Responsibilities:
1- Develops and administers various human resources plan and procedures for all company personnel
2- Plans, organizes and controls all activities of the department. Participates in developing department goals, objectives and systems
3- Implements and annually updates the compensation program; rewrites job descriptions as necessary; conducts annual salary surveys and develops merit pool (salary budget); analyzes compensation; monitors the performance evaluation program and revises as necessary
4- Develops, recommends and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures; performs benefits administration to include claims resolution, change reporting, approving invoices for payment, annual re-evaluation of policies for cost-effectiveness, information activities program and cash flow
5- Conducts recruitment effort for all exempt, nonexempt and temporary workers; writes and places advertisements; works with supervisors to screen and interview candidates; conducts reference checking; extends job offers; conducts new-employee orientations; monitors career-path program and employee relations counseling; conducts exit interviews
6- Establishes and maintains department records and reports. Participates in administrative staff meetings and attends other meetings, such as seminars. Maintains organizational charts and employee directory

7- Meets with the Hospital Director on a regular basis to discuss major problems/issues, general trends, developments and other appropriate matters regarding above Departments .
8- Performs all managerial functions common to the Department level covering all divisions under supervision as established by Hospital Management;
9- A member of the Business Development Office;
10- Assures that the development and implementation of the Policies & Procedures for the aforementioned work activities are carried out in collaboration with hospital rules and regulations relating to patient care and legal requirements;
11- Prepares a Department Services Plan, e.g. vacation, daily work schedules and on-call rosters, that will be compliant with hospital wide programs
12- Directs the development of operating economy programs to conduct business in the most economical methods to hold manpower allocation and suggested expenditure budget at a reasonable level;
13- Directs the development of Quality Assurance Plans for functions of responsibility to assure proper mechanisms for evaluation of professional performance and the use of resources efficiently and to meet the over-all objectives of enhancing the quality of patient care, in accordance with NJCH standards;
14- Serves on or delegates to a subordinate attendance at various standing committees;
15- Approves staff sick leave and/or admission to hospital for treatment after coordination with Hospital Administrator;
16- Trains and develops subordinates by approving participation in educational seminars in relation to scope of work activities;
17- Prepares various reports to management covering the area of responsibility such as Accountability Reports, Business Plans, Operating Plans, manpower allocation, capital and expenditure budgets.
18- Performs other miscellaneous relate duties as required.
