• Follow up with the supplier immediately upon issuance of PO to expedite delivery of items on time
• Monitor and report suppliers’ and contractors’/subcontractors’ activities and deliverables in accordance with the integrated project/delivery schedule.
• Assure that suppliers’ products meet Company, project and commercial requirements
• Evaluate vendor schedules and work with vendor to ensure that all schedule date commitments are met within the agreed time
• Perform production status audits at supplier’s facilities and evaluate their current workload when required
• Resolve any problem that could delay the manufacturing of equipment and bulk materials quickly, economically and effectively
• Notify engineering and project management when specifications and/or scope changes adversely impact project schedule
• Regularly report procurement status on monthly basis to the Project Manager and Planning/ Scheduling Manager
• Ensure the timely involvement of Logistics group to obtain expeditious shipment of all equipment and bulk materials
• Monitor freight forwarding/customs clearance/transit storage and onward transportation services provided
• Provide inbound shipping information to site engineers relating to anticipated delivery dates and photos of load
• Provide back-up / support to buyers for matters relating to freight forwarding, clearing & transportation services.
• Arrange for replacement of material from vendors due to wrong supplies, damages, overage, shortage, etc. based on stores discrepancy reports and PO terms and conditions
• Monitor and advice whether amounts and/ or validity of Performance Bank Guarantees (PBG) submitted by vendors need to be revised/ extended based on P.O. amendments
• Prepare and maintain a Spare Parts listing for the project
• Manage penalties in case of delays in P.O. obligations on the part of the supplier
• Evaluate post-commitment performance of Suppliers and provide feedback information on vendor's performance
Procurement
• Assess technical specification, BOQ (Bill of Quantity) and drawings to determine suitable vendors and suppliers
• Analyze and evaluate all purchasing requisitions to ensure clarity and completeness in description of material and equipment
• Prepare and issue requests for quotations to qualified vendors as per Client approved vendor list
• Analyze all suppliers’ quotations for competitive pricing and delivery period to select most suitable supplier
• Prepare comparative analyses documents related to specifications, price, delivery conditions and mode of transportation, etc.
• Negotiate with suppliers on prices, payment terms and delivery conditions to obtain the maximum benefit for the company and to meet the estimated budget
• Prepare and issue purchase orders in accordance with selected suppliers, price and technical specifications.
• Monitor procurement related progress and potential delays on a daily basis and recommend/initiate action plans
• Work with finance team throughout the procurement cycle to assist with forecasting and budgeting
• Identify cost reduction opportunities to achieve financial goals
• Maintain positive working relationships with strategic suppliers to assure cost, quality, and delivery targets are met
• Perform sourcing, liaising and negotiating with new and existing suppliers to improve business
• Prepare Letter of Credit (L/C) applications where applicable
• Issue amendments to purchase order and letter of credit as necessary, from time to time
• Prepare and issue supplier survey and quality surveillance assignments
• Review, edit, accept, and distribute quality surveillance reports in accordance with project procedures
• Organize inspection through reputed Third Party Inspection Agencies and monitor inspection activities through review of Inspection reports and Release notes. Provide project direction to Supplier Quality Reports
• Review POs and Purchase Specifications, IRT, ITP, QA Plan, WPS & PQR, Fabrication procedures, Hydro test, Heat treatment, and NDT procedures
• Obtain and resolve comments on the quality control plans when required by project procedures
• Notify responsible project personnel of significant quality problems and initiate timely follow up
• Perform surveillance inspection of select material & equipment at supplier’s facilities and prepare quality surveillance reports
• Prepare supplier performance evaluation reports. Monitor vendor’s performance, audit vendor’s QA/QC systems thru shop visit
• Assist/ participate in supplier capabilities evaluation process during pre-qualification process
• Carry out supplier surveys, supplier quality control verification and prepare related reports
• Conduct Pre-Award Meetings, Kick of Meetings, Pre Inspection meetings, expedite review meetings as required with vendors, senior management, client and consultants
• Perform stage wise inspection as per approved ITP such as:
• Witness Hydrostatic and Pneumatic Test, Manufacturer Fabrication Process, Marking of Materials, Traceability and Material Identification, Mechanical Running Test and Function Test, Performance Test and Final Inspection of Pumps
• Witness, review and interpret Radiographic Examination Films, Hardness Test, Ultrasonic, Dye Penetrant, Magnetic Particles Examinations
• Perform Painting, Marking, Tagging and Packing Check, Final Visual and Dimensional Check.
• Verify the drawings at site for latest revision, checking ‘As built’ information & records and ensuring that vendors are complying requirements as per Design specification, Drawings, Codes and standards in manufacturing of equipments and packages.
• Review Materials / Consumables Test Certificates ensuring compliance with the specifications.
• Inspect the packages for offshore platforms, Pipes for submarine & cross-country pipelines, refinery equipments, pressure vessels, heat exchangers, rotating equipments, Valves, etc.
• Participate in the internal audits, control non-conforming products, raise & resolve non-conformance reports and ensure compliance to corrective/preventive actions
