Project Development Manager - Solar PV projects
Main responsibilities:
Solar PV projects assessment and development in Ukraine, Uzbekistan, Kazakhstan, Georgia, Azerbaijan, Kyrgyzstan, Greece, Mongolia and Eastern Europe (Poland, North Macedonia, Montenegro) countries;
Study and analysis of solar PV markets and renewable and solar supporting legislation in CIS, Central Asia and other countries;
Study of the national energy systems and analysis of the procedures for connecting to the national and local electric grids;
Obtaining all permissions and licenses for projects, including obtaining technical conditions for the grid connection and signing grid connection agreements,
Building (construction) permits, easements for interconnection lines, permits to cross other engineering communications networks and roads by HV lines and etc.;
Desktop PV sites assessment, site visits;
Land lease agreements.
Passing the state examination of detailed design and obtaining Building permit for Projects;
Selection of international consultants and contractors for various technical studies (grid evacuation studies, geo, topo, hydro studies), SoW, ToR, RfP, RfQ.
Contracting and supervising of design (solar PV plants, interconnection lines, grid evacuation and impact studies) and technical studies works;
SoW, RfP, RfQ for EPC, OE and PMC contractors and bidders. Tendering process. Participation in preparation and drafting of contracts for EPC-contractor, suppliers and consultants;
Solar PV project in Ukraine has been brought to Ready-to-Build stage;
Solar GIS modelling and Financial modelling;
Interaction with government authorities and stakeholders for the project implementation;
PPA signing with Off-takers;
Payments to contractors for work performed, verification of invoices;
Project development budget and control of expenses;
Project Development Manager - 50 MW Wind Project
50 MW Wind Farm Project development and implementation near the Almaty (Kazakhstan).
The project has been brought to Ready-To-Build stage.
Obtaining all permits and licences for the project, working with state and local authorities and stakeholders.
Supervise of the development of detailed design and price estimate documentation by design institutes.
Working with general EPC-bidders and turbine and BOS equipment suppliers and construction sub-contractors, with logistic companies.
Preparation and development the following contracts:
- state expertise of the wind farm detailed design and turbine foundations;
- technical and author supervision; Owner’s Engineer;
Supervise of the contractor's work on detailed project design, geotechnical investigation and topographical study.
Work coordination of the technical experts on wind measurement assessments and wind turbine micrositing.
Land issues for the wind farm and obtaining easements (RoW) for 110 kV power transmission line, state and private lands acquisition.
Cooperation with Financial Development Institutes and Lenders (ADB),
Cooperation with state authorities (Ministry of Energy, Construction authority, Land authority and etc.) to receive all permits.
Providing full project documentation for legal and technical DD for Lenders.
Full assistance and supervising of developing Environmental and Social Impact Assessment (ESIA) for Lenders and Environmental authority.
Preparation and submission of documents to the State Construction Authority for examination of feasibility study and detailed project design - Successfully passing state examination and obtaining Construction permit.
Obtaining the Building permit for Project construction and installation works from Construction Authority.
Working with KEGOC (Technical System Operator/TSO) for connection to the National electric grid and obtaining approval for design documentation from TSO.
Signing Grid connection agreement with TSO.
RfP, RfQ for EPC-bidders
Participation in realization of KAZSEFF project -developed by European Bank of Reconstruction and Development (EBRD); implemented by MVV decon (Germany) and GFA Consulting Group (Germany):
•Identification and preparation of energy efficiency and renewable energy sources investment projects;
•Preparation of energy audit reports with possible energy efficiency measures recommendations.
•Preparation of Project Assessment Report (Feasibility Study) - technical contribution to feasibility studies, for further PAR submission to the banks for projects financing.
•Preparation and promotion of investment projects, especially cost assessment;
•Participation in development of legal base for energy market development;
•Contract management for construction (commercial part) of energy sector investments;
•Carrying out of negotiations with management of companies, workshops and trainings for bank officers and companies.

Description: •Promotion of investment projects (Bulak, Moinak, Kambarata Hydroelectric Power Stations);
•Projects approval in the state authorized bodies (19 state bodies);
