• Plan, directs, coordinates and supervises the functions and activities of the Site safety section including Project sites and Plant Turnarounds.
• Perform HSE manager’s duties during his local leave/home leave.
• Ensure that operations within the LNG Plant, OAG Plant, Project work-sites, Turnarounds and all associated areas are carried out in accordance with the company’s health, safety & Environment policies, procedures and in line with ADNOC Codes of Practice.
• Maintain frequent contact with counterparts in ADNOC and group operating oil companies, local and international organizations for exchange up to date scientific and legislative information as well as matters of HSE
• Provide professional & Technical advice to all levels of management on all matters related to safety and loss control. Provide input to technical design and procedural proposals. Ensure that all designs and modifications to plant equipment and project work comply with ADGAS international HSE standards
• Carryout pre-commissioning check of modifications/new installations to ensure compliance with ADGAS HSE requirements.
• Follow up closely the implementation of all recommendations obtained from the safety studies in particular safety case
• Provide technical expertise & support in the field of crisis and emergency management as well as emergency response in line with the Company's ICS.
• .Prepare the annual operating budget, monitors expenditures and justified variances. advises MHSE on the 5 year budget plans
• Ensure that a plan is in place and implemented for the periodic inspection and follow up of all the HSE critical equipment and system (mobile & fixed) in the LNG and OAG Plants as per the stipulated performance standards.
• Ensure that findings of QRA and Safety case studies are cascaded on site and emphasized during Task risk assessments.
• Coordinate the implementation of HSEMS Programs through the different senior safety specialists and performs the role of process owner as required.
• Provide HSE input as and when required to technical design and procedural proposals, i.e. Plant modification and new plant projects.
• Ensure PTW requirements are implemented on site and that Task Risk Assessments are performed for all critical activities.
• Ensure that critical safety equipments (fire fighting, breathing apparatus, rescue operation equipments, etc) are well maintained and replacement plans are effectively implemented with continuous improvement initiative.
• Ensure that all relevant HSE Department Manuals are reviewed and updated regularly.
• Perform other related duties as assigned such as prepares & issues reports, participates in committees & task forces, coordinates accident investigation and their respective follow up.
