Key Result Areas:
•Understand and review the finalized architectural detailed drawings for the project, analyze feasibility from a MEP/ Services perspective and resolve the queries/issues(if any) from Architectural & Planning team
•Establishes detailed scope of work for the project as directed by Division of Technical Affairs and Dept. of Construction’s Senior Management in conjunction with other divisions and Client, and in accordance with project(s) proposal and contract.
•Develops overall strategic plan to execute the project deliverables in adherence to the contract & stakeholder milestones
•Understand the overall budget and budgetary allocation for various phases of project and ensure adherence to the same through the construction/execution
•Establishes, with the Project Staff, Department Manager and Senior Management, manpower requirements necessary to execute the scope(s) of work of project(s). & Responsible for maintaining and updated forecast of the resources required to deliver against the project plan
•Establishes project management procedures for execution of construction management tasks
•Reviewing subcontract schedules, finalization of subcontract works and taking necessary approvals from the senior management
•Field mechanical engineering position in construction management. Application of mechanical engineering expertise in HVAC, Fire Protection and Plumbing. Owner's Engineer position representing the Client. Responsible for review and approval of mechanical submittals, including plumbing pumps and piping systems (drain waste & vent, domestic water), fire protection (pumps, piping, sprinkler heads), HVAC systems (VAV boxes, ductwork, process piping, chiller systems, controls, building management system)
•Modifies and updates the Project Management Plan and Project Execution Plan as required
•Implement methods and solutions for complex engineering problems and will select the most efficient and economical manner to meet the clients' design objectives.
•Responsible for all project contractor(s) oversight, daily management of quality assurance, and safety program adherence
•Leads Site Engineers and design personnel in technical excellence and growth in the Quality Improvement Process.
•Performs field inspection and provide field support, as necessary during construction phases
•Provide response and technical solutions to RFI's raised by Contractors, Operation and Maintenance teams
•Arranges meetings between the contractor and concerned departments to resolve interfacing problems during construction.
•Witnesses contractors' quality control inspections to ensure that the permanent works are constructed according to the contract, applicable codes, standards, approved drawings and specifications (i.e. Pressure test, pre-commissioning equipment startup, and final commissioning)
•Delegates the authority among the project team for the execution of the project construction program, will monitor these construction activities for compliance with established schedules and budgets
•Monitors the progress of all project functions and reports on their status to the Division Management and Client as required. Gives particular attention to reporting matters affecting project overruns or delays and makes every effort with Division Management to rectify these conditions
•Reviews all work for compliance with the contract documents, specifications and/or approved IFC. Identifies out-of-scope work requirements and prepares required contract change notices for client approval.
•Obtaining drawing & material approvals, conducting technical review meetings with consultant’s client & suppliers for major equipment and systems to be used at site to obtain approvals
•Liaising with client & consultant representatives for specifications/ technical & BOQ clarifications required for tenders and proposals
•Coordinating & following-up with sub-contractors/vendors for necessary documentation
•Reviewing subcontract schedules, finalization of subcontract works and taking necessary approvals from the senior management
•Guide/Advise in managing and upholding the Fire and Life Safety (FLS) across all projects and operating assets
•Oversee and manage all FLS including projects/operating assets under development as per approved project FLS plans / documents
