Key Responsibilities

Main responsibility is “Revision of ESIA Reports, RAP and LARP prepared by the Consultant”, Approval from EPA & Banks”, “Supervision and Implementation of Environmental Management Plans (EMPs), Health Safety Environment Plans (HSEP), Resettlement Action Plan (RAP) and Land Acquisition Resettlement Plan (LARP) and Specifications & Social matters during execution phase of rehabilitation/construction and modernization of barrages funded by World Bank and Asian Development Bank. Preparation of Change Management Statement (CMS). It includes:

To conduct Monthly Environmental Progress Review Meeting (EPRM) regarding Environmental / Social issues at site with the Consultant, and Contractor Environmental & Social Staff. Currently I am conducting aforementioned meeting at three barrage project namely; Jinnah Barrage rehabilitation project, Construction of New Khanki Barrage Project and Suleimanki Barrage Project as well as Pakpattan Canal Project.

To Conduct site inspections for environmental and safety compliance

Conducting Environmental & Social Screening of different sections of the Project during execution stage of the Project.

To review the Environmental /Social reports and plans (IEE, ESIA, RAP, LARP and EMPs) and prepare the better version of the documents in accordance with the standard of the World Bank. ESIA reports of Taunsa and Jinnah Barrages are one of the examples.

To ensured that environmental issues are properly addressed in project documents through project-specific environmental analyses.

Providing expert guidance to borrowers/clients in the preparation and successful implementation of project environmental assessment instruments/documentation, including Terms of Reference for the preparation of environmental instruments, such as environmental impact/risk assessments, environmental management plans, environmental management frameworks;

General awareness about the environmental and social issues link with project construction activities and staff on site.

Supervision of Monitoring & Evaluation of overall EMP and HSEs Compliance related to construction / rehabilitation works.

Responsible for proper implementation of Environmental Management Plan, Health Safety Plan and Resettlement Plan (RAP) etc.

Responsible for the preparation of Social Frame Work Agreement (SFA) & signing before start of the Project.

Responsible for the perpetration of Terms of Reference (ToR) of the Environmental Auditor

and approval from bank.

Awareness about the Bank operations on issues related to Bank environmental safeguard policies and project-specific environmental requirements

Monitor the implementation of the traffic management and Health Safety & Environmental plan and ensure compliance such that the works are carried out at all times in a safe and secure manner and damage or loss to persons or property is avoided.

Public Consultations, meetings with stakeholders and community for rectification of Environmental / Social issues.

Monitor and supervise the activities of the Consultant including temporary land acquisition, leasing agreements and any other issues such as potential conflicts with landowners regarding the restoration of borrow areas


Coordinating Consultants for Jinnah, Khanki and Islam Barrages Rehabilitation Projects to address social and environmental issues at design stage.

To monitor the periodic environmental training programs and workshops for the staff of contractors site staff.

To conduct instrumental monitoring of water quality, air quality and waste water quality, noise levels and soil contamination according to approved training plan and EMP.

To ensure workers Health and Safety according to EMP /HSEP.

Evaluation of mitigation measures proposed in EMP and recommend improvement in the EMP, if necessary.

Responsible for the preparation of Change Management Statement (CMS)

Recommend mitigation measures for the unexpected impacts or where the impacts levels exceed that anticipated than permissible limits.

Prepare and submit regular monthly, quarterly and Bi-Annual Environmental Monitoring Progress reports to Bank and other respective stakeholders which give the status of EMP/HSEP’s compliances of all projects.

General Environmental & Socioeconomic awareness among the workers and Mitigation Measures given in EIAs & SIAs.
GRM (Grievances Redressal Mechanism).
Monitoring of EMP Compliances and Corrective Measures reporting and implementation of corrective measures.

Verification of shifting assistance provided to displaced squatters and to squatter-owners allowed to salvage their facilities.
Number and nature of consultations carried out, as well as targeted stakeholders.
Number of grievances recorded and redressed.
Key issues of conflict between PAPs and the Contractors during implementation of resettlement activities (Taunsa Barrage).
Number of public facilities and utilities to be relocated.
Verification of whether relocation of mosques/shrines/graves was relocated as per the provisions of the RP (Taunsa Barrage & Khanki Barrage).

I evaluated and analyzed the ESIA of Taunsa & Jinnah and Khanki Barrages Project developed by consultant and I prepared Environmental Management & Monitoring Plan (EMMP) which was highly appreciated by the WB during the loan negotiation meeting at Islamabad. During the construction period I monitored and managed all Socio- Environmental & health safety Issues in a professional manner. I also successfully implemented the Resettlement Action Plan (RAP) for the involuntary displaced community at Taunsa Barrage. Furthermore, I also supervised the community development works including, roads, pavements, drains and construction of houses and a Mosque.
