Working currently as consultant staff of Ministry of Finance Afghanistan.
Controller of Procurement in Urozgan province from (2013) to present.
Adviser to all procurement Committees for all directories of Urozgan Province and for all of their award authorities.
MAJOR RESPONSIBILITIES:
To facilitate the procurement that are beyond the earlier delegated threshold limits ( Procurement Law, 2008) to the first grade award authority.
Facilitate preparation of Procurement Plan by Line Ministry and assess their procurement needs.
Monitor procurement proceedings to ascertain efficiency and compliance with law and instructions from Ministry of Finance.
Provide procurement advice to the Procurement Committees of the Ministry and first grade award authorities for the proposals falling within Minister’s powers and above.
Provide reports or data to Ministry of Finance as required by it including noncompliance of law.
Oversee & monitor the submissions of reports & data related to procurement by the Line Ministry to Ministry of Finance
Review of procurement records, files and report summary of findings to Ministry of Finance through respective Minister.
Report on Capacity Building efforts for procurement in the Ministry and track progress on it.
Obtain reports on Single Source procurements to ensure compliance with Law.
Discharging any other duties or functions assigned by respective Minister and/ or Ministry of Finance/PPU
The Accountant will be mainly responsible for the finance and processing within PMU.
He should have strong communications skills.
Job responsibilities.
Prepare all financial documents, Provide all finance, Block Grant and procurement related training to the CDC/CDA (Community Development Center) and (Community Development Assembly) members. Solve CDCs/CDAs financial and procurement problems, Provide monthly financial report to the provincial manager (financial report should include: amount disbursed, amount in DAB (Da Afghanistan Bank), amount spent and remaining amount with CDCs/CDAs).
Budget active and projects by accurately determining pricing, margin and risk factors.
Monitored and analyzed financial, statistical and operational data trends.
Managed, tracked and monitored financial updates, watch lists.
Presented oral and written reports on general economic trends.
