My primary duty as Managing Director of Operations is to oversee the development of comprehensive master plans, prepare the strategic plans for execution of the annual budget and business plan and to verify and certify conformance with the goals and objectives of the company's five year strategic plan.
I prepare the annual business plans that include direct and indirect budgets. I am responsible for the procurement of goods and services necessary for developing and preparing comprehensive master plans for projects and businesses.
I oversee contract preparation, contract administration, and regulatory compliance.
I provide leadership in all operations and implement company and project wide initiatives including statutory and regulatory changes.
I serve as the authority on base budget estimates, business policy and master plan analysis, initiatives, construction grants, contract management, cost and variance analysis, financing alternatives and master plan and strategic business plan development.
I oversee the implementation and execution of all master plans, all strategic plans, and all project and company wide annual budgets and business plans.
My responsibilities include:
• Identifying contractual areas to negotiate and clarify that relate to complex fiscal and programmatic agreements required to operate and administer new construction and day to day operations for public and private stakeholders in multiple facilities,
• Monitoring and reporting on contract performance, contract payment compliance, dispute resolution, and contract remedies,
• Budgetary compliance with spending authorities, budget adjustment and re-allocation, and adjustments made through supplemental and decision process evaluation,
• Establishing priorities, standards and implementation schedules for application and optimization of company wide and intercompany initiatives,
• Working directly with the managers, directors, and administrators of projects and business to provide guidance and support to implement guidelines, policies, and protocols necessary to maintain company and project efficiency of operation and coordination of all facility operations within approved budgets.
• Analyzing and providing requirements and alternatives for real property deficiencies and excesses;
• Providing proposals for the acquisition, management, accountability, and/or disposal of facilities and properties;
• Developing and maintaining strategic implementation and execution plans (i.e. Long Range Construction Plan) by tracking and reporting prioritized lists of company projects;
• Researching, developing, integrating, maintaining, and reviewing planning and construction programming documents and databases to ensure competitiveness for each project;
• Compiling, developing, and briefing project justification, cost estimates, economic analysis, IT estimates, and statistics for project approval;
• Preparing project scope statements (i.e. RFPs, RFIs, etc.) as a function of total new or existing space, special activity options, and total authorized project space;
• Preparing and updating current working cost estimated equal to the total design and construction cost and the cost percentages allowed for contingencies, supervision, and administration;
• Configuring projects to determine whether a new facility should be built, the modification of an existing facility, or renovation should occur;
• Configuring projects to determine the optimal method to support facility requirements;
• Preparing and updating a variety of documents, funding requirements, databases, and Plans; and
• Preparing maintenance and repair justification statements as a function of total new or existing space, special activity options, and total authorized space.
