• Lead the implementation of HSE strategy and framework for the entire expressway project.
• Develop project-specific HSE plans, risk assessments, and emergency response protocols.
• Ensure full compliance with national and local HSE regulations, EHS norms of MoRTH/NHAI/IRC, and client HSE requirements.
• Liaise with regulatory bodies for inspections, permits, and reporting.
• Implement and maintain ISO 45001 (OHSMS) and ISO 14001 (EMS) standards.
• Conduct periodic HSE audits, inspections, and internal assessments.
• Develop HSE training calendar; ensure delivery of induction, tool-box talks (TBTs), and refresher sessions.
• Promote safety culture among workforce and subcontractors.
• Lead investigations of incidents, near misses, and unsafe acts/conditions.
• Drive root cause analysis and ensure timely implementation of corrective/preventive actions.
• Maintain accurate records of incidents, inspections, HSE statistics.
• Prepare and submit weekly/monthly HSE performance reports to management and client.
• Evaluate subcontractor HSE performance and compliance.
• Ensure their HSE programs align with project requirements.
• Ensure safe practices during earthwork, pavement laying, bridge construction, culverts, blasting, and traffic management.
• Monitor safety in high-risk activities such as working at heights, heavy lifting, confined space, and hot work.
• Conduct drills and simulations (fire, accident, oil spill, etc.).
• Ensure availability of emergency resources and response teams.
• Implement measures to control pollution, noise, waste disposal, and preservation of nearby ecosystems.
• Coordinate with environmental experts for EIA and EMP implementation.

• Set direction and lead by example to embed a positive Safety, Health & Environment culture.
• Promote Safety, Health & Environment culture at Senior Management level.
• In liaison with senior management, ensure that sufficient resources/funds are available to meet the requirements of the DMRC Safety, Health & Environment policy.
• Ensure compliance with legislation and DMRC policy by notifying senior management of any deficiencies and remedial action required.
• Ensure that lines of communication are robust and are available to all staff and managers, and Country Head if relevant, on Safety, Health & Environment matters.
• Establish/attend the specified local Safety, Health & Environment Committee to ensure that a system is in place for Safety, Health & Environment. This includes consultation with MR (Management Representative) and with DMRC’s representatives, as appropriate.
• Attend the specified meetings, seminars SHE Committee, if nominated.
• Undertook preliminary studies (Job safety analysis, hazard identification & risk assessment etc.) to predict and assess Safety, Health and Environmental Risks.

• Preparation of Company SHE Plan, Hazard Identification & Risk Assessment (HIRA), Occupational Control Procedure (OCP) & Emergency Response Plan (ERP)
• Preparation of Tunnel SHE plan and all permit to work at site as per current COC.
• Preparation of monthly minutes of meeting, agenda of meeting, observation and compliance of all external and internal audit and SHE walk.
• Reviewing of method statement for all activity of project and prepare HIRA for these activity.
• Actively looking and engaging of site work such as Assembling and Lowering of TBM part such cradle, cutter head, Main body, Tail skin, Erector, Screw conveyor & Backup Gantry.
• Lifting and shifting of all TBM part. Lowering of D wall cage.
• Ensuring and implementation of all work to be done with proper work permit
• Responsible for conducting mock drills on fire fighting, First Aid, emergency exit and evacuation.
Carrying out daily safety inspection at site, checking of Scaffolding, height work activities, lifting activities, checking of equipment, tools, fire extinguishers etc. depending upon the nature of the activities
• Ensuring proper material storage, storage of hazardous chemicals.
• Ensuring proper and appropriate usage of PPE as per job requirement.
• Making site safety inspections, preparation and site Presentation as per Internal audit checklist.
• Conducting Tool Box Talks regularly.
