Responsible for the full range of health, Safety & Environment
requirements
• Reports directly to the HSE manager and is responsible
for the correct application of the health, safety, and
environmental management procedures.
• Responsible for basic health safety and security aspects
of the work to be resolved and fixed with the client HSE
organization.
• Prepare Hazard identification plan prior to the project
start up
• Permit to work oriented such as General Work, Lifting
Permit and HP testing Permit Work and Confined Space
Permit.
• Prepare Risk Assessments / Job Safety Analysis for
various activities.
• Update a Monthly HSE plan /Agenda and issue additional
safety procedures if necessary.
• Implementation and follow-up corrective actions.
• Performing regular audits to monitor the effectiveness of
the HSE system.
• Prepare weekly safety inspection reports for submittal to
the site manager.
• Participate in the accident investigation.
• Prepare the monthly Safety statistics report (Accident,
first aid cases and near-misses).
• Lead project safety meetings and drive closure of all
action items.
• Orient in-coming new employees/visitors
• Conduct Cementing service line audit in the Aramco
Rigs.
• Support the Coiled Tubing service line in facilitating new
rig less well completion site in NAWCOD/SAWCOD.
• Follow up and implementation of Fire drill and H2s drill
as per schedule
• Conduct HSE compliance audit for contractor couriers
i.e, EMDAD, KTS, AIMS, Al-Dana etc.

• To ensure that site emergency response plan(ERP) and
fire evacuation plan is available, updated and posted in
adequate places
• Ensure ERP contact details and evacuation road map to
hospitals facilities are updated and posted
• Conduct and document the site orientation for all new
comers and visitors on site and follow up on
implementation of the T-card system
• Lead the general safety meetings, Weekly safety talks,
pre-job meetings, tool box talks and stand down on site
for both shifts and document the same
• Communicate safety alerts from company and client in
daily safety meeting and post the alerts on the safety
boards.
• HARC-Develop and implement JSA, HARC and review for
PTW pre-job meetings
• Follow up and implementation of Fire drills and H2s drills
as per drills schedule
• Follow on implementation of PTW-WAP on site as per
procedure
• Prepare and update site lifting gear register and obtain
all certificates of equipment and also compliance with
lifting color code
• Ensure lift plans procedure is properly followed on site.
• Ensure minimum stock of PPE is kept on site and ensure
crew adherence with PPE as per risks
• Ensure MSDS and ARAMCO CHB are available on
chemical yards
• Promote HSE reporting culture on site, HSE reports
submitted by employees are reviewed in daily safety
meetings and follow up on close out of HSE reports
• Conduct safety inspection on site as per inspection plan
• Prepare the daily HSE activities reports and send reports
to management

• Follow and Implementing all HALLIBURTON Policies,
Standards, Safety Procedures and Specifications in
accordance with SAWCOD -Aramco Standards
• Work Authorization Program(WAP)as part of Permit to
work (PTW)system for different operations from Rig up
to Rig down
• On job site monitoring for unsafe acts, unsafe conditions
and safe observations and discuss Site coordinator and
HSE supervisor for the necessary action and close out
for continuous improvement
• Attending daily morning Meeting(Conference call) with
HSE supervisor to discuss daily activities, follow up
outstanding issues, current and upcoming operations
and preparation for additional safety requirements
• Maintain POB and T-card system all the time for
accurate Head count in the event of emergency
• Site safety induction for the visitors and new employees,
includes verification of basic Training certificates.
• Daily HSE inspections includes, Inspection of grounding
for all iron equipments, Crane, Fork Daily inspection,
Eye wash station & Shower and H2s personal monitor.
• Conducting Pre job safety meetings (PJSM) for every job,
discussing associated JSA and Risk assessment for
mitigation of Un-safe conditions(Hazards)
• Conducting Weekly safety meetings and Safety stand
down meetings with all crew by discussing safety
Internal and External alerts to share the lessons learned
from incidents and also create awareness among the
individuals
• Assisting with HES employees in Executing WAP and
Close monitoring of Critical jobs (Frac operations and
Coil tubing Operations )
• Keep track of re-fresher mandatory trainings, WAP
assessment and WHOP training for the crew as required.
• Weekly inspections includes, smoke detector inspection,
First Aid Kit inspection, Safety Harness inspection, site
inspection, Vehicle inspection, Hand tools inspection,
AED inspection, documentation and filing.
• Conducting Emergency drills (H2s& Fire) in consultation
with Aramco Fore man to see the readiness of the crew
and Continuous training the teams for Drill short falls
• Involving and participating in Internal, QSI audits and
other LPD audits by Client and continuous follow up for
the Close out of Noncompliance.
• Performing Monthly inspections include SCBA, Fire
Extinguishers, Spill kit inspection, MPI inspection
certificates, Lifting gear Inspection.
• Encouraging all employees to utilize HOC cards for
unsafe act and unsafe conditions
• And use of SWA (Stop Work authority) as a pro-active
measure

• Developed and implemented safety program to
prevent or correct unsafe environmental working
conditions, utilizing knowledge of industrial
processes, mechanics, chemistry, psychology, and
industrial health and safety laws.
• Liaise with Client Representative on all Operational
and HSE related aspects as stipulated in respective
Drilling Contractor as contained in Client Instruction
given from time to time in conjunction with this
contract.
• Reports to the HSE Manager on a regular basis and
whenever any non-routine matter arises that is out
with the scope of Companies documented
procedures and instruction or requested explicitly in
Companys documented Management System or by
respective DS.
• Ensure the compliance and monitoring of all training
requirements of rig-based staff.
• Responsible for the correct crew operating
requirements for each rig and to ensure safe and
continued operations.
• Ensures that all documentation is correct and
checked for work carried out on the site.
• Shall ensure that service companies, third parties
comply with the employers and its clients
operations procedures and HSE standards to ensure
efficient and safe operation at the site.
• Ensure the crews have the theoretical and practical
knowledge of Drilling Operations and all equipment
used on the rigs.
• Safety Training Observation Program (STOP)
• Monitoring of Toxic and Flammable Gases.
• Training for Staff and Employees, Emergency
planning, Safety Committees, mobile and lifting
equipment inspection, rigs inspection, monthly
reports, Accident Prevention, Fire and Safety
Equipment Inspection.

• Carry out Safety Audits, Safety Inspections of the
work sites, follow up, regular review and close out of
Audit recommendations & inspection reports.
• Investigation of accidents, near miss incidents to find
out immediate causes & root causes, follow up on
corrective & preventive actions and other
recommendations of the investigation report.
• Personally responsible for own safety and conducting
ones self to the standards of Company Policies and Procedures
• Promote safety among personnel through one - to -
one talks
• Conduct & report safety observation/hazard hunt
around rig and camp premises
• Rig site orientation to New Employees and Visitors
• Check and ensure operation and availability of safety
equipments
• Conduct inspections and report accordingly
• Participate in internal and external audits
• Conduct and attend meetings and record minutes
• Conduct and document Emergency Drills in
coordination with Tool pusher/Medic
• Accident/Incident investigation and close out (assist
Incident Investigation team as required)
• Check and ensure PPE stock availability
• Maintain PPE Register and conduct Sign audits
• Raise and follow up Material Requisitions for
materials related to QHSE
• Ensure JSA usage/review and update master JSA file
• Follow up on incident close out action items
• Assist / audit rigs moves and identify areas to be
improved in order to minimize potential hazards and
unsafe practices.
• Review / update with Tool pusher Min-max PPE Stock
Tracking List. Identify special PPE requirements for
non-routine jobs.
