Key Responsibilities:
• Analyzing project inception plan and cost estimation, reviewing project constructability, sub-contracting requirements, scheduling, and project profitability.
• Monitoring, managing and directing the assigned project resources to overcome the triple constraints; project scope, time and cost.
• Collecting metrics data (such as baseline, actual values for costs, schedule, work in progress, and work completed) and reporting project progress to management to take curative actions in case of variance.
• Managing all contract management functions right from Initiation, Planning, Execution, Quality Monitoring, Close-out.
• Participating in evaluating contractor's technical bid proposal.
• Spearheading kick-off meetings along with SEC-EOA departments and the contractor, discussing the project goals/deliverables and identifying key issues and project dependencies.
• Utilizing defined project processes to manage quality, risk, changes and financial implications, escalating issues impacting project performance/timetable.
• Managing the techno-commercial aspects of projects encompassing reviewing base design and detailed design package, delineating project scope, budgeting, evaluating technical specifications, inspections, commissioning and testing.
• Identifying bottlenecks, resolving technical problems in design and construction, conducting delay assessments and effecting systems re-engineering to meet project deliverables.

Key Responsibilities :
• Handling bids for new proposals, created detailed costing estimates and feasibility reports for corresponding projects. Preparing contract request and action plan.
• Plannning, controlling and monitoring bidding process. Conducting job explanation meetings, discussing the scope of the contract, arranging site visits, responding to bidder’s queries and evaluating technical bids to select the lowest bidder.
• Managing base and detailed designs, technical specifications and other documents to plan project implementation from inception to completion within time/cost constraints.
• Analyzing the project on a continual basis, identifing risks to control or eliminate risks and resolve project issues.
• Ensuring contractors are able to meet their obligations efficiently and effectively, conducting project kick-off meeting.
• Coordinating the energization process and maintaining high standard of quality.

Construction of new 115/13.8KV substation at South Hofuf (SR 40, 000, 000).
Installation of new heating and air conditioning package units in 4 old substations (SR 8, 000, 000).
1. Managing the required equipment outages as per limits and drawings and obtained necessary approvals from the power authorities.
2. Appling functional expertise, Coordination between departments, maintaining proper documentation of the project and resolving project issues to achieve the objectives efficiently.
3. Planning and supervising entire work schedule to anticipate contract demands in terms of labour, materials, equipment and technical challenges in addition to handling material purchase/ delivery.
4. Ensuring that all rules, regulations and guidelines have been explicitly followed.
5. Conducting bi-weekly progress meetings, preparing and submitting various project tracking reports to senior management including cost reports.
6. Resolving any unexpected technical difficulties and other problems that arise.
• Handling various operations including quality assurance and quality control program as well as implementation of safety assurance program.
• Planning preliminary inspections in compliance with approved IFC drawings, PTS and technical standards.

Engineering Case Study: Causes of Construction Delay in SEC: 5 construction cases with multiple causes of delays were analyzed. The 5 case studies in this report represent construction of electrical substations and transmission lines and awarded using Lump Sum Turn Key contracts. The delay analysis of the case studies shows several causes of the construction delay in Saudi Electric Company, however, there are two major causes that have a significant impact on project schedule delay in the Company. These two causes are delayed outages and unclear scope of work.
