Reporting directly to the General Manager of the Authority, multiple and various assignments have been assigned to lead KAPP towards growth, sustainability and accomplishing its strategic targets. Duties include drafting and setting corporate annual strategic and operational plans for the Authority, in coordination with other departments, as well as conducting research on corporate risks, business opportunities and identification of potential projects for state projects pipeline.
• Setting annual objectives and targets for the Authority.
• Developing business of the Authority, as per its duties as mandated in the PPP Law.
• Coordination with Public and Private Entities to align strategic plans for future PPP projects.
• Coordination with the Supreme Council of Planning and Development regarding state projects feasibility, tendering progress and implementation of PPP projects.
• Communication and coordination with planning sectors in the public entities to study and explore potential opportunities to tender its projects on PPP framework.
• Analysis and review of the current regional and global trends in international project finance.
• Analysis and making recommendations for the best practices currently used in PPP projects tendering.
• Exchange of knowledge and expertise with relevant and similar regional entities.
• Management of risks associated with tendered and future PPP projects.
• Coordination and working with public entities regarding risks that may disrupt tendered PPP projects.
• Evaluation of risks and their effects on the bankability and economic feasibility of PPP projects.
• Cross-examination between risks related to PPP projects and the level of compliance in order to reduce negative effect.
• Cooperation with Training and Development section in exploring means to develop human capacities.
• Meeting with diplomatic and business delegations and exchanging views on how to engage their local participants in Kuwaits PPP scheme.
• Management and conductance of yearly awareness workshops and dialogue sessions with public and private entities regarding PPP program in Kuwait.
Due to sudden vacancy in the Information Technology Department and the urgent need to carry out the business of the department on day-to-day basis, KAPPs General Manager has directed me to lead the department to continue in-progress works and alleviate the department to a better performance.
• Management and supervision of all Information Technology related matters for the organization.
• Supervision of five staff members and coordination with other departments to provide technical support.
• Preparation of annual budget for Information Technology infrastructure and services requirements.
• Issuance of technical procedures and internal policies for Information Technology related staff and end-users.
• Management and supervision of Information Technology hardware and software order purchases and installations.
• Coordination with other governmental entities who are related to state-wide information technology implementation.
Projects and engagements:
• KAPP IT infrastructure and software upgrade (July 2019 - October 2021) Role: Project Management Leader Engagement description: Management of overhaul to KAPPs IT infrastructure, hardware and software by analyzing of current status, identification of needs, assessment of risks, assessing assigned budget and planning out an upgrade plan to improvement the Information Technology environment at the organization while meeting business demands.
Kuwait Authority for Partnership Projects (KAPP)
Position: Acting Manager, Project Tendering and Bids Assessment Department
Due to sudden vacancy in the Project Tendering and Bids Assessment Department and the urgent need to carry out the business of the department on day-to-day basis, KAPPs General Manager has directed me to lead the department to continue in-progress works and alleviate the department to a better performance.
• Management and supervision of all matters related to PPP projects tendering and assessment of received technical and financial bids.
• Supervision of seven staff members and coordination with other departments to provide technical support.
• Preparation of quarterly reports for the General Manager regarding the progress of tendering and bids evaluation.
• Issuance of technical procedures, guidelines and policies for tendering and bids evaluation.
• Coordination with other governmental entities who are clients to KAPP regarding tendering their projects via PPP framework.

Position: Technical Advisor
• Guidance and support to GCCIAs Market Operations Department to achieve its departmental plans through preparation of documentations, procedures and proposals.
• Guidance and support to GCCIAs Strategic Planning and Business Development to implement GCCIAs strategy plan and objectives through evaluation of potential tangible partnerships and areas of development.
• Guidance and support to GCCIAs Planning Committee to carry on its tasks and duties through preparation of material and active involvement in quarterly meetings.
Reporting directly to the Chief Operating Officer, the assignment is leading and management of the first of its kind electrical energy trading between the GCC countries using the GCC Electrical Interconnection Grid. Such engagement involved introduction of the potential of such trade, benefits and incentives to engage in it, facilitate such trade through development of procedures and manuals as well as introduction of user friendly web-based trading platform. Aside from that, coordination between the GCC states utilities required diplomatic and political interfacing through policy papers, dialogue and comprehension of common interests and benefits to all involved parties.
• Management of the Market Operations Department, GCCIAs client-interface front that pertains to the commercial and technical affairs of power trading.
Position: Electrical Operations and Control Engineer, Operations Department, National Control Center
• Supervision, operation and control of 275/132/33/11 kV national electrical grid elements.
• Shift management and supervision of two operation and control engineers and coordination of work roles and duties.
• Optimization of load dispatch and generation resources portfolio and transmission network capacities to meet daily demand requirements and ensure delivery of supply.
• Short/medium term load forecasting and generation operational planning.
• Preparation, arrangement, and management of grid topology for scheduled outages and maintenance orders.
• Management of grid alarms, failures, and contingencies through implementation of procedures, troubleshooting deployment and restoration to steady state.
• Hands-on training, transfer of knowledge and coaching for new recruits.
• Development, review, analysis and implementation of operational plans, procedures, reports and periodic plans.
Overall Achievements:
• Establishing Um Al Hayman Wastewater treatment Company in 2019, a joint stock SPV company to implement the Um Al Hayman Wastewater treatment plant PPP project, the first PPP project to be implemented according to Law 116/2014.
• Signing of the PPP Agreement and Financial Close of Um Al Hayman Wastewater treatment Plant in 2020.
• Direct Management, discussion panel moderation, material preparation and organization of the 2nd GCCIA power trading forum, May 28-29th, 2013 in Dubai, UAE.
• Specifications design, agreement drafting, project management, and implementation of the first web-based Electricity Marketing Management System (EMMS) in the GCC region to promote and support power trading through the GCC Interconnector.
• Management, material preparation and coordination for the GCC Trading officers semi-annual meetings.
• Facilitation, negotiation, and processing of the first cross-border commercial power trading transactions using the GCC Interconnector, (July 2011 - October 2011).
• Representation of Kuwait MEW in the legal and commercial agreements drafting, operations team and Operations committee for the GCC Interconnection during the period of (April 2008 - April 2011).
• Active role in Kuwait electrical grid operation and generation resources management during manual load shedding scheme application during the energy crisis, (May 2006 - July 2006).
• Active role in restoration of Kuwait national electrical grid after complete blackout on Oct 31st, 2004.
• Community support through volunteering for local fund raising and charity events at WDBX Southern Illinois Community Radio, (March 1999 - November 2000).
Achieved MBA with honors, after receiving Electrical Engineering bachelors of science in 2001.
