SPECIFIC DUTIES & RESPONSIBILITIES:
1. Interpret plans/sketches and construction standards.
2. Conduct preliminary field surveys as basis for evaluation of suitability of design to actual field conditions.
- Check project location, lot boundaries, road developments, etc
- Check existing Meralco facilities and other utilities
3. Prepare RICS (Request for Interruption of Customer Service) / execute minor pre-arranged jobs (e.g. local interruptions involving transformers, LCO’s or lateral lines only)
4. Make minor revisions/ modification in design to conform with actual field conditions involving change in constructive units
5. Create request for caution clearance
6. Assign construction and maintenance projects/work orders to contractors for execution
7. Perform materials handling of outsourced construction and maintenance projects/work orders
8. Monitor progress of outsourced C&M projects/W.O. (ECP, Service Application, Maintenance ) against customer’s target date
9. Prepare RICS /execute major pre-arranged jobs, i.e. involving main lines and LBS’s or Breakers
10. Propose improvements in constructive units
11. Make major design revisions/ modifications involving changes in design schemes
- Change in pole location
- Reconductoring of lines
- Changes in transformer locations
12. Conduct audit of contractors’ resources to ensure capability of contractors to carry out assigned project/work order by checking available equipment/ tools, manpower and vehicles
13. Conduct quality audit to check compliance to distribution construction standards, safe engineering work practices and target schedules:

Prepare project status reports
14. Coordinate with government offices and other concerned offices in execution of service application, ECP and maintenance works (ROW problems, interruptions, etc.)
15. Audit materials variances (WOMS vis-à-vis actual materials installed/retired).
16. Close completed construction and maintenance projects/work orders in WOMS
- Update installed facilities data and attributes
- Update other requirements in WOMS (tagging, sketch routing, etc.)
May perform the following activities based on thorough knowledge of Contract Administration processes:
1. Evaluate and prioritize project schedules
2. Initiate field revisions and specify substitute materials based on field condition
3. Initiate intervention on contractor's activities to avoid delays in work progress and coordinate with Logistics and other offices to provide the necessary assistance.
4. Participate in study teams/task forces in support of the Contract Administration process
5. Analyze quality audit findings on contractors’ compliance to construction standards and recommend appropriate course of action.
6. Approves billing/invoices of contractor in WOMS/MMS and all documents related to billing and payment of outsourced Construction, Operation and & Maintenance projects/ work orders
7. Approves all entries/updates made in the information system (local database, WOMS/MMS)
8. Monitor and evaluate performance of contractors at the operational level and provide feedback to Procurement
9. Monitors contract balances, coordinates with Team Leaders of concerned BRU’s, and endorses budget transfer for contracts with insufficient amount
10. Lead, coach and train team members in activities related to the administration of outsourced distribution works
11. Propose/ initiate improvements in construction standards and procedures
12. Provide support to process caretakers on contractor rates, technical evaluation of bids and formulation of technical performance measures
