Managing STC Bids for Mega projects and ensuring compliance of proposed solutions with local Regulatory Regime.

• Coordinate within STC and outside with CITC and other local and foreign entities to ensure Network regulatory compliance with Government policies and international best practices while protecting STC’s interests
• Oversee Interconnection, MNP, collocation, dispute resolution and agreements with other licensees etc
• Competitive intelligence (Zain, Mobily, Etisalat etc.)
• Regulatory risk analysis and strategy advise based on benchmark studies of international regulatory practices
• Analytical reports on foreign investment opportunities (Kuwait, Bahrain, Qatar, Oman, Tunisia etc.), regulatory atmosphere, spectrum policies, landing rights, licensing etc and entry strategies.
• Participate in regulatory consultations (MNP, disaster recovery, USF, RF exposure etc) to safegaurd STC’s interest
• Maintain information on national licensing policies, spectrum allocation and regulation to ensure compliance
• Prepare and issue RFPs to vendors for special projects like USF and manage preparation and submission of subsequent Bids to USF.

• Conducting Research on technological developments and Regulatory strategies to deal with them.
• Inviting expression of interests, evaluating applications technically and giving advice to the applicants for making up deficiencies
• Drafting and reviewing Policies, procedures, licenses, reports and consultation papers related to unbundling, Interconnection, MNP, Limited mobility, Cost Models and termination charges, spectrum, type approval, numbering and universal service, spectrum management e.t.c
• Preparing and conducting tutorial sessions on contemporary regulatory theories and methodology for
Senior officers and preparing high level summaries of the same for the Chairman
• Advising Director General on technical and licensing issues, interpretation, review and outsourcing of consultancies.
• Providing techno legal consultation to the Authority on technical standards, technological evolution, telecom deregulation, Licensing, Reference interconnection and access offers, licensing, enforcement, interconnection and other issues related to the multi-operator, multi service telecom sector of Pakistan.
• Review licencing policies and regulations and suggest improvements in the light of international best practice

• Technical Evaluation of proposals for licenses of Electronic Media services
• Technical inspections for enforcement of technical standards.
• Research of new technologies for issuance of licenses, better utilization of frequency resources and promotion of Electronic Media industry in the country.
• Drafting of license and technical standards for Electronic Media services.
• Assisting the Authority and industry on technically issues.
