ADNOC Group - ABU DHABI REFINERY (ADR) CLOSURE PROJECT
DECOMMISSIONING OF ADR AND MAKING HYDROCARBON-FREE (PACKAGE-I)
• Detailed Engineering for shutting down and making hydrocarbon free of all assets including,
but not limited to, vessels, culverts, tanks, etc.
• Decommissioning of process units.
• Tank Desludging.
• Unloading of catalyst and adsorbents.
• Draining of interconnecting piping in process units and offsite areas.
• Consolidation & disposal of recovered oil to pipeline.
• Support in pigging activities from other interfaces including, but not limited to, crude oil
pipeline and natural gas pipeline.
• Decommissioning of control and interfaces systems.
Responsibilities
• Implement and direct the Process Safety Management program;
• Ensure compliance with the ADNOC Standard;
• Enforce, clarify, and follow Company Safety policies, standards, and procedures;
• Conduct audits of Company operations as required, supporting applicable HSE;
• legislation and standards for compliance of Company policies;
• Update the HSE Assurance program;
• Conduct site surveys, safety evaluations and hazard identification assessments in the field;
• Conducts periodical inspection of the work location to ensure the procedural compliance;
• Ensures that all PPE, RPE, gas detection equipment, PTW and all other safety requirements identified are provided and used;
• Regularly monitors the job and ensures complete compliance to all agreed safety measures provided in safe work authorization;
• Reviews asper inspection checklist for the equipment to be used for the specific activity;
• Manage Permit to Work activities, including Job Safety Analysis (JSA), Work Safe Procedures, risk assessments and isolations as required;
• Prepares project HSE monthly reports and HSE Observation tracking;
• Review audit and inspection reports; monitor completion of corrective actions;
• Identify and giving HSE related guidance and training need for all employees;
• Conducting the HSE training of WMS (Work Management System) and Energy Isolation to all Supervisor level people;
• Daily observe carefully the work site of contractors and audit to identify hazardous points and report concern department for taking corrective action.
• Inspect work site and contact’s project work regularly whether all workers working as per Company Safety System of Work.
• Monitor contractors to ensure the implementation of applicable Safety measures and best practices.
• Review Hazard Analysis / Risk Assessment Plan for all key activities and Monitor the effectiveness of hazard control measures, job safety plans, and work method statements at the site and carry out HSE visit and report to Resident Engineer for immediate rectification.
• Review and Monitor Contractors' HSE inspections/reports.
• Conducting weekly Safety meetings, setting the target to achieve the outstanding issues, prepare / submit the minutes to all concerned for follow-up.
• Review Emergency Preparedness and response, Permit to work system, Toolbox Talks, HSE meetings, HSE statistics & records of the contractors according to Company requirements.
• Review Incident/Accident investigation reports from contractors, report & communicating the learning points.
• Managing hazardous waste management system, documentation, arrange transportation to BeAAt as per the ADNOC Standard.
• Assist the Environment Engineer to prepare waste delivery request form
• Conducting gas testing all confined space to do work safely and issues certificated
• Servicing, Maintaining and checking different type of Breathing Apparatus
• Check and service Incident Crisis Communication Equipment (Telephone, Video Conferencing, Thuraya Phone, Faxes, TV channels, CCTV, Internet/Intranet)
• Refilling the Breathing Apparatus Cylinders.
• Assisting Safety Engineer Prepare Monthly HSE statistic report
• Actively participate the mock drill as per Incident Command System.
• Conducting the training of HSE Induction and Driving Safety Awareness.
• Actively participating LDAR (leakage Detection and Repair) tightening report at Refinery to prevent air pollution
• Conducting gas testing all confined space to do work safely.
• To follow up and attend high risk activities as per Permit To Work, procedure, method statement such as hot tapping, Sleeve welding, major mechanical excavation etc…
• Inspection and maintenance of Airline Breathing Apparatus and Self Contain Breathing Apparatus and Emergency Breathing Apparatus.
• Maintain the records of all various detectors such as multi gas detectors, single gas detector, Volatile Organic Compound (VOC) detectors etc..
• Calibrate the multi gas detectors
• Conduct the training of SCBA to all refinery employees.
• Inspection and maintenance of Emergency Shower weekly and keep records.
• Inspection and maintenance of portable emergency shower monthly and keep records
• Make records of the inventory list of Personnel Protection Equipment (PPE) at Store and distribute the PPE to respective person
• Preparing Notification of Work, Material Request (MR) through SAP
• Inspect and of wind socks
• Check the Safety Cabinet and refill the items whenever required
• To follow up all sites activates to ensure adherence of safe system of work as per Permit To Work system, procedure, method statement etc…
• Conduct daily worksite inspection to identify occupational potential fire hazards, assess risk and recommended work place precaution and corrective control measure system;
• Stand by for height risk activities such as welding, cutting and excavation etc…
• Monitor the safety and fire performance of contractors on site;
• Advice and participate to prepared risk assessment with concern party;
• Organize emergency drill for all workers to familiarize them with company’s emergencies fire procedure;
• Participate in accident investigation.
• Standby throughout for the high risk activities such as hot tapping, Sleeve welding, pigging activity, major mechanical excavation and monitoring that insure safe system of work are being implemented such as per Permit To Work, Task Risk Assessment, procedure, method statement etc…
• Keep inventory list of PPE, distribute the PPE for respective person check damage of PPE such as body harness, safety shield, safety hood etc… during site inspection.
• Conduct preventing maintenance and periodically check of Fire extinguishing system such as water foam, Co2, sprinkler dray powder.
• Periodically inspect, test and maintenance of fire hose, hydrant, monitors, isolation valve and coupling.
• Check due date of calibration portable gas detectors. And arrangement to send to lab for calibration.
• Check of fire alarm and panel board.
• Check fire gas system of power station;
• Check the Self Containing Breathing Apparatus (SCBA) such as due inspection date, pressure gage, regulator, cylinder condition, condition of face shield, straps etc… and arrange to sent for refill ASAP while pressure is reduced.
• To carry out the routine inspection and maintenance of HSE equipment (Breathing Apparatus, fire extinguishers, fire hose Personnel Protective Equipment, fire detectors, fire equipments, gas monitor equipment and specialist rescue equipment maintenance, Co2 and other gases fire fighting system etc…);
• To carry out routine check and maintenance of fire hydrant
• To conduct ATW (Authorized to Work) training to contractors;
• To conduct site inspection for third party contractor working activities;
• To report any potential risk during activities performance on the pipeline network;
• To issue the required Personal Protective Equipment to all staff;
• To conduct HSE induction training;
• Conduct daily worksite inspection to identify occupational potential fire hazards, assess risk and recommended work place precaution and corrective risk control measure system;
• Following up Safety Of Life At Sea (SOLAS)
• Check maintenance and updated certificates and safety of all equipments such as auxiliary vessels, Multi cat vessels, Barges, Floating crane, life raft davits, Jetties, Tug boats, Lifebuoy, Life raft, life jackets, etc…
• Prepare monthly statistics report
• Check Rock dump area movement of barges and heavy equipment;
• Gas test for hull of all barges and vessels;
• Active fire watcher for confine space, hot activities, barges welding and grinding.
• Manage the safety of critical lift operation such as loading and unlading the pipes, rocks barges, containers etc…
• Conduct daily worksite inspection to identify occupational potential fire hazards, assess risk and recommended work place precaution and corrective risk control measure system;
• Advice and participate to prepared risk assessment with concern party;
• Prepare and give fire fighting training instruction and give practical fire fighting training to all workers and supervisors;
• Organize emergency drill for all workers to familiarize them with company’s emergencies fire procedure;
• Regularly check first aid materials and replenish those finished items at site;
• Motivating, training and advice the workers to achieve fire hazard and minimize risk as low as reasonably practicable;
• Inspection and maintenance of the company's fixed and portable fire protection equipments;
• Manage delivery of training programs on site
• To follow up all sites activates to ensure adherence of safe system of work as per Permit To Work system, procedure, method statement etc…
• Monitor the safety and fire performance of contractors on site;
• Organize emergency drill for all workers to familiarize them with company’s emergencies fire procedure;
• Participate in accident investigation.
• Collect all relevant HSE data and prepare annual and monthly company HSE reports, statistics and analysis.
• Conduct daily worksite inspection to identify occupational potential fire hazards, assess risk and recommended work place precaution and corrective risk control measure system;
