Comprising a comprehensive manual that contained all the detailed job analysis for the Joint Services Council for Solid Waste Management in the local government units of Khan Younis, Rafah and Middle Area Governorates (JSC-KRM), collecting and reviewing all available relevant documents related to the assignment including JSC-KRM organizational hierarchy/structure, system, statutes, gender equity, and HR forms in accordance with the Palestinian Labor Law, Palestinian Civil Service Law, and the policies of the Ministry of Local Governance, and preparing a detailed job analysis including the guide for performance reviews; selection and/or promotion criteria; guide for training needs assessment; compensation packages in accordance to the law and respective bylaws, policies, and statutes.

•Responsibilities included: Managing field based responsibilities for the Tamkeen’s Grants Program in Gaza Strip that aims at supporting the Palestinian Civil Society Organizations (CSOs) and small economic family projects in the field of economic development, governance, human rights, gender equity, education, and civil society, evaluating project proposals presented by the CSOs, contributing to the final decision made in the Tamkeens’ Grants Committee, monitoring the implementation of the approved project proposal, supervising the financial and the administrative expenses of the grants, reporting regularly to the project manager, and representing Tamkeen at meetings, educational institutions, and professional conferences as requested or necessary.
Preparing and teaching required business/public administration and governance courses in the Management Department, evaluating the performance of the students, writing monthly reports about the progress and the needs of the students in the university.
Supervising and co-coordinating class formation for determining the number of teachers required on yearly basis, taking into consideration school premises and available educational facilities; supervising the process of tenders and the procurement of the necessary materials, preparing the annual budget for the Education Department, conducting site visits to newly constructed schools, coordinating with potential vendors, contractors, compiling and analyzing statistical data prepared by the administrative assistants as related to the pupils, staff and school premises and providing information on the projected numbers of pupils, class sections, teachers, girls' enrollment, school supervisors, school attendants and school premises needed for the preparation of the Biennium Budget; maintaining staffing table records, preparing RPAs (Requests for post actions) and controlling transfer of required resources between Gaza schools made; organizing orientation workshops on administrative matters for newly appointed School Supervisors, Head Teachers and Assistant Head teachers; supervising the administrative and security matters in schools and inspecting the hygiene therein, recommending improvements to CFEP; monitoring and evaluating the efficiency of school administration through the yearly assessment of head teachers, monitoring school registers for accuracy purposes, maintaining updated records on the activities of staff and checking eligibility of students’ admission to UNRWA schools from PNA and private schools, and recommending development or remedial action, where appropriate; ensuring that administrative instructions including those of Code of Conduct, Security and Safety of school premises are adhered to by the Education staff; acting as a chairperson of the investigation committees conducted for investigating violation of standing UNRWA rules and regulations; investigating complaints related to administrative matters at schools and handling parents’ complaints; performing such other duties as may be assigned.
Supervising the process of food supply, food distribution implemented by other NGOs, coordinating and contact PA ministries and NGOs benefited from WFP assistance, issuing weekly reports to the director of WFP, and finally evaluating the performance of other NGOs who might work as counterparts with WFP.
