Project - Visakh Refinery Modernization Project (VRMP), Sulphur Recovery Unit (SRU) Block (EPCC-7
Package).
Key elements of the Projects: HPCL presently operates an 8.33 Million Metric Tonnes Per Annum
(MMTPA) refinery at Vishakhapatnam (Visakh Refinery) Andhra Pradesh, India. This Refinery is one
of the most integrated refineries with three crude distillation units, MS Block (NHT-ISOM-CCR-FCC
NHT), Diesel Hydro Desulphurization unit (DHDS), two Fluid Catalytic Cracking (FCC) units, Diesel
Hydro-Treating (DHDT) unit, Vis-breaker Unit (VBU), Bitumen Blowing unit (BBU), Sulphur
Recovery Unit, Hydrogen Generation Unit and Propylene Recovery unit (PRU).
HPCL now intends to further enhance its refining capacity to 15 MMTPA under Visakh Refinery
Modernization Project (VRMP). Under this project, a new CDU / VDU of 9.0 MMTPA (after de-
commissioning of an existing CDU), a Full Conversion Hydro-Cracker Unit (FC-HCU) for secondary
processing, Naphtha Isomerization Unit with revamp of existing MS-Block and a Residue Up-
gradation Facility (RUF) have been considered.
As a part of this project, a new SULPHUR RECOVERY UNIT (SRU) block (EPCC-07 Package) is
proposed to be installed which is to be executed in LEPCC mode.
EPCC-07 package comprises of the following:
SRU (with TGTU)- 2 Trains of 360 TPD each without oxygen enrichment capable of producing 450
TPD each with oxygen enrichment considering a VPSA Plant.
SWS-N (Non-hydro processing)- 270 TPH capacity.
SWS-H (Hydro processing)- 270 TPH capacity.
ARU- 2 Trains of 560 m3 / hour capacity each + additional rich Amine required for TGTU
Sulphur Forming Plant-970 TPD capacity
• Responsibility and achievements: Review of inquiry and purchase requisitions including
Supplier documents requirements list and Supplier Quality Requirement Form, responding to
technical queries, verifying of Supplier’s name in the Approved Vendors list and EIL’
enlistment letter, ISO 9001: 2015 QMS cert., Verifying of TPIA’a IRNs with P. O. item
description and quantity and issuance of IRNs through Petrocept Procurement Control System
(PPCS), and as detailed below

Projects - Bab Habshan-1 Development Project (Phase 1) (ADCO) and EPC - Bab Habshan-1 Development Project (Phase-I) - V. O. No. 4 (Phase-II).

• Key elements of the Projects: The project has an anticipated duration of 20+16 months and includes the provision of water injection clusters, oil production wells, water injection wells, associated electrical and instrumentation facilities, pipelines (headers and flow lines), overhead power transmission lines and modifications at remote degassing stations.

• Responsibility and achievements
• Review of inspection and test plans, procedures and other quality related documents submitted by Vendors/Suppliers/Subcontractors.
• Preparation of PIM packages, attending Kick-Off Meetings and PIMs with Vendors/Suppliers.
• Interface with the project expeditors, package coordinators and discipline engineers.
• Providing the input for vendor technical bid evaluation, as required.
• Ensuring that inspections and tests as per project ITPs are implemented and adequately documented and approved, including liaison with ADCO.
• Inspection coordination, review of inspection reports issued by TPI prior to project distribution, review/acceptance of MTCs, inspection reports/certs generated as per IOTP requirements, local Supplier inspections and testing at laboratories (surveillance, monitor and witness), review/approval of TPIA time sheets and clearing of techno commercial invoices of TPIAs. Train subordinates.
• Identification of non-conformances and agreeing appropriate corrective actions with responsible Management and ADCO.
• Preparing draft audit plans, attending opening and closing meetings and participating in audits, submission of Non Conformity Report’ disposition and close-out.
• Monitor inspections and examinations against the supplier quality control/ ITPs. Review of manufacturing record books (MRBs) issued by vendors/subcontractors/suppliers.

Project 1 - Effluent Water Injection Phase 1 and Seawater Injection Phase 2, Kuwait Oil Co. (K. S. C.) on lump sum turnkey (LSTK).

• Key elements of the Projects: It comprises of modifications to existing gathering centres (based on land in Northern Kuwait in the Sabriyah & Raudhatain fields).

• Review of engineering specifications, Inquiry & Purchase Requisitions, inter discipline checks of mechanical data sheets, technical queries of the supplier for compliance with the contract and applicable codes, standards and specifications.
