Duties & Responsibilities
Handling commissioning and testing work of substation automation systems such as Relays, Annunciators, RTU’s, Substation Computers, Communication Gateways LANS for AIS and GIS Substations with voltages 4.16 KV up to 34.5 KV will also provide technical support to Protection and Control Engineers and assist Project Teams in developing project scope, resources and schedule requirements.
Adherence to all IEC and IEEE standards with all safety Measures, Emergency Counter measures.
Prepare test plans, supervise and coordinate commissioning activities for Power Transformers, Voltage Regulators, CB’s, PT’s, CT’s, HV Switches and Station Service Equipment and AC/DC System such as UPS, Chargers, Batteries and Transfer Switches.
Performing primary and secondary testing of instrument transformers (current and voltage transformers), polarity and ratio check.
Overseeing setting‐up and testing of protection relays for HV feeders, power transformers and generators, and measurement centers. Handles testing of MV switchboards including the apparatus e.g. circuit breaker, disconnecting switches, earthing switches, VT's, etc., including testing of LV switchboards, apparatus such as circuit breakers, etc., the protection devices such as earth fault detection, etc. and measurement devices or centers.
Responsible in testing of DC power supply system including the batteries, the chargers and switchboards. Handles testing of UPS system including the batteries, the UPS units and switchboards, loop test to control and supervise the computerized system, fault recorder, etc.
Performing scheme test or functional test, testing of inter‐trip panel and tripping matrix and monitor testing of mechanical and electrical interlocking schemes.
Supervise the setting and testing of the protection guard of the main step‐up and auxiliary power transformer like oil and winding temperature and gas pressure. Handles testing the controls of the main step‐up and auxiliary power transformers including the on‐load tap changer and monitor the testing of Generator Control Panel such as its synchronization, excitation AVR, etc.
Ensures operation and performance are in compliance with the design criteria. Define and review method and action to ensure proper operations of equipment, system and plant.
Defining and requesting work and/or test permit, release from service operations and to follow‐up of clearance works and responsible in handing over of commissioned system to the operation team.
Prepare the taking over request of system or sub‐system and managing the taking over process between the Erection team and the Commissioning team.
Manage the documentation for electrical commissioning such as taking over certificates, as built drawings, manufacturer manuals and instructions, snagging lists, test procedures, risk assessment and health and safety method statement, end of commissioning reports.
Ensuring all quality control records like test reports, equipment calibration certificates, design modification requests, commissioning anomaly reports, etc. for the works are progressively accumulated, indexed and available to support a phased systematic acceptance.
Plan, manage, coordinate and supervise the certification of systems such as gas analysis, instrumentation, earthing system, etc.
Set‐up, populate and maintain the databases to follow‐up and track the electrical commissioning work progress (i.e. the commissioning reports), the outstanding points (i.e. commissioning anomaly report), the hand over data or file for the energizing and operations.
Compile, consolidate and follow‐up the end of electrical commissioning reports and preparing the taking over of system or sub‐system for the Operation team.
Review and up‐date periodically the work time schedule. Compile, consolidate and follow‐up of the outstanding lists and monitor the work progress and key timescale objectives.
