Reporting to the ROO General Manager, the HSE&C Manager is a key member of the ROO Leadership Team responsible for leading a team of experienced expat and local national HSE&C Team Leaders, Advisors, SMEs and Site Leads to provide HSE&C support across a diverse range of oil field operations (Production, Wells, Projects Water Flood and Facility Management) the role is also accountable for the delivery of the Annual HSE&C Operating Plan in line with the HSE&C Department Strategy.
The ROO HSE&C Manager’s Roles and Responsibilities include:
• The ROO HSE&C Manager is a strong advocate of Heath, Safety & Environment within the ROO leadership team and is seen to lead by example.
• The ROO HSE&C Manager develops health, safety and environmental standards for the execution of operations and project construction activities. Standards are set in accordance with applicable regulations and best international petroleum industry practice.
• The HSE&C Manager ensures consistency and alignment of HSE&C practice across all functions, including: Major Projects (Greenfield and Brownfield), and Small Projects.
• The HSE&C Manager ensures operational completion of the Baseline and Enhanced Redevelopment Plan environmental studies. He establishes measurement and on-going monitoring processes and set targets for improvement from the Baseline.
• An essential aspect of the role is the professional development of the Iraqi national workforce, such that they will be able to function in all roles that are presently occupied by expatriate workers.
• The HSE&C Manager supports ROO in implementing the HSE&C strategy and establishing a detailed action plan for continually improving HSE&C performance in the field.
• Establish a risk based HSE&C Management System aligned with best international petroleum industry practice to ensure conformance with internal management system standards and processes.
• Establish measurement and on-going monitoring processes, and performance management for continuous risk reduction.
• Maintain and improve as necessary the ROO Emergency Response capability in: firefighting, spill response, search and rescue and emergency medical response capability.
• Ensure that all incidents are reported and investigated; follow through to ensure that actions are tracked to completion.
The Regional Manager for a HSE Team providing services and functional support, including Risk Management and Process Safety, to wells operations predominantly offshore in the Caspian Sea covering 10 offshore installations - 7 production /drilling platforms and 3 Mobile Offshore Drilling Units. The Regional HSE manager reports to the Area DC&I Vice-President.
The Leader of a team of Health, Safety and Emergency Response professionals comprising site and office-based Safety and Emergency Response Advisors, Occupational Health and Industrial Hygiene Specialists and Health, Safety & Emergency Responce Assurance Advisors. The HS&ER TL provides Safety Leadership to the Sangachal Terminal (ST) Operations Personnel and assurance to the ST Leadership Team to ensure Safe, Compliant and Reliable Operations. The ST HS&ER TL provides functional support to the Operations Team and assists the AGTR Midstream H&S Director in delivering Midstream Health, Safety and Emergency Response targets and objectives within the overall Azerbaijan, Georgia and Turkey Region.
A Leader of a joint site and office-based HS&ER team comprising Site and office based HS&ER Advisors, Emergency Response Advisors, an Occupational Health Specialist and HS&ER Assurance Advisor. The HS&ER TL provides Safety Leadership to the Azerbaijan Export Operations and assurance to the Azeri Exports Leadership team that standards and reporting are being carried out in a manner consistent with the expectations of BP, manages Health, Safety and Emergency / Oil Spill Response within Operations of BTC, SCP and Western Route Export Pipelines and other Exports in Azerbaijan, provides Health, Safety and Emergency assurance and technical support to Operations and assist the AGTR Midstream H&S Director in delivering Midstream Health, Safety and Emergency Response targets and objectives within the overall Azerbaijan Georgia Turkey Region.
HSE Coach / Advisor on the BP Central Azeri offshore installation - bridge linked dual platform (Production Drilling and Compression, Water Injection and Process) in the Caspian Sea, responsible for daily HSE support of the platform management and professional development of designate offshore HSE specialists to the level of stand-alone HSE advisors.
Health, Safety & Environment Manager for the Deep Water Process, Gas Export Compression, Water Injection Platform Construction group. The leader of an HSE team assisting the Contract Accountable Manager (CAM) in ensuring support and delivery of HSE services and products for activities within the project schedule on a timely basis; educating, supporting and reporting on HSE issues to the CAM, contractor and subcontractors; regular analysis of safety observations; identification of safety trends and recommendation of corrective actions; active daily promotion of safe behaviours and support of safety management systems.
Part of the offshore crew performing seismic exploration in the Azeri sector of the Caspian Sea responsible for the provision of a variety of HSE courses (e.g. Environmental protection, Manual Handling, First Aid, Drugs & Alcohol etc) to the company personnel and qualified medical aid and consulting to the company employees and family members of maritime seismic crews; maintaining and observing of hygiene standards in the company fleet and catering control.
Post-graduate education in OSH Management
