Requirements
Proven work experience as a Senior HR Manager or similar role
Hands-on experience with Human Resources Management Software (including payroll systems and ATS)
Solid understanding of labor legislation
Excellent communication abilities
Leadership skills
Ability to foster healthy employee relations
BSc degree in Human Resources Management or Organizational Psychology
MSc degree in HR or relevant certification is a plus
Responsibilities
Set objectives for the HR team and track progress
Design and implement company policies that promote a healthy work environment
Develop compensation and benefits plans
Support and suggest improvements to the entire recruitment process
Host in-house recruitment events
Discuss employees’ career development paths with managers
Monitor HR metrics (e.g. turnover rates and cost-per-hire)
Review departmental budgets
Organize learning and development programs
Ensure HR staff addresses employees’ requests and grievances in a timely manner
Maintain HR procedures that comply with labor regulations
Job Summary: Manages the district’s Human Resource activity. Ensures human resources procedures and
other operations are consistent with current laws and district policy. Develops, plans, and implements

Major Duties & Responsibilities
1. Plans, directs, and organizes the district’s human resources procedure, and processes
consistent with current laws and district goals; evaluates current procedures and recommends changes.
2. Supervise HR department staff and assists staff in resolving non-routine issues in their respective areas
and investigates problems and employee complaints.
3. Advises and consults with district administrators on employee and human resources issues in the areas
of compensation/classification, ADA, workers compensation, grievance procedures, and other areas
impacted by employment law. Monitors staffing needs of departments.
4. Advises and consults with district administrators on employee and human resources issues in the areas

impacted by employment law. Partners with administrators to investigate, assess and implement
disciplinary and corrective action. Attends employee meetings addressing performance concerns and
works with director and legal services to facilitate appropriate personnel actions. Manages HR
department services to administrators to support performance management.
5. Manages employee benefit plans including health/welfare plans, flexible spending plans and tax deferred
annuities for the district. Oversees eligibility procedures, notice requirements, and annual open
enrollment process.
6. Serves on management team to develop organization strategies, obtain their input on critical HR issues
and works with cabinet and superintendent to discuss and resolve a variety of human resources issues
such as staffing, reorganization, policy and rule interpretation and related personnel issues.
7. Performs other job-related duties as assigned.
