Technical Engineering Association T.E.A. provides facility management and MEP maintenance services in Doha. I was overseeing the company’s overall operations and multiple FM projects.
In charge of a workforce of 300 skilled manpower, an engineering, construction and maintenance team, an estimation and procurement team, along with related administrative departments, I report to the group CEO on strategic plans and directions related to the company’s business module and future plans.
Through operations, I direct and monitor our different FM projects and maintenance contracts, from critical engineering decisions to projects handover, services delivery, related P&L charts, KPI monitoring, while interfacing as well with respective clients and related stakeholders.

Right of Way Coordinator at Hill International

Project: Qatar Railways Company Doha Metro Phase 1 Green Line Underground
Hill International provided project management consultant PMC services to Qatar Railways Company for the Doha Metro Phase 1 Green Line Underground project, which consists of 33 kms total underground tunneling, 7 Metro Stations and 6 Evacuation Shafts.
Responsible for the following:
Reviewing and preparing right of way permits and directing interface activities with other internal departments and external agencies on various programs and projects.
Contacting and meeting with the public, community groups, utility companies and contractors to help ensure optimum project coordination.
Communicating with other project managers, engineers, architects and citizens both orally and in writing for the purpose of coordinating right of way activities.
Coordinating with various government authorities mainly Ashghal, Kahramaa, MOI, MME, CAA, Ooredoo.
Reviewing work through weekly and monthly reports on the overall results achieved, including maintaining and updating interface and stakeholder records and folders.
Managing Interface Agreements, as well as coordinating meetings between design and construction departments and outside agencies and government entities regarding relevant project interfaces.
Attending interface and coordination meetings with Ashghal and other relevant stakeholders and reporting any impact on the Green Line Underground Doha Metro Project.
Processing Qatar Railways permits and liaising with internal departments to process the same.
Assisting Qatar Railways in resolving all interface issues within the right of way to help ensure the program delivery is maintained, helping to ensure the contractor is in full compliance with the authorities’ requirements for securing Road Opening RO approvals.
Assisting and facilitating the JV in securing all approvals and NOCs from the authorities such as but not limited to tunneling NOCs, utilities diversions approvals, land allocations, MME environmental permits.
Monitoring progress of Qatar Permit for Road Opening QPRO and QDRS applications for Green Line Underground Doha Metro Project and reporting any delays in releasing the ROs, and following up with the authorities as needed to accelerate the same.

Asst. Construction Manager Stakeholder Delivery at Parsons International

Project: Qatari Diar, Lusail City Development Project Phase 2
Parsons International provided project management consultant PMC services for the Lusail City infrastructure development project.
Responsible for the following:
Supporting the stakeholder delivery team with onsite field construction management activities associated with the technical submittals and approvals of different construction packages for all utilities works.
Performing technical coordination of infrastructure, pumping stations, substations, piping, mechanical, electrical and plumbing MEP interfaces with all relevant government authorities in Qatar during construction phase.
Ensure coordination and follow up with the construction team and relevant PM team to fulfil the client's needs in regards of authority approvals and pending items toward achieving completion status.
Assisting with monitoring risks and issues related to the authority approvals through weekly and monthly reports.
Liaising with all relevant authorities in Qatar, including but not limited to Ashghal, Kahramaa, Qatar Civil Defense Department QCDD, Ministry of Municipality and Environment MME.

Irinatech provided testing and commissioning delivery management service for the Lusail City infrastructure development project phase 1.

Supporting the main contractor with construction management activities associated with the technical submittals of respective construction packages CP1 and CP2.
Performing technical coordination of all infrastructure, pumping stations, piping, mechanical, electrical and plumbing interfaces with all relevant authorities in Qatar during testing and commissioning.
Ensure the coordination and follow up with the construction team and relevant Project Management Consultant team would achieve the Client's needs in regards of authority approvals.
Liaising with all relevant authorities in Qatar and following up approvals and related delays.

Mechanical Testing & Commissioning Engineer at Keppel Seghers Engineering Singapore

Project: Qatar Public Works Authority PWA Ashghal, Doha North Sewerage Treatment Plant
Keppel Seghers was awarded the USD 1 billion DBO contract of one of Middle East largest wastewater and sludge treatment project.
Responsible for the following:
Reporting to the Mechanical Manager, Testing & Commissioning Manager.
Assist the Mechanical Manager in the execution of the project, Process side and MEP services by providing technical coordination and support between design, procurement and construction departments, as well as tackling site related issues, NCR, SOR and change instructions.
Involved in coordinating the underground process & utility Piping, as well as directly dealing with regional and global piping providers, following up on testing, and tackling all related defects and NCRs during installation.
Monitor, track and report project progress and look ahead for several mechanical items.
Supervise the Odor Control System piping installation.
Handling test sheets, permits and isolation certificates regarding testing activities for several functional groups.

Project Engineer Mechanical at T.E.A For Mechanical WLL

Responsible for the preparation of material submittals, equipment selection, method statement, and coordination of shop drawings for all HVAC, firefighting protection and plumbing systems. Duties also included following up the installation works, testing procedures and inspections, and submitting purchase requests.
Projects involved Qatar Petroleum Ras Laffan Emergency & Safety College external sewerage and chilled water piping works, and Viva Bahriya 15 Residential Tower at The Pearl Qatar.
