* Review of Project Brief and Business Case, and seek
approval fo the same through the prescribed Gateway
approval process.

Working closely with the Client/Operator, Robert delivered the
Feasibility and Design stages for this Maintenance-Repair-Overall
executive jet hangar, including:
* End-User requirement data-collection and preparation of a
working Brief to enable commercial terms to be agreed.
* Stakeholder and User engagement to steer the concept
design development,
* Design Consultant Procurement including supply chain
management and engagement.
* Preparation of an Outline Business Case to support both
Client and Operator aspirations for a collaborative approach
to project development.

Reporting to the SVP of ADAFZ, Robert managed the pre-
construction phase of this significant Free Zone development,
including:
* The production and refinement of the Project Brief to secure
both internal and external funding for design and enabling

* Managed the coordination between Consultants and Local
Authorities for the development of a Concept Master Plan
for delivery of phase-1 of the Free Zone.

Roles and Responsibilities:-
* The budgeting, stakeholder management, functional space
allocation, design management, procurement, contract
administration and Project Management via a ‘Gateway' process of
major Project elements, in close cooperation with various Senior
User and Expert Stakeholders;
* Provided mentoring and guidance to subordinates and consultants
in line with corporate aspirations, including setting and monitoring
Continued Professional Development objectives, reviewing workload
and resource plans, and providing KPI and appraisal feedback to a
number of internal employees and external consultancies.
* The coordination of leasing activities and management of fit-out of
the key airline stakeholder, into 30, 000sqm of premium and
operational space within the terminal;
* Sole responsibility for budgetary control, specification, procurement
and Program Management of AED600m (GBP100m) Specialist
Equipment package delivery for all key Stakeholders throughout all
areas and across all business functions;
* Change Management of building features, systems and base-build
modifications, in line with nominated Delegation of Authority,
including approvals via governance, procurement, design
management and delivery of such modifications;
* Coordination with Etihad, the primary airline and MTB ground
handler, with regards to operational integration into terminal
operations;
* The management of Retail Design and Delivery functions,
coordinating with key retail partners and facilitating the fit-out of
multiple Concessionaire Units.
* Regular presentation of change management papers to the
Executive Board, seeking endorsement for Awards and Variations
along the prescribed lines of delegated authority.
* Coordinating with Facilities and Commissioning Teams to supervise
the progressive handover of building elements from Contractor to
Owner to Operator.

Leasable Area Measure Project Value - AED5m
Reporting to the Chief Commercial Officer, Robert promoted a
transparent approach to lease negotiations, and secured high-
level endorsement to undertake a complete Lease Area
Measurement exercise of the new terminal building.
* Development of a bespoke Scope of Services referencing
RICS standards, including resource profiles to ensure
candidate suitability,
* secured budgetary approvals and procured a RICS-
accredited Surveying Consultant to provide a technology-
driven update to the Leasable Area measurement for the
new Terminal complex.
* Managed the expectations of stakeholders and Tenants
alike, for the circa 20, 000msq of Leasable Space under
offer in the terminal building.
* Coordinated with internal departments, such as Ground
Handling and Airside Operations, to provide suitable
accommodation for them, whilst balancing the anticipated
return on investment for leasable spaces.

* Provided strategic direction and managed development and
delivery activities on a portfolio of small to medium projects
for the Ministry of Environment;
* Developed resource profiles for project delivery, for both
PMO and third-party consultants,
* Facilitated regular interfaces with statutory bodies and
governance procedures,
* Provided assurance against set development goals for time
and cost, across a backdrop of a significant Program of
works, and in line with prescribed ‘Gateway Process';
* Managed the procurement of Consultants and Contractors
to deliver to Ministry guidelines, including activities from
Feasibility, Budgeting, Initiation, Procurement, Construction
Management and End-User acceptance;
* Witnessing and reporting on progress against multiple
simultaneous Construction Projects in a major programme
of works.
