Implement HSE pro-active measures in the project site activities as stated in HSE CoP (Code of Practices) & procedures of COMPANY
Conduct joint Site HSE inspections and HSE Meetings on weekly basis with CONTRACTOR Site Management and ensure recommended actions are closed by CONTRACTOR and report submitted to COMPANY
Ensure CONTRACTOR labour accommodation camps, fire protection, welfare and dining facilities are in line with CONTRACT requirements
Closely Monitor site activities & site conditions on daily basis to find out HSE lapses of Contractor and report to Company Project Manager and follow-up on Corrective and Preventive Actions (CPA) implemented by CONTRACTOR
Audit CONTRACTOR’s Project HSE Plan, HSE Procedures, Emergency procedures, Training Plan, Site Activities, PPE Compliance at Site and submit Report to COMPANY and follow-up on Corrective and Preventive Actions (CPA) implemented by CONTRACTOR
Prepare HSE Performance reports on Weekly, Monthly and Annually, accident trend analysis, safety presentations, etc and submit to COMPANY
Investigate accident cases, significant near miss cases, property loss incidents, environmental related issues, labours clash and disobedience cases, etc and prepare / submit reports to COMPANY
Ensure emergency drills are conducted by CONTRACTOR at Site as required by company
Review CONTRACTOR Documents such as HSEMS Manual, Project HSE Plan, HSE Procedures, HSE Performance, Emergency Procedures, Training Plan, Risk Assessment, etc
Ensure that Project HSE programs and procedures are established, implemented, reviewed and improved as needed
Conduct construction related HSE Trainings to Project Management Consultant (PMC) staffs to identify Site hazards during their job activities at Site and report them to COMPANY
Coordinate with Senior HSE Engineer to ensure that COMPANY HSE requirements and Key Performance Indicators (KPI), etc. are achieved at Site
Manage the safety plans, direct and implement the Company safety program to ensure a safe, healthy and accident-free work environment

Principal Duties
• Daily work site inspections to identify and correct any existing unsafe acts and unsafe conditions.
• Participate in the review of all accident investigation reports and initiates corrective actions.

• Tool box talks, monitor & advice on proper application of “Permit To Work” system
• Ensure protective & safety devices are in good condition & used correctly.
• Safety analysis for critical operations, preparation of JSA, assists in the investigation of all accidents & injuries & follows up on near misses.
• To undertake safety inductions & compile safety reports.
• Coordinate & participate in the provision of HSE awareness courses.
• Preparation of detailed lists of foreseeable HSE requirements for operation needs. Maintain adequate stocks of health, safety & environment equipment.
• Ensure that all procedures & data pertaining to hazardous substances including radioactive sources available & those necessary precautions are observed when storing & handling.
• Ensure that all plants, equipment, installations of projects, works as per HSE rules, standards & codes of practice during all phases of implementation on site.
• Promote waste management programmed to collect, store, transport & disposal.
• Promote safe working systems & procedures. Monitor & advice on proper application of “PTW” system. Regular housekeeping & safety walkthrough
