Project Controls/Contracts Manager for Worley Kuwait
Responsible for the implementation and management of the main EPC contracts, project cost control, schedule, progress measurement and reporting, equipment and material procurement, subcontracts management and administration, document control, communications, IT and also serving as project engineer responsible for the regulatory approvals of the project Security (onshore and offshore) and Fire detection/protection/prevention systems.
Typical project duties include but are not limited to the following:
• Perform initial project administration setup.
• Define Work Breakdown System (WBS) and Cost Breakdown System (CBS).
• Assist with detailed engineering deliverable scope definition.
• Prepare and issue subcontractor Expression of Interest (EOI)
• perform initial subcontractor pre-qualification appraisals and develop subcontractor bid list.
• Develop ITB packages for issue and establish bid evaluation criterion.
• Receive, review, tabulate and respond to subcontractor technical queries.
• Review and evaluation of subcontractor technical and commercial bid submissions and preparation of award recommendations.
• Establish and prepare all internal and external periodic reporting requirements.
• Populate database (deliverable workhour allocation, progress monitoring stage gates) for all deliverables/work elements using standardized code of accounts and cost type methodology.
• Establish database for monitoring and reporting against material and equipment vendors including all contractual & commercial milestones.
• Establish operations and capital expenditure budgets and monitor of project direct and indirect costs.
• Liaise with project stakeholders, corporate and client financial teams for op and cap ex budget forecasting, overall project fiscal management, contingency management and short-, medium- and long-term financial planning.
• Oversee CPM schedule preparation and ongoing progress monitoring and analysis using earned value progress measurement (VOWD and EVM).
• Implement and manage documentation control system / department.
• Organize facilitation for initial probabilistic schedule review seminar, maintain and arrange periodic follow-up review sessions on the master project risk register.
• establish management of change procedure (MOC) and agreement of scope changes withing the prescribed timeline.
• Monitor vendor/supplier performance against predefined progress stage gates.
• Conduct ongoing contract management activities:
o Attend weekly and monthly PMC and subcontractor progress meetings.
o Verify subcontractor project progress.
o Review subcontractor payment applications and issue payment certification.
o Review incoming and prepare outgoing contractual correspondence.
o Manage any insurance or equipment warranty claims.
o Manage the defence of any subcontractor claims up to close out/defects liability completion.
o Liaise with external legal teams in preparation of client claim defence/arbitration proceedings.
o Prepare routine internal and external reporting requirements.
• Liaise with human resources team regarding personnel recruitment, training and welfare issues.
• Evaluate individual strengths and capabilities and establish overall training requirements in liaison with HR / training team.
• Perform routing performance evaluations of subordinate personnel and conduct mentoring/training sessions to assist with individual learning requirements and overall career development.
• Attend project safety meetings and site safety walk-down/inspections.
• Participate in emergency response drills.
• Preparation of ad-hoc presentations and attendance at meetings with external stakeholders (including insurers & financiers).
• Liaison with local authorities; civil police, coast guard, industrial security police, civil defence & fire authorities to obtain the necessary operational approvals.
• Assist with preparation and implementation of overall project commissioning strategy and monitoring of same.
Saudi Aramco Maritime Yard Development Project, Ras Al Khair, KSA Saudi Arabian Parsons Ltd October 2017 - July 2018 Program level project services management for US$5Bn.+ Maritime Yard Development Project. Supervising multiple EPC contract packages engaged in the development of site temporary construction words, infrastructure and enabling works, topographical and bathymetric surveying, dredging and reclamation, ground improvement works, port and hard standing construction including revetment, breakwaters, secant pile and quay walls, landside facilities and utility development. The role entailed the development (in conjunction with EPC contractors), monitoring and reporting on project master schedule, review and approval of all EPC contractor monthly progress applications. Preparation of all project reporting requirements using Client specific reporting templates to support the client proprietary project management procedures. Monitoring and reporting for procurement services and the management/processing of all Vendor invoicing and payments. Coordination of all commercial invoicing to client and the preparation of all routine internal and external progress reports. Preparation of documentation to support Client Management of Change procedure requirements.
Oman Oil Company Exploration and Production - Musandam Gas Plant WorleyParsons Oman, Musandam Province, Sultanate of Oman Mar 2011 to Sept 2014 Project Services Manager reporting to the OOCEP Project Director for a $1.2Bn (TIC) Oil and Sour gas processing facility. Initially located in the EPC contractors ofices in Seoul, Korea for the FEED verification and Detailed Design phase of the project and later transferring to site in Musandam Province, Northern Oman. Responsible for the implementation and administration of the main EPC contract, various owner procured equipment subcontracts, project cost control, schedule, progress measurement and reporting, equipment and material procurement, EPC subcontract management and administration, document control, communications, IT. Also serving as project engineer responsible for the design and regulatory approvals of the project Security (onshore and ofshore) and Fire detection/protection/prevention systems. Successfully coordinated the defense of approximately $800MM of EPC claims, predominantly EOT orientated and events-based claims. Only $2-3MM USD was finally realised. The role also entailed liaison the Client home ofice and remote PMT in EPC Contractors ofice in Seoul, ofshore pipelines design team and EPC contractor, individual material and equipment vendors and external technical support operations and consultants from various organisations worldwide and acting as project manager of the PMC team on behalf of WorleyParsons Oman. The facility comprised 2 No. 21km ofshore and onshore sour and sweet gas pipelines, twin sea water inlet and discharge pipelines for seawater cooling system and existing marine port redevelopment encompassing port dredging, costal reclamation and close coordinated costal protection revetment (to allow highway relocation and plot expansion), 21MW captive power generation, jetty refurbishment and extension, navigation aids, 2km oil export pipeline, topside modifications and a Single Point Mooring installation and associated specialist marine security installations (including AIS, Radar, LOS ship to shore radio, long range spotlights and annunciation system) and the implementation of a coral relocation and marine habitat development program and environmental emissions (AAQMS) monitoring.

Department delivering full EPCM services to support the development and construction of the US $20+ Billion Ras Al Zawr Mineral Industrial City, which included all infrastructure required to support construction and operation of primary and secondary phosphate and aluminum refining facilities and future downstream industrial developments, export marine terminals and pit to port rail infrastructure. The essential infrastructure project consisted of multiple EPC contract packages with separate contractors responsible for constructing roads, lighting, site drainage, permanent housing for 3, 500 workers, 13km sales gas pipeline and gas metering station, electrical transmission lines and 380/133/33/11kV substations, seawater cooling intake, potable water, wastewater treatment, fire protection, site security, fire station, petrol station and associated retail/motel & health clinic. In addition to managing the construction the PMC team was responsible for complete master planning, conceptual design, preparation of all sub-contract bid packages and management award process and handover to construction, overall program master schedule development and maintenance and initial development and engineering for the Ras al Zawr port project. Specific job duties included coordinating and overseeing all aspects of the MICs engineering and construction activities and interface with Client Projects Director to ensure timely delivery of all projects at the Ras Al Zawr site. Development and implementation of mitigation plans for any issues arising with regards to achieving schedule, cost, quality and safety by pro-actively managing issues. Preparation, maintenance and publishing of all project specific monthly and weekly reports and presentations for use by the client board of directors at the Ministry of Mining. Preparation, maintenance and update of the project schedule; Work Breakdown System (WBS), cost control system and provide/verify estimates on construction, design and O&M as required.
