 Manage the development, implementation, and maintenance of HSE management system in compliance with local statutory, corporate requirements and International standards (ISO 45001:2018 & ISO 14001:2015), through the establishment of the supporting HSE organization, processes, procedures and tools.
 Manage functional interfaces with corporate HSE and Environmental Management departments.
 Develop programs to promote Zero Incident Mindset.
 Develop, implement and communicate all HSE strategies, programs and processes.
 Develop, review and monitor HSE objectives and targets across all projects.
 Keep up to date with new HSE legislation and best practice developments that affect the company, ensuring that when necessary, policies, procedures and processes are appropriately updated.
 Provide leadership on HSE matters to all project personnel.
 Establish, control, monitor, evaluate & improve implementation of the environmental monitoring programs throughout all phases of the project.
 Prepare, maintain & monitor HSE work plans and budgets for HSE function at all projects
 Develop, control and monitor effectiveness of implementation and maintaining of company Emergency Management capabilities provided to all projects.
 Monitor HSE performance of project workforce, including contractors and suppliers.
 Develop, control and monitor company- HSE training plan and programs.
 Developing an HSE selection criteria for contractors to implement their HSE programs within the company- HSE management system framework.
 Develop and review tender packages and bid submissions for HSE requirements / specifications.
 Develop and implement company contractor and supplier HSE strategies including contractor selection, audit and surveillance programs.
 Ensure all construction activities are carried out safely according to developed Safety Plan.
 Develop and monitor implementation of HSE orientation programs for all company staff, consultants, and contractors.
 Input into contractor’s construction safety programs and safe work practices.
 Track and report HSE performance metrics, including all leading and lagging indicators.
 Generate all HSE reporting requirements (e.g. weekly, monthly).
 Lead Accidents’ investigations and assist others to investigate incidents / accidents, and ensure the effective management of the needed corrective actions to prevent reoccurrence.
 Ensure that Project Managers, Construction Managers and Site Managers are aware of relevant Safety and Environmental statutory compliance requirements and have systems in place to ensure compliance.
 Develop and ensure implementation of project HSE Incentive and Penalty program.
 Ensure Lessons Learned are captured and reflected in ongoing work as appropriate in order to deliver upon the continuous improvement mindset.
 Comply with the company’s policies and procedures and ensure compliance by those within your area of control, at all times.
 Communicate, promote and manage the company’s vision with respect to HSE standards, behaviors and performance.
 Communicate and promote a safety first culture that supports continuous HSE improvement and actively engages workers through company‐wide programs.
 Ensure all statutory and internal company information is communicated to HSE team and management.
 Ensure appropriate resources are made available to develop, document, implement, maintain and comply with HSE systems and programs.

(1) Establish and ensure implementation of the HSE Management System on the all phases (Engineering, Procurement, Construction, Commissioning up to Mechanical Completion) of the project.
(2) To establish Project HSE Plan including HSE Policy (based on Corp. QHSE Policy) and continually improve it.
(3) Assist and coordinate with the Project Manager and all personnel assigned to the project in establishing an overall Project HSE Management Plan based on Companies IMS Management standards and Project requirements.
(4) Advise on setting up the improvement guidelines for Project HSE Management System to project employees. Ensure improvements are implemented and results are feedback to employees.
(5) Establish Project HSE audit program & schedule and perform the Project HSE Audit within the project organization in cooperation with Corporate QHSE Team.
(6) Report the Project HSE Audit Results to Corporate QHSE and Project Manager.

• Establish a process to verify that corrective actions are documented and implemented. Post Accident/Incident Root-Cause Analysis. Report findings to be analyzed to ascertain where improvements to Practices, Procedures, Standards and Systems are warranted.
• Setting up, maintaining, monitoring, and updating of the Illness & Injury Prevention Plan (IIPP). Using the OSHA forms for Illness and Injury record keeping.

HSE MANAGER JOB RESPONSIBILITY: • Continuous improvement of effective loss prevention and risk management control systems, programs and standards for all operations and activities that ensure duty of due thoroughness has been discharged with respect to ICC Workplace HSE requirements. • Design, implementation and coordination of safety programs that lead to “industry leading” performance standards, which are both sustainable and cost effective. • Ensure that all staff and contractors adhere to the ICC Workplace HSE requirements, including monitoring of compliance with applicable legislation (General Safety Regulations, First Aid Act, Safety Codes Act, etc.) • Provide day-to-day assistance to operational activities. • Prepare and Conduct the HSE training awareness sessions, morning lectures and presentations for departments' managers, and supervisors, engineers and technicians. • Assist and coordinate safety skills education and training programs for staff workers at worksites. • Assist or facilitate any required investigations of accidents and incidents, as well as following-up on outstanding actions. • Provide assistance for all emergency response, security, health, hygiene. • Provide environmental assistance with respect to regulatory and facility applications.
