Responsibilities/Tasks:
• Ensures the availability and adequacy of all Supervision Consultants (Engineers) and
Contractors HSE provisions as per the requirements of the company Policy, the Construction
Contracts General Conditions and Specifications, their HSE Plans, Employers HSE
Requirements, and applicable local/national and international statutes and regulations.

• Measures the HSE performance of the Supervision Consultants (Engineers) and Contractors,
and advise on necessary improvement actions.
• Investigates the direct and root/underlying causes of accidents/incidents, and recommend
preventive measures to avoid recurrence.
• Liaises with the Employer, PMC (Hill International), and Local/Enforcing
Authorities/Municipality Authorities to ensure adherence to all parties HSE Requirements.
• Reviews and approves Contractors HSE documents, submittals, and drawings to verify their
suitability, adequacy, and conformance.

• Designated as Coordinator/Contact Tracer for the consortium’s COVID-19 Crisis Management Unit.
• Supports the HSE Manager and team with planning, coordinating, and implementing effective HSE policies, guidelines, and procedures to ensure the department’s, as well as, the company’s aims and objectives are met and maintained.
• Assists in the administration and further development, review, and revision of project-specific HSE plans, HSE policies, Manuals, Standards, Procedures, and Safe Work Practices that comply with the Company policies, the client requirements, as well as the local and international legislation and standards.
• Provides support to Project and Operation teams in all aspects of safety, occupational health, and environmental issues.
• Acts as an HSE Coordinator, liaising with the key personnel at the site regarding the HSE issues and concerns happening and the control measures to mitigate, if not, eradicate these issues.
• Manages safety statistics reporting within the project. Tracks and provides regular HSE performance reporting to the Department Heads.
• Collects and analyzes all data and maintains the registers and monitoring logs of all Key Performance Indicators (KPIs) for the proper management of HSE Statistics.
• Reviews and finalize all HSE reports: incident reports, near-miss reports, corrective action reports, close-out reports, etc.
• Supports the HSE Manager in ensuring HSE compliance and perform regular internal audits/inspection in the worksites.
• Attends the pre-job, planning, kick-off, and Client meetings as required on HSE-related matters and issues.
• Provides support to the HSE department on the implementation of Company-wide HSE initiatives (e.g. ISO 14001, ISO 45001, etc.)
• Maintains HSE monitoring reports and registers and presenting the summaries to managers.
• Reviews and re-engineers all risk assessments, JSA, and HSE standard documents from the Method Statements for specific activities throughout the project (e.g. Safe Work Method Statements).
• Investigates and completes the process for close-out of all Incident / Accident Investigation Reports and prepares/submits Lessons Learned to the Regional HSE Manager for promulgation to the management.
• Produces Safety Alerts, Safety Bulletins, and other HSE documents for the awareness of all members of the workforce, including the sub-contractors.
• Provides Trend Analysis of HSE Training Reports and assists in the organization of different onsite training in accordance with the trend.

• Provided leadership of the development, implementation, and maintenance of an appropriate EHSMS within the organization.
• Provided specialist advice and support to senior management regarding the management of workplace hazards and risks.
• Ensured EHS performance monitoring system is in place to ensure the effectiveness of injury prevention and risk management policies and procedures.

• Advised on a range of specialist areas, e.g. fire regulations, hazardous substances, noise, safeguarding machinery, and occupational diseases.
• Reviewed tailboards daily to ensure that hazards are addressed and a mitigation process is in place and provided feedback to workers to assist them for compliance.
• Ensured that safety meetings are held on a regular schedule. This may be weekly/bi-weekly depending on the client’s expectations.
• Ensured that inspections are performed as per the schedule and attend to these as well.
• Communicated any significant issues or concerns with the HS&E Manager for direction.

• Researched/studied and be constantly updated with new rules and regulations of the government and other safety agencies or developments with respect to Health, Safety, and the Environment.
• Implemented and gauged the effectiveness of the company’s Health, Safety, and Environment Management System through trend analysis and other KPIs.
• Assisted in the implementation of the HSE Plan ensuring full compliance with OHSAS 18001 requirements and the company’s compliance with the standards and procedures and check levels of competence.
• Performed Internal Audit for OHSAS 18001 and HSE Cross-Check Audit to other sub-contractors.
• Conducted regular HSE Monthly Meetings together with the PM / Site Managers or supervisors and all the staffs involved in the operations.
• Conducted periodic Emergency Exercises, Mock Drills, and Evacuation Procedures; and identifying opportunities for improvement.
• Monitored the HSE performance by reviewing and assessing the effectiveness of the HSE Plan.
• Monitored all measuring devices and advises the Site Supervisor if there is any item to be calibrated.
• Monitored and assisted in improving regular Tool Box Talks; incorporating Total Safety Task Instructions.
• Ensured that all equipment breakdowns are documented and covered with Non-compliance Report; Corrective Actions are done, verified, and closed at a specific time.
• Responsible for inspection of safety equipment like anemometers, lux meters, multi-gas monitors, fire extinguishers, and other related safety appliances.
• Responsible for monthly update and review of HSE Training Matrix, which includes Life Critical Trainings, and Staff Periodical Medical Matrix.
• Assessed the compliance with set standards and procedures and level competence.
• Carried out periodic HSE Audits and Site Inspections of the worksite, equipment, vehicles, tools, work practices, and the operators’ / drivers’ competency records.

• Liaised, reported, and communicated with Contract Representatives and Safety Departments from Subcontractors on-site HSE issues.
• Ensured all PTWs are valid and revalidated before all work activity starts, including Isolation-De-Isolation and Confined Space Permit/Certificate and other related document attachment.
• Helped in the implementation of the Life Critical Tag System on the whole site.

• Monitored the functionality and overall effectiveness of the Site Emergency Response function is at all site levels, including the periodic observation and monitoring of site mock drills to evaluate Emergency Management capability and document actions in an actual response.

• Reviewed the HSE performance metrics, as well as trending analyses, including all leading and lagging indicators to ascertain key focus areas for the achievement of safety performance excellence.
