• Plan, directs, coordinates and supervises the functions and activities of the Site safety section including Project sites and Plant Turnarounds.
• Perform HSE manager’s duties during his local leave/home leave.
• Ensure that operations within the LNG Plant, OAG Plant, Project work-sites, Turnarounds and all associated areas are carried out in accordance with the company’s health, safety & Environment policies, procedures and in line with ADNOC Codes of Practice.
• Maintain frequent contact with counterparts in ADNOC and group operating oil companies, local and international organizations for exchange up to date scientific and legislative information as well as matters of HSE
• Provide professional & Technical advice to all levels of management on all matters related to safety and loss control. Provide input to technical design and procedural proposals. Ensure that all designs and modifications to plant equipment and project work comply with ADGAS international HSE standards
• Carryout pre-commissioning check of modifications/new installations to ensure compliance with ADGAS HSE requirements.
• Follow up closely the implementation of all recommendations obtained from the safety studies in particular safety case
• Provide technical expertise & support in the field of crisis and emergency management as well as emergency response in line with the Company's ICS.
• .Prepare the annual operating budget, monitors expenditures and justified variances. advises MHSE on the 5 year budget plans
• Ensure that a plan is in place and implemented for the periodic inspection and follow up of all the HSE critical equipment and system (mobile & fixed) in the LNG and OAG Plants as per the stipulated performance standards.
• Ensure that findings of QRA and Safety case studies are cascaded on site and emphasized during Task risk assessments.
• Coordinate the implementation of HSEMS Programs through the different senior safety specialists and performs the role of process owner as required.
• Provide HSE input as and when required to technical design and procedural proposals, i.e. Plant modification and new plant projects.
• Ensure PTW requirements are implemented on site and that Task Risk Assessments are performed for all critical activities.
• Ensure that critical safety equipments (fire fighting, breathing apparatus, rescue operation equipments, etc) are well maintained and replacement plans are effectively implemented with continuous improvement initiative.
• Ensure that all relevant HSE Department Manuals are reviewed and updated regularly.
• Perform other related duties as assigned such as prepares & issues reports, participates in committees & task forces, coordinates accident investigation and their respective follow up.
My main duties are to provide leadership, advice and guidance on HSE and quality issues. With a focus on sustainability and minimizing operational risk and achieving best practice .Provide professional advice, guidance, assistance and support through all stages of the Engineering and Construction projects scope of work, onshore and offshore.Supporting Vessel Management/Supervision in their responsibility for delivering vessel HS&E performance.I have been involved in a wide range of projects / HSE studies, either working alone or as part of a team, participating in many task forces, and participation /contributing in many HSE technical committees have provided me with confident management and communication skills together with the ability to manage and analyze many HSE related matters.
• Review and analyze the HSE accidents and incidents investigations. Ensure the investigations conducted thoroughly and learning effectively captured and communicated
• Plan, perform regular HSEMS audits on refinery’s sites and contractors. Supervise any resulting action
• Plan, identify, supervise and control the implementation of the appropriate HSE training Program.
• Ensure the development of the HSE procedures and standards in line with the company’s risk profile and learning from alerts, legislation changes.
• Organize & conduct emergency management & response exercises, drills & training to agreed frequency & standard to respond to the various scenarios
• Guided and control the HSE activities carried out by the Company’s well-site Geologists
• Participated in the HSE activities of operations exploration section concerning the preparation of comprehensive well programmes and well testing, coring programmes and analysis
• Ensured implementation of:
o PTW requirements on site
o Maintenance of critical safety equipments such as Fire Fighting, Breathing Apparatus, Rescue Operation Equipment, etc.
• Looked after overall administration and implementation of drilling activities pertaining to Health, Safety and Environmental (HSE) initiatives, programs and procedures
• Monitored contractor and Company personnel HSE performance and assisted them in the implementation of improvement initiatives
• Conducted HSE internal training courses.
• Conducted accident/incident investigation and prepared the annual near miss analysis report
• Recommended on hazards associated with drilling operations chemicals and other materials produced, or likely to be used in the operations, and advised on exposure limits
• Attend the work required meetings with drilling division and jointly reviewed and evaluated HSE work progress
