechanics and any other staff involved in vehicle management in order to ensure their operating capabilities.
• Participates in monthly reports according to guidelines (SitReps, logistical statistics, etc
• Ensure construction/rehabilitation works and energy/electricity installation/maintenance

Base And Facilities Officer at MSF-Holland ( doctors without borders )

Carrying out or supervising all maintenance logistics activities in the base (vehicles, fuel consumption, and local infrastructure) according to MSF standards and protocols in order to have the material, infrastructure and vehicles in optimal running conditions.

Planning vehicles movements, tracking individual trips, and ensuring implementation of security measures.

Tracking consumption of supplies, fuel, lubricants, used in different facilities (office, house, store, etc.)

Checking and ensuring the maintenance of MSF premises and facilities, as well as the general water supply, electrical, walls, ceilings ect. and security conditions. In this sense, making inspection visits to assess the rehabilitation needs of facilities.

Carrying out local purchases and ensuring that the line manager is aware of any problems linked to the quality or availability of the items to be purchased.

Ensuring all data collected and entered to databases is consistently accurate and complete and the correct authorization of orders and receptions in Unifield are verified, taking care that no unauthorized people have access to the database and performing routine checks to ensure consistency. Reporting immediately to the supervisor, any database anomalies.

Receiving and registering data sheets from the MSF medical and logistical departments’ reporting on consumption. Reporting the supervisor on any issues regarding drug consumption data and other questions (names of drugs used, unclear writing, missing information).

Acts as reporting backup to supervisor, when 
required.
