inspection (Rwanda Utility Regulatory Authority. (RURA)
The Public inspection regulator consist of three following activities:
1. Physical inspection
a. Check all licensed vehicles (School bus, Driving School, Rental, Goods and transport of Persons) to make sure if operators comply with regulations in terms of Service delivery and other requirements provided by the regulator.
check if electronic ticketing and tap and go are implemented by asking all passenger to show their tickets or using a device designed for the purpose. (Exclusively for Passenger's Transport)
2.Tracking system
It’s consist of a fleet of 15000 vehicles equipped with GPS and Speed limiter embedded or separated and searchable in one integrated platform by using a control room provided for the purpose.
•The Transport inspector regulator is supposed to detect information about over speed's vehicles, consumption of fuel because it is granted by the government, vehicles fined (Recovery task), movements of vehicles to see whether there was a route violation and others information related with investigation department when an accident or a kind of misbehavior occurs.
•The transport inspector regulator is supposed to be able to formulate and Manage the company’s Fleet Policy with a committee comprising of Fleet Manager, Senior General Manager, Financial Director, Human Resources Manager, Operations Manager, Legal Expert and External Fleet Management Consultant should be established to begin the work of formulating the Fleet policy. A company Document or Fleet Policy Document should set out the rules and regulations relating to the organization’s Fleet operations, This Policy should clarify the rules that apply to all aspects of the vehicles as well as to driver related matters, Every Fleet should have a vehicle policy to ensure that the objectives of the company are carried out.
⁕Fleet Administration
The Administration of the Fleet involves the development of actual management processes that delegate responsibility and authority to various managers, providing them with internal or external systems to control the vehicles and drivers.
⁕Fleet Expense Control
The overall goal of Fleet management is fleet cost containment. Therefore, it is important to measure the success of the Fleet Policy as well as administration of this Policy to ensure that the fleet operates at coast efficient levels that are acceptable within the company.
•The transport inspector regulator must be able to calculate a total life cycle cost of a vehicle by using the following information:

-Type of vehicle
-Retail Price
-Discount
-Bank Interest Rate
-Period in Years
-How many kilometers travelled (Usage)
-Fuel Consumption index
-Fuel Price
-Repairs and Maintenance Costs
-Tires
-License costs
-Insurance Costs.
d. The transport inspector regulator must be able to formulate and implement its company Fleet Policy,
-Select vehicles for the company taking into consideration selection criteria,
-Follow the guidelines and decide how to procure vehicles;
-Place specific focus on financing decisions in order to finance vehicles;
-To reduce or eliminate risks associated with asset loss and damage, ensure vehicles are insured;
-Manage all maintenance related aspect of the Fleet for the entire life of the vehicles;
-Calculate and manage fuel cost for the entire life of the vehicles;
-Draft a policy that outlines when vehicles are going to be replaced;
-Plan and coordinate when and how vehicles are going to be sold or re-marketed (Disposed);
-At the center of all the above points is administration and the ongoing control of expenses, ensure that processes, procedures and controls are in place to facilitate such management.
3. Reporting
The reports are submitted daily, monthly quarterly and annually
Participate in the processes of Elaborating either New or reviewing Regulations and suggesting Policies.

Data Entry/Archivist

-Inputting data from Registers
-Checking data on the database before Objection and Corrections.
-Making any identified corrections in the database before Objections and
Corrections.
-Making corrections in the database which were identified in Objections and Corrections.
-Printing, ordering and checking leases against the database,
-Electronic and physical storage of leases after issuance.
-Receiving registers from different Districts.
-Packing registers into the shelves according their needs.
-Entering, Objections and Corrections.
-Checking and second entering once again.
-Encodings Registers per Districts, sectors and cells into the shelves;
-Delivery registers at Data Entry staff for Entering, checking,
corrections, and, Printing of Certificates.
-Delivery registers for issuance of certificates to the landlord.
-Monitor and Follow all the process and make a daily, monthly and annual
report of Activities.

Data Analyst

Reviewing all PNLS-TRAC-TRACPLUS Files so that based on information
available a master files are established in CSR required format.
- Ensure that all information regarding and affecting TRAC, TRACPLUS and ex
PNLS are in the CSR-TRACPLUS (database) including all desirable related
information.
-Make reconciliation between personal information from CSR and status table
of TRACPLUS-CSR declaration.
-Make photocopies/filling for HR office all proof of payment of contribution.
-With the help of tangible documents from finance… make a status table of TRAC PLUS-
