Duties included:
Pre Turnaround: Develop the overall budgets, staffing plans, schedules and durations of all assigned TA Events. Implement an overall TA Safety planning process; Implement an effective TA Work Planning process. Key elements of this process include: Development and freezing of TA scope. Operations & Maintenance detailed planning of defined scope, Development of shutdown, decontamination and startup plans. Management of TA Addendum (JCO) process. Development of Risk registers and fit for purpose contingency planning. Appropriate benchmarking with scope and schedule challenges to achieve cost and duration efficiency and effectiveness. Coordination of all TA work execution details and management of productivity measures. Lessons learned process for continuous improvement. Work closely with Operations and Maintenance to insure effective staffing for operations TA planning. Insure that Capital Projects activities are effectively integrated with the TA Maintenance work plan. Develop and overall contracting strategy for the TA. Work closely with the site TA Manager on overall strategy and integration with other planned TA events. Be part of the Extended Leadership Team through the TA duration.
Turnaround: Single point of accountability responsible for executing the planned TA safely per agreed upon budget and schedule. Participate in daily safety walk-arounds and awareness activities. Lead the daily management report out on TA progress and key measurements. Participate in daily shift turnover meetings. Work closely with all TA Block Coordinators, Contractor Project Managers and Superintendents, Shell/Motiva Operations and Discipline Group Managers to deliver the TA per the agreed upon Premises.
Post Turnaround: Complete all look back activities and reports, Lesson Learned activities and reports and build an 80/20 forward plan for the next Event before moving to my next assignment.

Duties included: This role is part of the RLT for Buckeye South Texas District which consists of a Processing Facility; 2-Condensate Splitter 25K-30K each / 1.2 million barrel LPG Facility / 3.3 MM BBLS of Tank storage, 3 Field Service locations with a total capacity of 300K BBLS of Tank storage / 20 truck unloading units and a 5 dock deep water Marine Terminal with 2MM BBLS of storage / 20 truck unloading units and associated Pipeline Systems.

To date we have managed to a Goal Zero performance for daily Maint and Turnarounds activities and I will continue to insure that all employees and contractors are knowledgeable and effectively apply all key elements of personnel and process safety including Permits, LOTO, MOC’s, Hazard Recognition/Analysis, ect.. Manage a staff of 8 salary Buckeye employees, 11 hourly Tech positions, most of which I hired through interviewing and past work experience and I’m working to hire more Techs for specialty crafts (I/E/A and Rotating) and on average of 30-40 full time contractors in the daily Maintenance as well as 50-75 a shift for Turnaround activities. Build and Manage a Maintenance budget of approximately $15MM along with an annual Turnaround budget for $12-$15mm. Implemented several maintenance procedures from a PSM stand point.

Duties included: Responsible for providing leadership to an extended team of BP and contractor personnel throughout the front-end loading (FEL) development and execution of turnarounds within the Texas City Refinery, to deliver TAR events within agreed Key Performance Indicators (KPIs). Drive engagement and ensure alignment of key stakeholders in the development of TAR objectives, KPIs, scope, and execution plans based on the agreed to objectives. Ensure selection of correct scope and manage scope growth throughout FEL and execution. Ensure complete integration of Capital Project scope within the TAR plan, drive team to compliance with the TAR common process (TCP). Ensure TAR development and execution is properly planned and staffed. Lead team to execute TAR in a safe and compliant manner to meet KPIs. Close out TAR with punch list and post TAR evaluation, and complete lessons learned process. Evaluate appropriateness of TAR specific strategy, business objectives, KPI’s, and scope work list. Document and implement a development plan for assigned Turnaround Project Engineer’s (TPE).
Recognize and reward team members (Company and Contract) for outstanding performance. Identify resource development needs and share with TAR group supervision. Lead development of exceptional safety culture throughout the BP TxC site.

Turnaround Project Coord / Turnaround Construction Manager at Lyondellbasell

Duties Included: Assigned the Construction Manager, Shift Lead / Zone Coordinator position on several major turnarounds, and asset team shutdowns, (Crude Units, Sulfur Plants, HDS, DHN, Hydro-Treater, Cokers), at the Lyondellbasell Houston Refinery and Bayport BP-II T/A 2005, Bayport I T/A 2007 for the Lyondell T/A group. Responsible for coordinating the execution of asset team turnarounds, major turnarounds and capital projects during the pre and execution phases of assigned turnarounds, participate in contractor bid proposal process for turnaround work, maintaining the schedules and budgets associated with those turnarounds at Lyondellbasell Houston Refinery and other Lyondellbasell sites. Provide expertise and consultation on matters relating to the overall turnaround execution of equipment during turnaround planning and execution phases. Ensure that employees comply with safety, and environmental requirements and the consistent administration of company policies. Conduct daily safety audits and attend daily safety meetings. Participate in constructability reviews of expense turnaround scope, capital project scope, schedule optimization, and develop staffing plans based on scheduled man hours. Set up logistics during pre turnaround activities for the execution phase of turnarounds, work with the Facilities Siting Manager to determine the proper locations to set up lunch tents, turnaround housing, fabrication shops, and material management locations and lay down areas to meet API 753 requirements. Maintain budgets, and schedules on turnarounds, and asset team shutdowns. Also mentor field coordinators / step -ups, and other Lyondellbasell salaried employees in the turnaround work flow processes and procedures. Maintain closure books during turnaround field execution. Work with engineering, inspection and turnaround management on developing contingency repair plans during turnaround execution.
