Supervising the implementation of the preliminary studies for the Mitiga airport investment project under the D.B.O.T contract, and overall coordination between the project team in DURWA, Libyan Airports Authority, and KPMG International.
Key Accomplishments: Facilitating corporate relationships with government entities and KPMG international related to the project's preliminary studies. Participating in high-level meetings with key project stakeholders and the Prime Minister of the Government of National Unity. Submitted the first feasibility study of the project to the government.
Planned and followed up on the implementation of the company's strategy and activities of the executive management at the country level. Key Accomplishments: Supervised an executive management team in preparing, short, medium, and long term planning strategies for the company's business. Actively participated in cost reduction services through implementing lean operations in the services process that led to an overall ~30% savings between the years of 2020 and 2022. Managed the selection process of the new company's CEO and his deputy. Signed 38 executive decisions between 2020 and 2021 when I chaired the board of directors. Participated in managing the late closing of the company's balance sheet from 2015 to 2021. Identified factors that have unfavorable financial impact such as purchase price variance and work order variances, and assisted in working with all parties to identify resourcing opportunities. Participated in identifying the RACI matrix to speed up the service provided by 203 company branches at the country level.
Implemented the strategy of the company's board of directors and policy applications. Managed the company's workforce to complete the daily work in alignment with the execution plan. Key Accomplishments: Established a new business strategy and renewed contracts for 53 employees. Reviewed and edited the existing company's policies and prepared them for approval by the board of directors. Participated in implementing the ERP system for the company's clients. Supervised the financial auditing team to review 128 contracts annually.
Helped industrial organizations, government agencies, and service providers with their digital transformations. Key Accomplishments: Participated to create a technology roadmap for some clients that utilizes the industries' best practices for road mapping such as Bonville Power Administration (BPA), an electricity generation & transmission company - in Oregon, USA. Participated in some value engineering studies and eliminated the unnecessary functions in some companies that increased costs such as DOTs mega projects. University Professor and Ph.D. Researcher at Portland State University, OR, USA 2014 - 2020 Taught project management and technology classes for master and doctoral's students. Also, developed a decision model for assessment tools selection using HDM software and other quantitative methodologies. Key Accomplishments:
•Taught project, technology, and risk management classes for master and doctoral students.
•Served on 5 doctoral research committees in the area of Big Data Applications, Customer-Centric Approach, Technology Transfer, Blockchain Technology Adoption, and Machine Learning Systems in Investment Management.
•Developed a decision model for assessment tools selection using HDM software and other quantitative methodologies. The development process was carried out based on the feedback and response of 64 DOT's project delivery expert.
•Participated and developed a comprehensive analytical process with the VMS team to improve the value and outcome of project delivery in the transportation industry. Over 215 individual pieces of literature were reviewed, and over 203 public oficials from 25 diferent DOTs were interviewed.
•Published over 20 referred papers in the field of technology, strategy, entrepreneurship, business, and project management.
Implemented and managed sustainable development projects nationwide. Also, worked as a member of the county chair and crisis team to manage the company's reputation. Key Accomplishments:
•Led professional team sizes from 10 to 20 people to manage more than 60 million LYD in the budget for implementing several sustainable development projects and Resume of Rafaa Khalifa initiatives.
•Evaluated risks related to requirements implementation, communications, business principles, and training, saving the company an average of 550k+ LYD between 2011 and 2013.
•Handled and managed the company communication plan, anti-bribery manual, and corruption file.
Managed the IT team in developing the project and equipping it with the latest modern technology. Key Accomplishments:
•Enhanced the department of transportation's performance by adopting new technologies and management systems, resulting in less employee turnover and about a 20% decline in the yearly contingency cost from LYD 6 to LYD 4.8 million.
•Engaged all department projects and public initiatives in gathering engineering software requirements, and ensuring alignment with development teams.
•Participated in crediting the DOT with ISO 9000 series and ISO 14001.
•Participated in developing the railroads' project budget, LYD 3 billion along with a 5 years plan.
