• Provide support to all Departments on the development and implementation of training, procedures and practices associated with process and operational safety including technical support in the resolution of technical safety issues in the operating facilities
• Manage process safety group involving the development of standards, procedures and programs, training and development of junior engineers
• Provide engineering and technical support to identify hazards and evaluate potential losses through inspection, engineering analysis and analysis of loss data, or through other analytical techniques for hazard loss identification and mitigation
• Develop recommendations and solutions for mitigating or eliminating potential losses and identified hazards including facilitating or leading specific studies e.g. HAZID, HAZOP, BRA, TRA
• Coordinate the development and implementation of the Company Safety Management System
• Support SATORP Project Teams for ongoing and future project activity including Contractor liaison and management
• Provide Specialist engineering support to the Company HSSE Department, and carry out internal audits as Lead Auditor
• Developed and presented companywide training program including Safety Leadership, Contractor Safety Management, Working at height, work permits, construction safety, basic process safety, off the job safety including traffic and driver safety
Project: Jubail Export Refinery (a mega project with a contract valued USD 14 billion)
Responsibilities
• Responsible for implementing SATORP’s Safety and Health and Risk Program
• Continually maintain an appropriate level of awareness, knowledge and preparedness across the Program to create a culture that prioritizes effective H&S, and stay abreast of current and emerging technical and professional aspects of this position
• Serve as the Project expert within the field of H&S when called upon to address regulatory agency compliance issues, third party safety & liability consultants and contractor representatives
• Investigate all project incidents and ensure proper records are completed and submitted including implementation of corrective actions and ensure “lessons learned” are communicated throughout the Company and are incorporated into the program, if necessary
• Devise, supervise, and present training programs to increase proficiency in safe practices and promote H&S consciousness
• Liaise all H&S matters internally and externally, and manage H&S communication
• Review/comment/approve contractors’ submittals relevant to H&S such as H&S plans, method statements, risk assessments, etc.
• Manage/supervise contractors’ and subcontractors’ Health and Safety performance/conduct
• Conduct H&S audits and inspections to ensure contractors’ full compliance with SATORP’s H&S Contractor Management System
• Assess probable emergencies with respect to the nature of each project, prepare Emergency Management Plan and train the employees by conducting Emergency mock-drills to ensuring Emergency preparedness on site
• Assist Client in the preparation of authority submissions, development of Project Construction Safety Controls, manuals, training packages, and review FEED package to assess risks associated with construction activities
• Internal “consultant” on all aspects of Offshore and Onshore Operations
• Develop the strategies and procedural basis for the implementation of Safety Management Systems at Saudi Aramco
• Develop training programs for field personnel and young Saudi engineers (developers) including mentoring
• Project safety management for both on and offshore facilities
• Safety team leader for safety aspects of major facilities start-ups, PSSR development, work permits, development of punch lists and clearing of exceptions to company and international standards
