- Conduct internal audit of the State aviation safety oversight system and regulations to ensure compliance
with the State’s obligations under the Chicago Convention
- Conducts audits of service providers' SMS, including resource allocation and performance monitoring
- Develop and implement an internal review of SSP and its safety policy to ensure continuing conformance
and improvement
- Supervise and monitor state safety oversight activities on aircraft, certified operator, approved maintenance organization and training organisation so that compliance with the standards promulgated by ICAO and Civil Aviation regulations are maintained
- Ensure all relevant certificates and approvals of aviation service providers are issued in accordance with
established Requirements and procedures
Manage the Aviation Safety surveillance, inspection and certification programs in accordance with the CAMA corporate objectives and aviation industry requirements to ensure safe air transportation.
Implementation of Safety Oversight program by directing, planning and controlling the Aviation Safety Sector
Ensuring compliance with Civil Aviation Law and Regulations by the civil aviation industry, through a comprehensive audit, inspection and certification system
Manage all continuing airworthiness functions including:
-Develop Continuing Airworthiness Policy
-Manage the Continuing Airworthiness Management Exposition (CAME)
-Analysis of the effectiveness of the Maintenance Programme
-Monitoring the implementation of the Maintenance Programme
-Ensure Embodiment of Airworthiness Directives, Service Bulletins and Modifications
-Ensure the management and oversight of the Airworthiness Review Certificate (ARC) Process for each Aircraft
SSP implementation: Safety Risk Management, Safety Assurance, Safety Promotion
Timely update and improvement of the SSP and sharing of best practices across the civil aviation Authority
Review and acceptance of the service providers SMS and conducting a periodic assessment of its performance
Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
Implement the day-to-day standard operations assigned to ensure compliance with the established standards and procedures.
Undertaking safety and quality audit tasks, investigation, surveillance, or inspections of internal and subcontracted maintenance functions to maintain regulatory approval
Prepares detailed report on inspection, surveillance and audit activities and report breaches of regulations
and directives to the Regulation and Investigation Department within CAMA
Prepare quality assurance reports and follow up findings resulting from audits, surveillance to ensure
actual execution of identified corrective actions
Monitoring compliance with, and the adequacy of, procedures required to ensure safe operational
practices, as required by applicable Regulation
Accident Investigation for preventing similar incidents in the future
-Follow all relevant policies, processes and standard operating procedures so that work is carried out in a
controlled and consistent manner
-Review and update existing Company Technical, maintenance, Safety and Quality Manuals, protocols and procedures to ensure regulatory compliance and continuous improvement.
-Review qualifications, training and experience of applicants and carry out QA approval interviews prior to grant of company authorizations to Certifying Staff
Regulatory approval of maintenance and repair organization. and qualification of maintenance personnel.
Approval of maintenance management of certified operator (CAMO).
Approval of suppliers of aeronautical parts
Conducts safety oversight audits and inspections on approved maintenance organizations, line station
facilities, Training Organizations continuing airworthiness of the aircraft and certified air operators, to maintain levels of compliance with Civil Aviation regulations and requirements
Approval of maintenance organization manuals MOE, Continue airworthiness management manual CAME
, quality manual and post holders. or other Organisation manuals
Investigates industry’s reports of malfunction, defects, failures and any service difficulty reports (under
MODR/ECCAIRS Scheme) and make recommendation or resolution to ensure unsafe conditions are corrected
and to notify authorities concerned on the issue.
Issuance and renewal of certificate of Airworthiness and issuance of Export Certificate of Airworthiness in
accordance with the applicable CAA requirements
Undertakes the process to register and deregister of aircraft into the Yemen CAMA register
Conducts inspection of aircraft and its supporting document to ensure compliance to applicable standard
and to identify potential hazards and areas for improvemen
Conducts inspection of foreign aircrafts in accordance with SAFA program, as required
Approves maintenance program of the aircraft and its subsequent amendments
Support Aviation Safety investigations and determined through the cause of reported defect, and incidents,
performed root-cause / causal analysis to prevent future occurrences
Develop, issue and regularly update various systems, policies, process, procedures and guidance material to
enhance adherence to aviation regulation and ICAO standards and ensure its continuous improvement
