• Monitor the effective implementation of HSE Management System of OGC/PDO in a dynamic state to cater to the project / contract HSE and certification requirements.
• Effectively deal with line managers to ensure compliance with the HSE requirements and conflict resolution, if any.
• Ensure that Hazard Identification Plan in accordance with the clients Loss Prevention Program is maintained and implemented accordingly.
• Carry out management visits to various project sites, engage with the workforce, inspect work sites in order to verify implementation of HSE requirements, identify gaps that need focus and provide practicable solutions to address the issues.
• Extend active support in organizing corporate reviews, HSE Advisers forums, Contractors Meeting, Safety Quiz, Safety Survey, etc.
• Access new legislative requirements and maintain HSE specific requirements in the state of compliance.
• Review the incident investigation and conduct management / client review to prevent recurrence.
• Ensure all permits are available for works on the site and all safety precautions are taken.
• Ensure the PDO/OGC Road safety procedures and Vehicle/ equipment; the fitness requirements are being followed at the site.
• Advise to contractors about theme specific HSE campaigns and ensure roll out in all projects and work places.
• Establish and co-ordinate HSE audit plans, actions and follow up reports. Manage administrative works like short listing and participating approval interview for suitable candidates for HSE Advisory positions of contractors, leave approvals,
• Collect and maintain HSE records and statistics updated, orderly and easily retrievable manner.
Job Role & Responsibilities:
• Develop, monitor and update the Health & Safety framework, policy and procedures, implement and evaluate a health and safety action plan for the company.
• Ensure the working environment is healthy and safe for employees, workplace, visitors and contractors as per QP Offshore HSE regulations for contractors.
• Assisting and Coordinating HSE Manager to prepare HSE related documents and submission to QP HSE Offshore Focal point.
• Preparation of HSE Effective document system for Internal & External HSE Audit.
• Preparation of required Project related HSE documents such as HSE Plan, Environment protection Procedure, Lifting Procedure, Mobilization Procedure, Waste Management Procedure, Confined Space entry guideline, Heat Stress Prevention Guide lines etc.
• Implement good practices that enable the promotion and development of a strong health and safety culture across the organization.
• Monitoring and encouraging the workers and supervisors to involvement of their commitment to the HSE system like Safety Observation Cards writing and submitting by daily basis.
• Monitoring, Supervising & Implementation of QP Offshore Emergency Responds procedure, QP Offshore EMS procedures, Offshore scaffolding Procedures.
• Monitoring & ensuring the adherence to QP Offshore PTW System in work site.
• Provide guidance, on the development and implementation of a “best practice” governance infrastructure to enable them to achieve their operational health and safety responsibilities.
• Identify an appropriate schedule for periodic independent audits for subcontractors of health and safety.
• Provide guidance on training, and facilitate the development of generic training modules.
• Identify external best practice around health and safety, incorporate into a best practice guide “IMS” and disseminate as appropriate.
