Scope of Accountability
• Delivery of all logistics related to utilities requirements of the project
­ Water - seawater reverse osmosis (SWRO) plant, intake/outfall, primary & secondary tanks, networks and filling stations
­ Wastewater management - sewage treatment plant (STP) and wetlands sewage treatment system, treated sewage effluent (TSE)
­ Waste management - disposal and/or recycling of all types of waste including construction waste and municipal waste
­ Power - solar and biofuel power generators
­ Marine transportation and telecommunications for land utilities

Responsibilities
• Direct and manage all aspects related to early design practices ensuring on time, within budget, quality deliverables.
• Project manage the Procurement and design teams for the preparation of documentation including requests for requests for proposals (RFP), requests for information (RFI), request for quotations (RFQ), bills of quantities (BOQ) and pre-tender estimates (PTE) for various packages that are issued to the market for Commercial Tenders.
• Lead Pre-tender meetings and develop Procurement Strategies, manage and coordinate the technical teams during tender evaluation process, lead and negotiate the Contractor commercial offers and the award of contracts for construction, including operation and maintenance of facilities post-construction.
• Management of International Design Consultants and Contractors facilitating smooth and efficient project progress.
• Lead the Environmental and Social Impact Assessments (ESIA) of all project packages to IFC Standards through a certified ESIA consultant ensuring environmental compliance and sustainability of the project.
• Drive initiatives for developing environment-friendly solutions; solar power and biofuel generators, sewage treatment wetlands, evaporation ponds and beach wells as needed for SWRO disposal.
• Participate in the development and implementation of strategic plans and budgets, manage, monitor, evaluate and report progress that achieve both project milestones and financial objectives.

• Coordinated strategic planning and feasibility studies, managed all design and coordination reviews, cost estimation, technical surveys and BOQ optimization.
• Managed studies involving complex data analysis to provide cost-effective design solutions.
• Procured, managed and administered consultancy contracts, that ensured Consultants deliverables were delivered to programme and budget.
• Prepared and issued scope of work (SOW), technical specifications, bills of quantities (BOQ) and requests for proposals (RFP) during preparation of contract documentation.
• Administered budgets ensuring allocation and utilization of funds to deliver best ROI’s.
• Major assignments included preparation of master plan for Makkah aligned to Saudi Vision 2030 and various energy reuse studies.

• Managed all aspects of the TSE business unit in the cities of Makkah and Taif including business development, sales and network operations.
• Directed and managed the development of strategic plans, determination of KPI’s and setting of targets for TSE sales and revenues.
• Supervised the TSE distribution networks in Makkah and Taif through SCADA ensuring smooth day-to-day operations and achievement of quality standards.
• Dealt with operation and maintenance of TSE assets in the region ensuring both optimum availability and reliability.
• Managed client relations including key account management and win-win negotiations to maintain long-term business pipelines.
• Led planning and execution of various projects related to TSE sales and utilization in various sectors ensuring achievement of time and cost targets.
• Managed various studies and projects covering all stages from preparation of SOW, RFP & PR, cost estimation, assessment, evaluation and contract award.
• Coordinated development and administration of budgets as well as formulation and implementation of staffing plans.
• Served as a member of the committee for preparation of the TSE master plan for the region
• Participated as team member administering the contract with Clifford Chance - a leading international law firm - for consultancy and legal services.
• Managed the successful completion of several projects for sales of TSE to customers in various business sectors:
­ Long term investment for supply of TSE to Ittifaq Steel Factory
­ Projects based on build operate transfer (BOT), design build operate (DOB) and public private partnership (PPP) models - supply of TSE to the central utility complex (CUC) of Al Haram Makkah and Al Duwaihi gold mine of Saudi Arabian Mining Company (Ma’aden)
­ Supply of TSE to district cooling projects like Saudi Tabreed district cooling plant at Jabal Omar Development

• Managed operation and maintenance of water supply and distribution system in the city of Makkah comprising of strategic reservoirs, main transmission lines and 8 O&M centers for repair and maintenance of pipelines.
• Directed the management of controlled operations through SCADA that ensured the achievement of production and quality standards.
• Directed the water supply and distribution networks to meet requirements during the Hajj seasons in the holy city of Makkah and Al Mashaer.
• Managed projects for installation of water supply mains e.g. 2 x 500 mm & 400 mm pipelines for Jabal Omar development.
• Activate design participant in network hydraulic modeling and design for the Makkah master plan phase 2 project.
• Project manager for DMA/DMZ projects and abandonment of duplicated water networks in Makkah
• Directed and managed the team for resolving conflicts related to water utilities in various government transport projects including Haram expansion and ring roads in Makkah
• Coordinated with the Saline Water Conversion Corporation (SWCC) for studying existing and future water demands and developed a contingency plan for Makkah including risk analysis in case of shortage of supply from SWCC
• Headed several project delivery & handover committees and served as member of project technical evaluation committees.
• Liaised with and coordinated with International Consultants: Arcadis, AAW, Dar Al Handasa, Gutterman and SEBA

• Managed day-to-day operations of water supply and distribution through SCADA monitoring network pressure and reservoir levels for optimizing operations and resolving complaints of water supply interruption.
• Supervised the project for installation of house connections and meters in Makkah involving 17, 000 house connections at a total cost of SAR 6, 000, 000.
• Participated in network hydraulic modeling and design for preparation of Makkah master plan phase 1
• Worked on a special assignment as additional duty for supervising the contract for the leak detection projects - 2 projects with total value of SAR 40, 000: scope included NRW management, leak detection using techniques like aquatics, helium test & correlations, pipe repairs, installation of data loggers and updating the network maps of Makkah in GIS.

• Established plans for rationalization of water usage in Makkah city especially in the central areas and monitored achievement of targets for reduction in water consumption.
• Coordinated selection, sales and installation of water saving tools for domestic and commercial customers.

Managed a small trading and contracting business.
