Lead Project Controls à TransCanada Pipelines

 As Project Controls Lead, controlled cost and schedule during FEED Phase of 1500 Km of New Build Pipelines, including provinces Alberta, Ontario, Quebec, and New Brunswick, with a team of a planners and a cost engineers.
 Participated in contracting strategy planning, from bid cycle, RFPs, and award of contracts for Detailed engineering, procurement, construction.
 Led value improvement sessions with team to reduce Class 4 estimate, identify savings on design, changes to specifications, construction execution, spread breakdown, productivity, materials cost and crew mix to come up with over $2 Billion (15%) in estimated savings.
 Led the development and review of the Energy East Program Project Controls Exhibit for Detail Design, Procurement and Construction phase, to layout a program wide standard on requirements for managing, and reporting costs, schedule and progress using milestones and rules of credit.
 Rolled out the program work breakdown structure to Worley Parsons, Stantec Tanks, Stantec Pipelines, CH2MHILL, GIE Engineering, and Moffat & Nichol for a structure to receive the total installed cost estimates and the development of the control budget for the next phase.
 Provided oversight to PMT cost specialists responsible for resolution of data integrity and quality issues with the contractors reports, and participated in thorough review of the contractor submissions to ensure accuracy of PMT reports to TransCanada.

 Hosted and led planning sessions to identify activities for regulatory approvals for engineering, survey and geotech and created the Baseline Schedule for New Pipelines.

 Utilized earned value management for performance reporting and control of subcontractors on a weekly basis, monitoring progress for scope items, and installation of key quantities.
 Monitored weekly man-hours actuals, earned and planned for performance tracking on efficiency and schedule, using PF, indirect ratios and plan variances.
 Validated contractor change requests, spearheaded trends, and pushed change management processes with field construction for accurate cost management, and complete paperwork ahead of actual construction.
