Provide oversight of USAID power infrastructure projects in Afghanistan including 18 MW of diesel installations, two 110kV to 20kV substations, and 18 MW of hydropower addition. Oversee implementing partner work to ensure it meets contract specifications in addition to monitoring and troubleshooting problems with the facilities.

Manager of Operations & Maintenance في ProEnergy Services
  • الولايات المتحدة
  • أكتوبر 2008 إلى ديسمبر 2013

Provided contract oversight and leadership to power plant facility managers and ensures each facility is operated and maintained in accordance with the respective O&M agreements and in a safe, reliable, and economic manner consistent with OSHA regulations, PPA requirements, applicable permits, and equipment specifications. Heavily involved in budgeting and modeling process for new and existing O&M contracts. Fill in for expatriate managers when they rotate out for home leave.
• Developed test procedure and mobilized to perform capacity testing of a 125 MW combined cycle facility that operated on heavy fuel oil; was able to determine shortfalls in capacity.
• Oversaw two US Plant Superintendants of approximately 2, 000 MW of simple cycle peaking capacity (a combination of GE and Siemens Westinghouse units which consists of frame units and aeroderivatives).
• Designed and implemented a change to a gas turbine air intake system to better accommodate local conditions. This involved changing to a 3 stage air filtration process which resulted in a lower pressure drop and reduced air filter costs.
• Mobilized to help struggling operations for a 90 MW simple cycle power barge using W251 technology

Country Manager في US Power & Environmental
  • غينيا
  • فبراير 2012 إلى أبريل 2012

Oversaw startup of initial construction activities for projects to install two Heavy Fuel Oil power plants (approx 50 MW) using MAN diesels. Performed initial design analysis and oversaw the construction manager .

Consultant في XSUBS
  • الولايات المتحدة
  • أبريل 2008 إلى سبتمبر 2008

Independent consultant at owner's biomass generating facility. The owner was preparing to sell the facility and required additional expertise during the sale process. Performed cost benefit analysis of plant upgrades as well as helping facility staff in day-to-day operations. Major emphasis was maximizing daily net production during the peak season and working to lower CO emissions. Performed troubleshooting on condenser vacuum issues and implemented recommendations that increased production.

Commercial Operations Manager في Wood Group Power Solutions
  • الولايات المتحدة
  • مايو 2007 إلى أبريل 2008

Managed the customer relationship and coordinates activities between the various Wood Group entities (and other companies) to meet the customer’s needs for Term Maintenance Agreements. Mobilizes to various customer sites to oversee site activities (typically, gas turbine, steam turbine, and generator overhauls).

Director of Operations Support في Wood Group Power Solutions
  • الولايات المتحدة
  • يناير 2004 إلى أبريل 2007

Managed O&M contracts during initial execution including initial staffing, inventory, operating procedures, and set-up of CMMS systems. Performed assessments and audits of operational facilities as well as developing performance metrics for facilities in accordance with O&M agreements. Also mobilizes to various sites as needed to fill vacant Plant Manager positions.
• Involved with several combined cycle plants as interim plant management (GE 7EA, 7F and LM5000 technology).
• Mobilized to remote sites in Colombia to perform initial staffing and operations during commissioning.
• Wrote and implemented the initial Health, Safety, and Environmental program

General/Asset Manager في NRG Energy
  • الولايات المتحدة
  • ديسمبر 2000 إلى أكتوبر 2003

Oversaw an 830 MW combined cycle power plant with three, 1-on-1 F-class technology gas turbines (Siemens Westinghouse 501FC+) staffed with approximately 30 personnel. Coordinated closely with the Plant Manager in scheduling planned maintenance and forced outages in order to maximize plant availability during on peak periods. Performed cost/benefit analysis of various facility improvements/changes. Responsibilities included:
• Primary interface with the project’s power purchasers. This included providing the contractually required notifications in addition to settling disputes. Saved the project approximately $2MM by favorable dispute resolutions.
• Prepared invoices that were sent to each unit’s power purchaser. Invoices included hourly generation for the entire month, fuel usage, actual heat rate, ambient conditions, projected unit capability, guaranteed heat rate, and heat rate tracking account for each hour. Total invoicing was approximately $50MM annually.
• Directed the funding of the project’s Debt Service, Debt Service Reserve, Major Maintenance, Distribution, and Distribution Suspense accounts. Accounts typically held 5MM - 10MM USD.
• Developed and managed the O&M budget (approximately 2.5MM USD per year).
• Coordinated with power marketing to determine if the project would benefit from providing replacement power during unscheduled outages. Analyzed market conditions and transmission availability to determine the cost differential of providing replacement power versus the lost capacity payments of incurring forced outage hours. Saved the project $1.5MM during a 3 month unplanned outage.
• Maintained the project’s PI database and developed spreadsheet tools for evaluating real time and historical performance.
• Developed capacity testing protocols. Collected and evaluated data from unit capacity tests and prepared the final report to be sent to the power purchaser. The results from these tests were used to determine each unit’s capacity payment.
• Developed and implemented the project’s daily report spreadsheet. This sheet included hourly generation, fuel usage, a heat rate calculation, generator imbalance charges, unit capability based on ambient conditions, and calculated the startup fuel costs. Reengineered this process to automate decisions and import data directly from the plant’s PI system saving approximately 2 man-hours of work each day.
• Evaluated the generator imbalance charges received from the utility and compared those with the expected charges based on plant data. Corresponded with the utility to resolve differences.
• Performed long range modeling of the project’s major maintenance reserve fund to determine the funding necessary to complete scheduled combustion turbine maintenance (fund typically contained $5MM to $15MM USD). This analysis involved estimating each unit’s run profile and calculating the scheduled maintenance costs based on new parts costs, refurbishment costs, and labor costs to perform the outages. Submitted this schedule to the project’s independent engineer to prove that this account was adequately funded through the next major overhaul.
• Managed the plant account and other administrative staff.

Manager Operations Support في Operational Energy Corporation
  • الولايات المتحدة
  • يناير 2000 إلى نوفمبر 2000

Provided support to OEC operated plants, including seven operating peaking plants (over 2700 Mw) consisting of both Westinghouse (501D5A & 501F) and GE (Frame 7EA & 7B) gas turbines.
• Oversaw the design and installation of equipment to add turbine fogging to two facilities (total contract value of $1MM).
• Worked with several facilities that were under construction to resolve water quality problems and wastewater removal problems (these facilities were permitted for zero discharge).
• Created and implemented a maintenance management program at a facility operating five Waukesha reciprocating engines burning landfill gas (Klickitat County, WA).

Assistant Project Manager في Enron
  • الولايات المتحدة
  • يونيو 1998 إلى ديسمبر 1999

Worked with the Project Director on the LNG portion of the Dabhol project, a 2400 MW Combined Cycle power plant and LNG marine receiving terminal that was under construction in India (600 MW were in operation on naphtha at that time). Contract manager for the $90MM offshore procurement contract. Mobilized to the design engineer’s offices to assist in LNG design review as well as mobilized to India on several occasions to assist in overseeing construction and dredging operations.
