Identified and developed physical security requirements to meet the U.A.E. Federal Authority for Nuclear Regulation, U.A. E. Critical Infrastructure and Coastal Protection Authority, and the International Atomic Energy Agency standards and requirements for the protection of the Barakah Nuclear Power project.
Developed plans for interaction between electronic security systems, physical barriers and security response forces to meet protection requirements identified in the Barakah site vulnerability assessment.
Managed the Physical Security Program and served as principal Subject Matter Expert. Determined and implemented appropriate measures required to protect nuclear weapons, special nuclear materials, and critical nuclear weapons facilities.
Selected Contributions:
Physical security federal lead for the design, construction and start-up of the Highly-Enriched Uranium Manufacturing Facility, a $500 billion world class facility for the secure storage of the U.S. reserve of weapons grade Uranium.
Managed the upgrade of the site security management system with a new Argus based system. The Argus system controlled and integrated over 5000 alarm points, and thousands of CCTV cameras and access control points. Managed the Argus system acceptance and performance testing, to Nuclear Operational Readiness Standards, for operating nuclear facilities. This certification required each alarm point and communication pathway be verified prior to certification as the operational nuclear grade security management system.
Developed integrated protection procedures and requirements effectively integrating electronic security system, armed protective forces and physical barriers and provided oversight and management of secure communications, technical surveillance countermeasures, cyber security, information security, contraband detection (electronic and K-9), airborne threat detection and interdiction.
Conceptualized the technology application to replace the obsolete voice recognition system to allow remote access to nuclear material storage vaults and facilities.
At a national level managed the security programs and provided policy interpretation and guidance for multiple nuclear weapons facilities. Oversaw Security Program Management, Vulnerability Assessment program, Physical Security, security systems, access control, Protective Forces, contraband search equipment, Security Communications, protection of classified matter and material, security communications, and Technical Security Countermeasures.
