- Provide technical guidance related to the Planning and Cost Control for the Project Controls Department.
- Review/prepare weekly and monthly progress reports, dashboards, and presentations to the Board of Directors and the consultant.
- Review the preparation of the project baseline schedule, schedule updates, monitor the progress, identify the delay events and analyze the impact, provide recommendations for performance improvement and/or corrective action, and a recovery plan
- Prepare the Project Execution Plan and conduct studies/analysis and scenarios as the management requires.
- Support the Contracts Department in the preparation of change orders, claims, and variations orders
- Review the project schedule, analyze the critical paths, monitor the project progress, actual vs plan, performance metrics, and key project deliverables.
- Analyze the labor productivity and develop project forecast for the labor, material, and equipment
- Coordinate with the Engineering, Construction and Procurement departments and propose solutions to cost and planning problems to mitigate delays, execute the project efficiently within budget and on schedule
- Monitor the performance of sub-contractors, chair weekly progress meetings to review the project status, monitor the progress, solve the pending issues, prepare the progress and performance reports
- Develop the project budget, prepare the cost reports and, forecast cost at completion
Project:
- Design & build of King Salman Airbase Project for the Saudi Ministry of Defense (SAR 1 Billion)
- In charge of 3 housing projects for the Saudi Ministry of Interior including 2700 units valued a SAR 4.2 billion
- Responsible for all aspects of effective project controls related to Planning, cost control, and change control
- Prepare project budget, cost report, cash flow, Earned Value Analysis (EVM), estimate cost at completion, monitor cost performance, analyze trends, prepare forecasts, and productivity reports.
- Review and update the project schedule monitor/analyze project progress, S-curves, actual vs plan, performance metrics, productivity, and key project deliverables.
- Review/prepare weekly and monthly progress reports, dashboards, and presentations to the Board of Directors and the consultant.
- Establish and implement project controls processes, procurement & equipment aligned with JV agreement, maintain close liaison with the functional management to ensure adherence to JV policy and best practice.
- Manage and guide the project controls’ team of cost controllers, planners, and quantity surveyors.
- Prepare What-if scenarios for project plan considering different requirements, constraints, and milestones.
- Overview & control for procurement activities, check prices versus budget, approve POs and monitor stores.
- Assist in the preparation of change orders, claims, and variations to/from the client and sub-contractors.
- Prepare project risk analysis and ensure issues or potential issues that may affect the project progress are brought to the attention of the management on time.
- Provide feedback on the actual cost of items and assist the Tendering Department in pricing new projects.
- Early alert PMO director on deviations from the plan that may negatively affect the project budget & schedule
Project:
- Design & Build three Housing Complex Projects for the Saudi Ministry of Interior (SAR 4.2 Billion)
Accomplishments:
- Played key role in winning time extensions and change orders/claims valued more than SAR 100 M
- Saving 10-15% of the budget by implementing project control procedures on procurement and sub-contracting

Job Profile:
- Spearhead operations of the Project Controls Department encompassing activities like planning, scheduling, cost control, risk management, cash flow, budget, and reporting for mega projects valued at SAR 3+ Billion for Aramco and TOTAL
- Prepare the planning package including baseline schedule, check activities relation, constraints, critical/near-critical paths, resources loading & leveling, resources histogram, S-Curve, planned Vs actual analysis.
- Prepare/Check the Cost Control reports including the earned value analysis, budget baseline, cash flow, cost and revenue analysis, cost & schedule performance, cost estimate at completion, forecast profit/loss.
- Prepare/ review project progress reports and presentations to the client and top management

- Implement Earned Value Management (EVM) across the Program using Earned Value Analysis (EVA) tools/ methodologies, perform variance and trend analysis for cost and schedule
- Coordinate with other departments for preparation of claims/ variation orders and time extension.
- Prepare /review manpower and equipment productivity reports
- Set up/ maintain an updated data bank of performance parameters and lessons learned used for cost control purposes, performance improvement, and input for tendering/pricing of new projects.
