• Exercise overall financial supervision to all projects of Aktor in Qatar including JVs with contract sums in excess of QR 9 Billion
• Participate in corporate policy development as a member of the senior management team
• Working closely with the Country Manager and other Key personnel regarding project financial management issues and ensures compliance with requirements of the contracts and other governing policies and procedures
• Directs and coordinates debt financing and debt service payments with financial institutions
• Assisting the Country Manager in the design of strategic and operational planning to ensure strategies and activities to be carried out at all levels are consistent with project resources and procedures.
• Liaise with banks, tax authorities and other regulatory authorities as needed
• Work closely with external auditors regarding the annual audit and application of changes in and/or new accounting pronouncements. Establish procedures to mitigate financial risks, and maintain proper financial records and adequate accounting controls and procedures
• Directs and coordinates company financial planning and budget management functions
Implements JV's policies and procedures as set out by the operational manual
Provides support to the management and other key personnel regarding project
financial results of each project on monthly basis and suggesting on the underlying reasons for any significant variances in both revenue and expenses as compared to the budget
Monthly presentation to the Project Steering Committee of the financial performance of each project - project to date, forecast end-of-project results and cash-flow reporting on current use of funds and highlighting areas where additional bank facilities will be required in future in order to finance working capital needs of the projects
Develops and assures compliance with project administrative policies and procedures in country offices in compliance with country’s laws and regulations
Prepares financial statements and accounting reports for distribution to the business’s managers for their planning, control, and decision-making needs
Oversees daily operations of the finance department
Directs financial audits and provides recommendations for procedural improvements.
Supervise and review site reporting including budgets and cash flows
Exercise financial and administrative supervision on Human resource, Administration, Stores and I/T departments
Responsible for the overall financial supervision of two road rehabilitation projects with total Contract sum of USD Three hundred million. (Dragados - J & P (Avax) Joint Venture)
Developed, documented and applied accounting policies, procedures and internal controls
Supervise accounting staff with direct oversight of all accounting, payroll and banking activities
Preparation of cash flow projections and monitoring of budgets
Implemented GAAP-compliant financials, generated monthly close of financials statements, and prepared management reports
