•Implement HI-BGD policies as employee recruitment procedures, induction, training & development, compensation & benefits, performance appraisal, employee relations, leave management, expatriate travel & accommodation, work permit, RRRC camp access permission and responsible any quarry in regards HR issues.
•Maintain and regularly update all HR tools (employee contract management, employee’s personal file, staff contact list, updating leave, attendance, employee appraisal, staff medical claims etc)
•Recruiting staff, which involves developing job descriptions & person specifications, preparing job adverts, checking application forms, shortlisting, interviewing, selecting, placement and inducting new staff.
•Coordinate and Liaison with Dhaka office to ensure new staff recruitment, contract issuance, amendment and extension for national staff etc.
•Ensure up to date HR policies, procedures, forms etc. are available for access by all staff.
•Provide induction to new staff (policies, forms, JDs etc) specifically for HR and Admin related tasks
•Support to HR Coordinator for other general HR practices such as staff performance management, staff orientation, development and training, compensation and benefits; managing employee relations, conflict resolution, etc
•Ensure timely employee salary, health benefits reimbursement, safety & security and welfare of all employee
•Ensure employee ID card & business card for all site in Cox’s Bazar
•Provide answers to day to day questions posed by employees concerning HI’s staff benefits and ensure that staff in the field projects also receives this information
•Managing the cleaning and cooking team
•Administrative management of expatriate staff
•Develop HR business plan and support to develop project implementation plan, departmental business plan, individual accountability plan, monthly report to achieve the organizational goals and objectives in project time.
•Develop personnel file management system and preserve human resource related documents of the project.
•Prepare emergency human resource planning on the basis of supply and demand forecasting as per HR policy.
•Ensure recruitment process as job analysis, advertisement, CV screening, shortlisting, interviewing, selecting, reference check, job offer letter, appointment letter, placement, deployment, orientation, staff transfer, no other claim letter, release letter, termination letter and coordinate with emergency roaster team.
•Prepare staff database and update regularly.
•Maintain attendance and leave records of employees.
•Ensure timely salary disbursement to all staff and support to review for submitting project proposals.
•Organize orientation for project team on policies & procedure, project implementation plan under UNHCR project.
•Develop system and coordinate performance appraisal process to ensure effective communication.
•Handle employees’ grievance management and ensure effective disciplinary procedure.
•Support management in planning motivational activities for the project team.
•Coordinate and support admin and logistics for vendor enlistment, RFQ and tender processing.
•Coordinate capacity building of field level supervisory staff to handle HR & admin related matters effectively.
•Recruitment & Selection: HR Planning, job analysis, review JD, CV screening, interview assessment, exit interview, deployment, consultant/Trainer database, emergency response roaster and hire Trainer/Consultant.
•Induction: Conduct session on HR policy & procedure, code of conduct, sexual harassment & gender based violence.
•Capacity Building: Conduct TNA, annual training calendar, ToR, hire consultant/trainer, budgeting, curriculum development, organization, facilitation, implementation, pre & post evaluation, impact assessment, report writing, VISA support, training logistics and coordinate e-learning from IRW HQ.
•Performance Management: Review performance KPI, competency mapping, forms & guidelines, identify high/medium/low performer, performance report and link with Training & Development.
•Compensation & Benefits: Technical support salary survey, salary review and reward package.
•Organizational Development: Gap assessment by staff survey, program review meeting, staff meeting, discussion with employee, review strategic policy, review HR development system and implementation plan.
•Employee Engagement: Staff meeting, strategic planning, knowledge sharing, learning opportunity and retreat.
•Grievance Management: Guidance on grievance management, disciplinary procedure and investigation.
•Develop Policy Development & Guidelines: Induction package, HR strategies & business plan, review HR policy, IAP, competency framework, performance management, interview assessment, health insurance, talent Management Strategic guidelines, volunteer & internship guidelines, training guidelines, trainer & consultant guidelines and survey.
