Duties and Responsibilities:
•Provide WASH technical advice to Oxfam and partners and to the communities and local stakeholders with or through the partners.
•Undertake and provide the necessary support to Oxfam and Partners for the fulfillment of the WASH activities of the project in accordance with Oxfam and partner agreed standards. Among others, in the: a.) technical design and program of works, b.) preparation and compliance with the necessary permits and approvals, c.) contract preparation and procurement of the contractor and/or materials, d.) supervise and ensure quality in the construction, rehabilitations, commissioning and turn-over of the WASH activities of the project.
•Prepare and agree on a monthly work plan indicating activities and field work with the Partnerships Relations Manager.
•Maintain records of activity inputs, outputs and outcomes and other monitoring data including the use of data bases, and work closely with MEAL officer to ensure rigorous reporting.

•Shelter and Settlements of People from Rhankine, Myanmar
Duties and Responsibilities:
•Finalize the planning of the shelter and settlements program, including confirmation of intervention zones and targeted host communities.
•Prepare operational level planning for interventions in support of BDRCS, including putting in place robust work plans.
•Finalize recruitment of shelter technical staff and community mobilizers to build a robust team for the implementation of the community based shelter and settlements approach. Includes projecting possible future staffing needs and advise for further recruitment when needed.
•Lead the effective implementation of the safe shelter and settlements program.
•Ensure that field activities are supported technically and operationally with all necessary resources.
•Monitor the shelter and settlements program budgets as delegated by budget holder.
•Monitor progress and quality of the shelter & settlements resilience building process by undertaking regular filed visits with BDRCS counterparts and providing structured feedback in a way that can improve progress and impact.
•Regularly conduct rapid sample assessments of shelter needs and practices in target communities to confirm adequacy of the approach and adapt where necessary to assure building community resilience.
•Contribute to the IFRC reporting processes (standard and donor reporting) as requested by budget holders.
•Provide technical expertise for all components of the shelter program and throughout the whole project cycle.
•Develop basic of technical trainings for skilled labour (carpenters) to promote safe shelter construction practices.
•Adapt PASSA training methodology to the contextual reality and train volunteers and community representatives to facilitate the approach. Includes sessions and trainings for women’s groups.
•Coordinate PASSA roll out in identified communities to identify and undertake shelter and settlement upgrades as well as disaster risk reduction measures.
•Collaborate closely with procurement and logistics to identify the most feasible method of distribution of materials. Includes exploring voucher system and collaboration with small suppliers to deliver on site on demand.
•Coordinate closely with WASH sector operations to identify overlaps and synergies especially regarding community mobilization and mapping.
•Liaise with Partner National Societies and other sectors (Health, PSS, etc.) to identify joint interests, synergies and potential support for further promotion of the shelter & settlement approach within the

Construction and Improvement of WASH Facilities in Municipality of Makilala and Tulunan, North Cotabato
Duties and Responsibilities:
•To research and analyze technical information from a variety of sources for technical problems to support CP teams in achieving technical excellence in ongoing Wash programs/projects.
•To prepare presentations and coordinate project communication needs through writing and editing communication resources, such as case studies, brochures, briefs, peer-reviewed articles or reports, for both internal and external audiences.
•Coordinate and/or perform various activities in support of program/project design and implementation, including but not limited to needs assessment, strategic planning, program design and proposal writing, monitoring and evaluation, and technological solutions.
•In collaboration with the Engineer of the partners develop Construction Schedule to complete the target deliverables within the duration of the project.
•To coordinate with partners and CRS Program manager to determine the required construction materials and labor needs of the project.
•To provide timely technical assistance and monitoring for the construction of wash Facilities to ensure that the construction schedule will be followed.
•To ensure that all construction workers, beneficiaries will observe the Covid 19 health protocol.
