PROJECT CONTROLS RESPONSIBILITIES:
• Provide Project Controls Management, including baseline schedule development and management, performance status and reporting, baseline change control, earned value management, risk management, guidance and tools.
• Guide the planning team on tasks to split to mitigate delays from weather and long-term delay delivery issues, constantly reviewed the earned value (S curve) against set baseline and the project risk register to mitigate challenges ahead of time to avoid penalties or liquidated damages.
• Clear outline of work packs and job cards for the construction team, managing RFQs, RFIs and change orders; supervision of the project engineer, discipline leads, superintendent /team.
• Analyse contractors delay claims to establish the contractually justified extension of time and provide recommendation for the client approval.
RISK MANAGEMENT RESPONSIBILITIES:
• Plan, design and implement an overall risk management process for the organisation.
• Make risk assessments, which involve analyzing risks as well as identifying, describing, and estimating the risks affecting the business.
• Evaluate risk, which involves comparing estimated risks with criteria established by the organisation such as costs, legal requirements, and environmental factors, and evaluate previous handling of risks.
• Establish and quantify the organisation's 'risk appetite', i.e., the level of risk they are prepared to accept.
• Undertake corporate governance involving external risk reporting to stakeholders
• Carry out processes such as purchasing insurance, implementing health and safety measures, and making business continuity plans to limit risks and prepare for if things go wrong.
TENDERING RESPONSIBILITIES:
• Provides support to management during the pre-tender process starting from evaluating tenders, assessing risk factors to arrive at bid decisions, and estimating all the required material, equipment, and manpower needs to be able to arrive at reliable cost estimates for bidding projects.
• Enquires, consults, and coordinates with client and consultant representatives for specification/ technical and BOQ clarifications required for tenders and proposals and attends pre-tender meetings (if necessary).
• Studies, analyses, and evaluates tender documents from a technical point of view to identify risk factors, ensuring that technical terms comply with the relevant standards and coordinates with the Division Heads, COO and General Manager for the overall risk assessment and bid decision.
• Present during monthly management meetings to discuss/ assess tenders and presents aspects related to tenders (risk factors, bid decisions, all issues and concerns related to tenders).
• Liaises with the procurement department to negotiate with approved vendors, suppliers, and subcontractors.
COST CONTROL RESPONSIBILITIES:
• Evaluating project and conducting project cost/ benefit analysis.
• Provide planning and cost controlling support for projects which includes variation reporting, monitoring of milestone progress to the preparation of customer billing processes advice to the internal PMT team.
• Conducting feasibility studies (technical and commercial aspects), assessing capital cost involved and evaluating the viability of new project evaluation techniques.
• Effectively lead and develop the Estimating team to achieve company and individual objectives.
• Planning, directing, budgeting, scheduling, monitoring, controlling & reporting different projects.
• Identifying the critical areas and informing the management regarding delays in the project.
• Responsible to control and monitor project total expenditure including verifying and checking of invoices and claims from suppliers, vendors, and subcontractors to ensure that all project expenditures are captured and properly recorded.
• Ensure the project cost risks are properly controlled, and where necessary, issue corrective and preventive actions.

JOB RESPONSIBILITIES:
• Support all aspects of the Earned Value Management (EVM) lifecycle, including detail planning, change request creation, variance, ETC analysis, bottom-up EACs and other program-specific performance reviews.
• Oversee the calculation and forecasting of the future costs of systems, projects/programs, resources to support independent studies, strategic programs, investment decisions, and various management reviews.
• Serve as a subject matter expert, provide technical expertise to evaluate program cost estimates and extended budget projections and identify and quantify budgetary, cost, schedule, technical, and programmatic risk factors related to programs.
• Serve on technical and financial boards and committees and oversee the development standards and techniques for evaluating the adequacy of cost activities and capabilities.
