• The WASH Officer will be responsible for the manging of software and hardware components
under WASH sector. He/she leads the WASH engineers to implement the technical studies
and supervise the implementation process in the field. Also, he/she will manage and
supervise the desimination of hygiene promotion awarenesses among targeted communities.
• He/she will ensure that activities and reporting are completed within the allocated time
frame, and to the quality standards and implementation mechanism stipulated in the project
proposal, logical framework and in accordance with the project work plan.
• Furthermore, He/she will make sure the quality of technical works to be done according to
SPHERE, CARE and Donors standard. Additionally, ensuring that the projects activities are
well coordinated with relevant governmental sides (NWSC & GARWSPs) and non
governmental sides working in same operation area. He/she reports WASH Team Leader and
represent/acting him/her during absence.

Activities Implementation & Planning:
• Carry out technical studies (designing/reviewing/developing construction)- related documents
(e.g. designs, BOQ, tender documents, news ad, monitoring forms and payment disbursement
forms/documents)
• Plan program construction activities in coordination with the Wash Team Leader and project
staff
• Determine scope for chosen works, including technical specifications
• Assess on-site progress and participate in site identification to develop a site selection criteria
list, as per the technical assessment
• Participate in the tender analysis process and contracting, as per Wash Team Leader request,
and ensure tenders are carried out according to CARE standards
• Develop new field/construction management/monitoring plans, in line with other activities, to
ensure coordination and efficient use of resources
• Participate in selection process of technicians supervisors in the field to ensure the
construction/rehabilitation works are implemented properly and with line of agreed
specifications.
• Work closely with the program team to mobilize the target communities and other relevant
sides in order to make them good sensitized with whole program activities including WASH
interventions.
• Assist program team in all soft work activities (carrying out baseline survey/Assessments,
formation of community committees).
• Visit the field to ensure contractors are respecting all aspects of CARE standards
• Solve any problems that may happen in the field by coordination with the relevant sides
(community committees, Community leaders and Local Authority and report it to the program
assistant.
• Provide capacity building to project technical staff and all WASH activities in the field.
• Monitor resources and coordinate vehicle usage in the field with project staff.

• Supervise the DRC Partner on the daily implementing tasks and activities including direct
supervision on WASH Engineer/ Officer to assure accurate implementation of all WASH
intervention.

• Support Partner to form/reactivate and capacitate the CWMCs and schools WASH clubs.
• Support partner to organize the various community level sanitation and hygiene campaigns as
well as manage all WASH supplies and the IEC materials for distribution.
• Support partner to design and conduct the district, school and health clinics level water,
sanitation and hygiene related events.
• Support partner to organize WASH related training, orientation, workshop at the district level.
• Assist partner to facilitate and to disseminate the WASH related messaging from the district and
up to the ward level at different group existing in the community (For example: CWMCs, schools
WASH clubs, community leaders etc.).
• Coordinate and organize the process of review and joint monitoring of WASH project with
government counterparts and relevant stakeholders for review and monitoring of WASH project
to ensure achievement of objectives and attainment of high-quality interventions. Recommend
corrective actions when necessary to meet the objectives.
• Facilitate the process of capturing, documenting and disseminating project experiences,
achievements, good practice as lesson learnt, case studies and progress reports related to
WASH to concerned stakeholders.
• Assist partner to coordinate and to engage with key WASH partners (especially GARWSP) and
other stakeholders and ensure their participation at different stages of project implementation
as required.
• Facilitate partnership and supervise DRC WASH local partners at targeted governorates level or
the surround governorates, in order to improve their abilities to implement WASH
interventions/partnership in smoothly way.
• Work as a WASH team member and maintain smooth coordination and communication with
other projects staff members.
• Ensure gender equity and social inclusion in all aspects of WASH interventions.
• Contributing to the preparation of internal and external reports including regular reports,
expenditure reports and projection plan.

• Collaborating and coordinating with the government, NGOs, and UN agencies on WASH issues at
district and governorates level with his/her supervisor.

Main duties:
The WASH Officer has been assigned with responsibility and holds delegated authority for:
Needs Assessments:
• Design and conduct need assessments in the assigned programme area.
• Advise WASH Coordinator on target locations for WASH and integrated interventions.
• Conduct technical assessments and collect technical data for WASH projects requirement in
the coverage area.
• Identify vulnerable population and select target beneficiaries according to the donor criteria.
Communication:
• Inform district leaders and communities about Adwa Al-Yemen interventions.
• Inform the WASH Coordinator about issues/problems in the field.
• Ensure CHS by informing the communities about Adwa Al-Yemen selection criteria, about
project conditions and project deliverables.
Coordination:
• Coordinate with Project Assistants, FSL and MEAL officers the integrated program at district
level.
• Attend cluster meetings if requested by the Roving WASH Coordinator.
• Coordinate with other humanitarian partners regarding humanitarian interventions at field
level. and other local authorities to integrate Adwa Al-Yemen ongoing activities.
• Establish transparent relationships with all community level partners including identification
of their priorities, concerns and managing expectations regarding WASH interventions.
• Implementation:
• Ensure that all health and safety and legal requirements for each project activity are adhered
to (including but not limited to Adwa Al-Yemen policies, SPHERE and global humanitarian
standards)
• Supervise the project assistants, foremen and community mobilisers in the field.
• Monitor the progress and quality of the project implementation according to the project
implementation plan.
• Ensure that Community Committees and Water Management Committees are selected
appropriately and are well-established within the community.
• Train the Community Committees on their roles and responsibilities.
• Ensure that Water Management Committees are trained in finances, technical skills, good
hygiene practices, and sustainable management of their water supply.
• Ensure that community labor beneficiaries are paid on a weekly basis.
• Carry out water quality sampling and analyze the data and report on the results to the WASH
Coordinator.
• Preparation of BoQs, drawings, technical assessment for all type of WASH Infrastructure and
any other works related to WASH and ensuring the compliance to Minimum sphere and WASH
cluster standards.
• Supervise the implementation of all WASH activities, report the progress, challenges and
propose solutions to WASH coordinator.
• Ensure that construction work is integrated with hygiene promotion activities.
• Data collection and analysis:
• Ensure that beneficiary data is collected and documented to a very high level of accuracy.
• Conduct baseline/ progress and end term assessments within the targeted communities.
• Provide monitoring forms to the project assistants and ensure that the forms are filled in
correctly.
• Analyse all data from the field and use the data for reporting.
