Employer representative employed by Atlantis the Palm LLC and reporting to the Investment Corporation of Dubai. Senior responsible project team lead for all matters of contract and commercial management. Duties included management of the design and construction of the project including the contracting strategy, administration, procurement and cost advisement services for the project with a personal direct reporting role to Dubai Government Committee members. The role requires the management of more than 50no. consultants, a main contractor (SsangYong- BESIX Joint Venture) and procurement of more than 50no. provisional sum packages under the main contract for appointment as domestic subcontractors.
Program managers employed by the New Ports Authority in Doha and formerly by the Tourist Development Organisation in Abu Dhabi. Senior responsible for the Commercial and Contracts Management on prestigious international projects. Duties included management of the design and construction aspects of major projects including the contracts administration, procurement and cost advisement services for the project with a personal direct reporting role to the Employer (s). A full range of post contract services have been provided with establishment of contract documentation (essentially FIDIC based), tender evaluation & awards, design and construction, post contract administration, assessment of changes and claims.
New Doha Port Project (Contract Value to exceed $ 7.7 Billion)
Development of a mega port spanning 26 sq. km. with a terminal annual capacity for up to 6 million 20ft. equivalent units (TEUs), 750, 000 livestock, half a million vehicles, and one million tonnes of bulk grain. The construction includes a port basin 3.8km in length, 700m wide and 17m deep, 10km of approach channel dredging, 8km of outer breakwaters, site preparation and reclamation fill, container terminals, cargo terminals, multi-use terminals, offshore supply base, cruise ship terminals, port marine services, coast guard and main gate & administration buildings to accommodate the world’s largest cargo ships and cruise liners. In addition to the new port, the project provides a new offshore Naval Base providing berthing for the Qatar Navy linked to the mainland by an 8.5km causeway bridge, and adjacent to the port, the Qatar Economic Zone 3 as a self contained economic hub with an approach channel and canal basin accessing the industrial and residential facilities for import/export synergy.
Louvre & Zayed National Museums (Contract Values to $ 5 Billion)
Development of iconic museums of international standing which through design competitions, honoured world famous architects Jean Nouvelle from France and Foster + Partners from the UK. The museums are to become the main features of the Saadiyat Island Cultural District in Abu Dhabi, featuring unique forms of construction, imposing galleries, with fit-out and museography to the highest achievable standards in the world in readiness to receive exhibits.
Consultant responsible for the Project, Commercial and Contracts Management on the development of two international airport projects located in Muscat and Salalah (south Oman). Duties included being a member of the ‘red team’ managing delivery of the airport program. In addition, the management of a team of more than 50 no. personnel engaged in the contracts administration, cost consultancy & quantity surveying services for the project with a personal direct reporting role to the Employer (H.E. Director General Airport Services), the Project Management (ADPi) and the Engineer (COWI-Larsen JV). A full range of pre and post contract services have been provided with contractual advice, establishment of contract documentation for pre-qualification, tender documentation, tender evaluation & awards, design and construction largely FIDIC form of contract based, pre-design & construction meetings, post contract administration, daily correspondence, assessment of changes & claims.
Responsible for Contracts and Commercial management of prestigious international projects from inception through to completion. Providing a major contribution to earnings growth and team achievement towards record turnover, enhancement of the order book to secure future year projects in place and party to negotiations in progress on major projects. Duties involve the formation of alliances and joint ventures between clients, contractors and subcontractors, tender preparations, negotiation and finalization of contract documents. Specifically responsible for management of bank guarantees, insurances, risk & opportunities and post contract management of project works. Commercial Member of corporate board and JV management boards whilst being an active participant at the project team level. Particular areas of expertise include Airports, Leisure Resorts & Hotels, Retail and High Rise buildings, Universities including but not limited to the projects as follows:

Responsible for the Program and Contracts Management of the Abu Dhabi Airport, organizing the contracting policies and procedures necessary to procure and manage more than sixty (60) contracts for Design and Construction Services. Duties included management of the program team and in particular the contracts department, reporting directly to Executive management, providing contractual advice, establishment of contract documentation for pre-qualification, tender documentation, tender evaluation & awards, design and construction largely FIDIC based, design & construction meetings, post contract administration, correspondence, assessment of changes & claims including mediation and financial settlement, resolution of all program issues with Client/Contractor representatives, finalising accounts with all parties to contract.
Abu Dhabi International Airport Expansion
Client - Supervision Committee for Abu Dhabi International Airport

New International Airport Program involving three-fold expansion to Passenger Activity Level of 30 million passengers, 2.1 million metric tonnes of cargo per annum and rail network. Management of the design, construction and transfer of works comprising extension to existing terminal, new runway 13L/31R + associated taxiways + ancillary buildings & tunnels, air traffic control complex, runway refurbishment, infrastructure/utilities and rail networks, a new midfield terminal, a new Etihad home carrier terminal, cargo facilities & aprons, catering facilities and administration buildings, Royal Jet & miscellaneous airfield projects.
Responsible for Contracts Management of an expansion project on behalf of the Employer, Aeropuertos Espanoles y Navegacion Aerea (AENA Spanish Airports & Air Traffic Agency), in joint venture with Eurostudios SA and Inocsa Ingeneria SL. Duties include providing contractual advice, establishment of contract documents, preparation of project controls and correspondence, assessment of changes, evaluation of claims including mediation and settlement thereof, resolution of issues with Client/Contractor representatives, finalising agreement on all matters related to time, cost and contract.
Responsible for ABB Project Management and Contract Administration on the new Athens (Elefteros Venezelos) international airport providing contractual advice, handling all correspondence and assuring coordination of the works with the Athens International Airport S.A. (AIA) as Employer and Parsons International Ltd. as Project Manager. The Main Contractor Consortium comprised three internationally recognised German companies, namely ABB Airports for the operational part, Hochtief for the civil/building part & Krantz TKT for the MEP part.
Full time Contracting secondment, responsible for contracts management on behalf of two of the leading Middle East Contractors, namely Six Construct Ltd. (Sixco/Besix) & Consolidated Contractors International Company (CCIC) under a Joint Venture Agreement. Duties included the preparation and supervision of the Joint Venture and Consortium Agreements. Production and negotiation of sub-contract documentation. Management of sub-contracts and settlement of final accounts. Setting up and cost management of interim valuations. Assessing instructions, changes or variations. Budgetary control. Responsible for contractual advice, the correspondence, consortium and client/consultant liaison on all matters of cost and contract. Final account preparation, claims negotiation, mediation/arbitration and settlement.
Responsible for the QS/Contract department of a multi-disciplinary office. Duties included: organising and controlling the programme of work. Meetings and liaison with Client/Contractor representatives. Preparation of feasibility reports. Preparing cost estimates at each stage of design. Formulation of contract documentation with bills of quantities for tender invitation. Detailed evaluation of contract bids and tenderer selection. Post contract cost control including progress reporting, site meetings/minutes, interim valuation certifications, and estimated out turn cost calculations. Contractual advice to relevant parties. Preparation and agreement of final accounts, contractual claims assessment.
Responsible for the comprehensive post contract management of all projects within the most prominent Saudi multi-disciplinary organisation of the time.
Responsible for all aspects of new capital expenditure on new projects and on-going maintenance contracts for civil, building, electromechanical and extensive infrastructure works with rail networks to large scale N.A.T.O. and Military facilities.
Ministry of Defence - Royal Air Force, British Army and Various Defence Installations (Contract Values +/- $500 Million)
Construction of military facilities including runways, taxiways, aircraft hangar, maintenance and test workshops, office and barracks, ammunition storage depots, freight railway networks and external services to camps of up to 4000 populations incorporating sewage disposal, potable water, power generation/distribution, irrigation, roads, drainage and fire fighting.
