As head of FAB, a very sensitive and complicated task of Spectrum Monitoring and Management at the National and International level has been assigned to my post. The present revolution and introduction of Next Generation Wireless Technologies (3G and 4G) in Pakistan was the objective that had been entrusted by the Government to FAB under my supervision which was a challenge that my team completed in line with the policies of Ministry of IT and Pakistan Telecom Authority PTA. Coordination of spectrum management and planning activities, issuance of relevant policies in line with the government objectives and interaction with international organizations such as ITU and APT to promote Pakistan’s stance on telecomm ventures were the key mandate. Contributions in formulation of” Telecomm policy 2015” with the stake holders was the haul mark achieved during the tenure.

NUST is the leading university of Pakistan and a centre of excellence meeting international standards. I was deputed as Deputy Director Evaluation and was assigned: (1) Coordination of fellow ships/study programs/seminars/conferences being offered by international agencies such as UN and other donor agencies. (2) Evaluated cases of Science and Technology cooperation between Pakistan and other developing countries. (3) Conduct of courses/seminars/workshops other than the regular programs of the studies in coordination with UK, Canada, USA, German Universities/Institutes. (4)Preparation, execution and implementation of all PC-1’s of NUST and IDB (Islamic Development Bank) Project by which 25 M$ was approved by the IDB and over 1600 MRs were approved by the GOP for NUST development projects by the IDB. (5) Planning and control of NUST participation in national/international conferences, seminars and exhibitions. (6) Arrangements of convocations and Event Management during the visits of dignitaries including research scholars and foreign faculty.

Training/Project Coordination Experience with International Donor Organizations/Agencies at NUST
•Coordinated and conducted training programs and projects for NUST Faculty and students with ISECO and UNESCO.
•Worked on collaborative projects and training programs with JICA, Japan.
•Conducted and arranged projects, training events including seminars/workshops with
“Hanes Sidle Foundation”, Germany.
•Preparation of R&D proposals for fellow ships offered by international agencies like UNESCO, China, Korea, and ISESCO

Communication Plans Officer at United Nations Peace Forces Headquarters

Pakistan is a regular contributor to UN Peacekeeping Operation around the globe. I was deputed to UN Peacekeeping Mission as “Communication Plans Officer at UNPF Peace Mission in Bosnia” and assigned responsibilities: (1) Worked at UN Peace Forces Headquarters in G6 (Communications) Branch comprising multinational staff having interaction with 43 different nation contingents and staff i.e. American, British, Canadian, Dutch, French, And Turkish etc. (2) Prepared and executed communication plans for the military forces in the entire mission area in close interaction with the operational planning branch (G3). (3)Planned, deployed and successfully commissioned the UN network in the mission area to include UN Satellite (VSAT) Network MOTOROLA based network CODAN based network. (4) Assistance and joint planning/guidance for provision of communication to UN Civilian Police and UN Military Observers. (5)Received appreciation letters and UN Medal with a certificate for successful planning/provisioning of communications to UN Peace Forces.
•Liaison officer with NATO Forces (SFOR) communication Branch.
Assisted in interfacing the UN communication network with NATO Forces IVSN Network (Initial Voice Switching Network) and American Army DSN Network (Defence Switching Network).
EW/Information Security Experience
Served as a team member for discrete security technical matters. My assignment encompassed: (1) Supervision and implementation of security related projects including access control biometric and video systems (2)Management and attendance of security meetings on KPID (Key Point Development) functions at the national level.(3) Induction of manpower and security training of manpower on security duties. (4)The field setup is responsible to provide technical support to tentacles at the strategic level. The tasks performed were: (1) Conducted interception and monitoring activities on the eastern borders. (2) Got hands on training on “Satellite and Microwave encryption and Interception Systems” from Chinese Experts. (3)Successfully installed operated and commissioned” Satellite and Microwave Monitoring Station” and carried out test and trials throughout the country.




Project Management Experience with Goverment Agencies
IDB Project and PC1’s of NUST (National University of Science and Technology)
NUST during its initial stages in 1997 required progressive funding for the development of infrastructure and equipment. A project containing state of the art Lab Eqpt and Civil Works was conceived and got approvals from the govt and IDB authorities after 2 years of strenuous efforts. NUST got 25 M US $ which supported its infrastructure and R&D activities at the national and international level till date. Similarly for establishment of seven new institutes and various R&D Projects, PC1’s of NUST Phase 1 & 2 were prepared including PC1’S of new institutes and funding to the tune of 1600 MRs was obtained from GOP. As an award of outstanding performance, beside appreciations my stay at NUST was extended exclusively to complete the initial stages of the projects.
Expansion of FAB National Spectrum Management and Monitoring System Project at the National Level
The NFMMS (National Frequency Management and Monitoring System) project of FAB was first established in year 2000 across the country up to 3GHZ which supported and provided interference free spectrum to users in telecom, broadcasting sectors including Govt. A need was always felt to expand the system to cover future technologies for which a Project of 300 M Rs was conceived, prepared and executed across the country under my supervision. The project would be beneficial for the users due to enhanced range up to 40 GHZ thus resulting into increased revenues for the national exchequer.

Spectrum Clearance from the Government and Defence Departments
The most imp task of spectrum vacation from the defence and government departments was conducted successfully to make it available for next generation technologies, colossal coordination and efforts were done to motivate and adjust all government departments on one plat form.

Conducted Satellite RF Planning Project with SUPARCO for PAKSAT -1R
During the Satellite coordination, the ground stations placed at Lahore and Karachi were conducted so as to ensure interference free site. Spectrum coordination with 15 member states was done to ensure PAKSAT -1R launch and operation within the planned time.
